IntroductionandSituationUpdate ••• RepresentativesoftheLogisticsClusterandUNHASwenttonorthernLuzontomeet withthelocalDSWDandestablishapullsystemfordeliveriesattheregionallevel. Underservedandcut-offlocationswereidentifiedwithassistancefromtheDSWD. ••• Massive damage was noted in many places from landslides and flooded rivers. Shelterremainsamajorconcernintheaffectedareas. ••• Two staging areas have been set up for air operations. One in Wallace, San FernandoLaUnion,toserveBenguetandMountainprovinces,andoneforLaoag toserveCalanasanandApayao.Mobilewarehousesof320m2weresetupineach locationovertheweekendandpalletsmadeavailable. ••• AthirdhubwassetupinBaguiowhichcanbeusedforairops,butwillmostlyserve fordeliveriestoremotelocationswithuseofsmalltrucks.Amobilewarehouseof240 m2hasbeensetupattheairport. ••• LogisticsClusterstaffhavebeendeployedtoallthreelocations. ••• ThereisaplantocarryoutasimilarmissionintheLagunadeBayareatomeetwith regionalDCCsandDSWDandestablishalistofprioritylocationsforthenextround ofhelicopteroperationsonceneedshavebeenmetinthenorth. 2. C/MCoord ••• The army will provide light support vehicles (3 – 4 mt) to carry out deliveries from Baguio.AnarrangementisbeingmadewiththeNDCCforfuel. ••• AdditionalstoragehasbeenmadeavailableatWallaceairbasebytheairforce. ••• AirForcestaffhavebeensecondedtoassisttheLogisticsClusterwithoperationson theground. 3. UpdateonAirOperations ••• One helicopter iscurrentlypositioned at Laoagand rotations havebeenongoing sinceSunday. ••• YesterdaytheotherhelicopterfocusedonrotationsinQuezoninthesouth.Today’s operation is a donor flight with UN, embassy and government representatives for cargorotationsoutofBaguio.Asoftomorrow,itisscheduledtobeginsortiesoutof Wallace. ••• Followinga formalrequest from the government,thehelicopterswillbe extended untiltheendofNovember. ••• Oncethecurrentoperationsinthenortharefinishedtherewillbeaneedtorestock cut-offareasinsouthernLuzon. ••• PassengersonUNHASflightsmustfileapassengerrequestformandobtainsecurity clearanceiftheyarewithanorganizationwhichrequiresit. 4. Transport ••• TheLogisticsClusterisinvestigatingtheoptionofhiringsomesmallfishingboatsto performdeliveriesintheLagunadeBayregion. ••• ManyroadsonthenorthupfromBaguioareconsideredopenbutremainextremely precarious. PhilippinesLogisticsCluster-MeetingMinutes–10/11/2009 1/3 http://www.logcluster.org/phl09a PHILIPPINES LOGISTICS CLUSTER ••• The2trucksdonatedbyAgilityendoperationstoday,buttheuseofthethreetrucks from UPS will be extended until the end of November and remain available for interagencyuse.ThesearesmallervehiclesandappropriatefortransporttoBaguio. ••• PremiereUrgencewentonanassessmenttoRegionIIandhasreportedthatroads aremostlyaccessiblewiththeexceptionofafewbarangayswhichremainisolated duetoriverpassagesinSantaMargaritaandBaggao.Thesearesaidtohavenot receivedanyreliefgoodsintherecentperiodduetotheirlocation.Thereissome lackofvisibilityregardingthecoastalareawhichisn’taccessiblebyroad. 5. Warehousing/Infrastructure ••• UseoftheAgility500m2warehousedonatedbytheLETisduetoendtodayasper contract. The UPS warehouse of 300 m2 will remain available until the end of November,aswellasstaffingprovidedtoNROC. 6. GIS/IM ••• Maps of the inaccessible areas currently being targeted in the north have been disseminatedandareavailableat www.logcluster.org/phl08a . ••• Theroadconditionsmapshowingblockagesandaffectedareashasbeenmade availableinA0. 7. UpdatefromOrganizations • 2 UNICEF trucks arrived in Baguio over the weekend with 1,000 family kits. An additional 200 family kits will be distributed by air out of Wallace. A follow-up assessment is planned to northern Luzon next week to establish further delivery locations.EmergencyhealthkitswillbeairliftedtoApayao,MountainProvince,Abra andKalingafromLaoagandWallacerespectively. • For the present emergency, UNICEF has rented two additional warehouses, which arealsousedforkittingofreliefitems. • Allservicesareoutsourcedtoafull-servicecompanywhichprovideswarehousing, customsclearance,transportetc.WarehousespecialistsfromtheSupplyDivisionin