Strategy, Stratification and the Role of Higher Education in Training More Primary Care Physicians in the Era of the Affordab “STRATEGY, STRATIFICATION AND THE ROLE OF HIGHER EDUCATION IN TRAINING MORE PRIMARY CARE PHYSICIANS IN THE ERA OF THE AFFORDABLE CARE ACT” by REBECCA LANE SANDIDGE (Under the Direction of Sheila Slaughter) ABSTRACT Increased access to primary care is the bedrock upon which the Patient Protection and Affordable Care Act (ACA) is founded, thereby necessitating growth in the health care workforce. This multiple case study explores how within the “field” of medical education strategic actors are varying institutional strategies in response to the incentives in Title V – Health Care Workforce to educate and train more primary care physicians. It also examines how the legislation may be exacerbating existing stratification within medical education in a single state. Findings suggest that the ACA fails to address the main impediment of increasing the primary care physician supply, signaling that the shortage of physicians will continue or that other health professions will subsume more primary care responsibilities. Furthermore, strategic action in response to the ACA is partially based on the prestige economy and thus can be explained by a commitment of academic leaders to maintain stratification within medical education.     FY18 ARCHE Annual Report Summary of program status, activities, and finances of the Atlanta Regional Council for Higher Education ARCHE ANNUAL REPORT HISTORY The Atlanta Regional Council for Higher Education (ARCHE) was founded in 1938 as the University Center in Georgia. Founding members of the organization were Agnes Scott College, the Atlanta College of Art, Columbia Theological Center, Emory University, the Georgia Institute of Technology and the University of Georgia. They formed the University Center in Georgia to share resources, avoid duplication, and facilitate collegiality among faculty. Membership continued to grow and included 19 public and private institutions of higher learning in the greater Atlanta region. TODAY As of 2012, ARCHE has focused and continues to manage programs that were deemed priority value to member institutions. The current staff consists of a Sr. Program Coordinator that manages the day to day operations and corporate responsibilities of the organization. The mission of ARCHE remains to bring its members together to collaborate in these programs. Hundreds of students each year register for courses on other member campuses via ARCHE's cross registration program, which offers students the opportunity for expand their horizons in other fields of study or campus settings. ARCHE's Library Council and library programs include a interlibrary sharing program which allows members to share to the collective resources of all member libraries. ARCHE provides a van that transports library exchange items to campuses three days a week. In addition, students and faculty at ARCHE institutions may visit libraries at other members to gain immediate access to materials that do not circulate.

    14 The Critical Role of Historically Black Colleges and Universities in Workforce Development Todd Greene Ashley Bozarth Civil rights leader and distinguished American educator Benjamin Elijah Mays stated, “For he who starts behind in the great race of life must forever remain behind or run faster than the man in front” (Colston 2002, p. 96).1 Despite the passage of more than 150 years since the end of formal slavery, African Americans are still behind based on nearly all economic measures, including wealth and economic mobility. It should come as no surprise then that African Americans fare no better in the labor market, where wages lag behind their white coun- terparts. While the roots and causes of these gaps are myriad, it is clear, as Dr. Mays suggests, that extraordinary measures and targeted approaches are needed to arrive at greater economic equality. There has been some progress, including higher rates of high school degree completion, but much work remains.2 Historically black colleges and universities (HBCUs) play a major role in preparing this population for the workforce. In addition to both academic- and technical-oriented degree offerings, confidence-building support offered through HBCU environments also can offer graduates a fundamental cornerstone for workforce success.3 The origins of today’s more than 100 HBCUs vary. Some started as state-sponsored land grant institutions, others were sponsored by reli- gious organizations, and still others were the benefactors of wealthy philanthropists. Their missions, however, have been essentially uni- form: to provide higher education opportunities primarily to students of color who at that time were largely excluded from other colleges or universities or in some cases did not feel comfortable in these institu- 189 190 Greene and Bozarth tions.4 With legal and cultural changes, especially over the past five decades, some observers have questioned the necessity for institutions designed to serve a particular racial population, thus viewing HBCUs as anachronisms.

    FY19 ARCHE Annual Report Summary of program status, activities, and finances of the Atlanta Regional Council for Higher Education ARCHE ANNUAL REPORT HISTORY The Atlanta Regional Council for Higher Education (ARCHE) was founded in 1938 as the University Center in Georgia. Founding members of the organization were Agnes Scott College, the Atlanta College of Art, Columbia Theological Center, Emory University, the Georgia Institute of Technology and the University of Georgia. They formed the University Center in Georgia to share resources, avoid duplication, and facilitate collegiality among faculty. Membership continued to grow and included 19 public and private institutions of higher learning in the greater Atlanta region. TODAY As of 2012, ARCHE has focused and continues to manage programs that were deemed priority value to member institutions. The current staff consists of an Executive Director that manages the day to day operations and corporate responsibilities of the organization. The mission of ARCHE remains to bring its members together to collaborate in these programs. Hundreds of students each year register for courses on other member campuses via ARCHE's cross registration program, which offers students the opportunity for expand their horizons in other fields of study or campus settings. ARCHE's Library Council and library programs include a interlibrary sharing program which allows members to share to the collective resources of all member libraries. ARCHE provides a van that transports library exchange items to campuses three days a week. In addition, students and faculty at ARCHE institutions may visit libraries at other members to gain immediate access to materials that do not circulate.