Copenhagen were deployed for a month to help organize and streamline the process of kitting and storing. They were also deployed to Mindanao for a short assessmentmission. • WHOmayrequirewarehousespaceinManilatostorehealthkitsforthenextfew weeksandintendstofileastoragerequestwiththeLogisticsCluster. • WHOhashelpedidentifyathirdhospitalinneedofoneofthegeneratorsbroughtin bytheLogisticsCluster. • WFPhasdistributedaninitial4803mtofricetocoverallsixaffectedregions,andhas finishedpreparingtheNovemberdistributionsofrice,cannedfish,oilandHEB. • WFPhastwowarehousesinTanayof1,400m2plusanotherof3,000m2openingup. Cargoimportedbyseawillbeginarrivingnextweek. • Save the Children have distributions of hygiene and household kits planned for LagunaandMuntinlumpaoverthenexttwoweeks. • LastSaturdayIOMfinisheddistributing8,000hygieneandsanitationkits.Todayand Fridaytrialdeliveriesofshelterrepairkitswillbeheld.Iftheproceduresgosmoothly, the program will be put in place in Laguna. So far IOM has had no need for warehousing since vendors have been handling everything including kitting and deliveries.Distributionshavebeentakingplacethroughmunicipalgovernments. • Oxfamhasadistributiontargetof17,000hygienekitsinRizalandLaguna,6,500of which have been distributed. All procurement is currently being done locally. SupportmayberequestedfromtheLogisticsClusterforsomeadditionalstorage. The Logistics Cluster will raise the issue at tomorrow’sCoordinationmeeting. • Since this is a disaster-prone region, a request was made for lists of suppliers, transportetctobemaintainedforpotentialfutureoperations. • OCHAisplanningtoorganizeaninteragencyassessmentmissiontonorthernLuzon now that the revised flash appeal has officially extended support to the areas affected by Typhoon Parma. It was noted that all assessment missions using the helicoptersmustcoincidewithcargomovements. 8. TheWayForward • TheDSWDhasaddressedtheissueoftransportationforearlyrecoverymaterials.For now, the Logistics Cluster has no mandate to participate in this phase of the operation. • TheLogisticsClusterwillcontinueGISservicesuntiltheendofNovember. • LogisticsClustermeetingswillcontinueonaweeklybasis. Government offices in Region I continue to be operational using generator sets.

Region II a) On or about 10:00 AM, 08 May 2009, one (1) ferry boat owned by Brgy Captain Nicanor Taguba of Gagabutan, Rizal, bound to Cambabangan, Rizal, Cagayan, to attend patronal fiesta with twelve (12) passengers on board, capsized while crossing the Matalad River. Nine (9) passengers survived while three (3) are still missing identified as Carmen Acasio Anguluan (48 yrs /old), Vladimir Acasio Anguluan (7 yrs /old) and Mac Dave Talay Calibuso (5 yrs/old), all from Gagabutan East Rizal, Cagayan. The 501st Infantry Division (ID) headed by Col. Remegio de Vera, PNP personnel and some volunteers from Rizal, Cagayan conducted search and rescue operations. b) In Nueva Vizcaya, 31 barangays were flooded: Solano (16), Bagabag (5), Bayombong (4), Bambang (4), in Dupax del Norte (1) and in Dupax del Sur (1). c) Barangays San Pedro and Manglad in Maddela, Quirino were isolated due to flooding. e) The low-lying areas of Brgys Mabini and Batal in Santiago City, 2 barangays in Dupax del Norte and 4 barangays in Bambang were rendered underwater with 20 families evacuated at Bgy Mabasa Elementary School.

National Response PAGASA has been providing the NDCC OPCEN with the following information relative to Typhoon “Nina”: Flood Bulletins, Severe Weather Bulletins and GALE Warning; The NDCC OPCEN alerted all OCDRCs, RDCCs, DOTC Action Center, National Media outfits including KBP, PCG, DSWD, DOH, and AFP Command Center; NDCC advisories were also regularly disseminated to all concerned as information from PAGASA is received; and DSWD prepositioned sufficient standby funds and stockpile of relief commodities in all concerned DSWD-FO amounting to P13,100,329.92. Alerted the DSWD and DPWH on the need to extend support to Sibuyan Island with the damaged three (3) bridges in the municipality of San Fernando, Romblon. IV.
