LOGISTICS CLUSTER – MEETING MINUTES TYPHOON KETSANA EMERGENCY RESPONSE WFP Office, Manila Date: November 10, 10:00 1. Introduction and Situation Update ••• Representatives of the Logistics Cluster and UNHAS went to northern Luzon to meet with the local DSWD and establish a pull system for deliveries at the regional level. Underserved and cut-off locations were identified with assistance from the DSWD. ••• Massive damage was noted in many places from landslides and flooded rivers. Shelter remains a major concern in the affected areas. ••• Two staging areas have been set up for air operations. One in Wallace, San Fernando La Union, to serve Benguet and Mountain provinces, and one for Laoag to serve Calanasan and Apayao. Mobile warehouses of 320 m2 were set up in each location over the weekend and pallets made available. ••• A third hub was set up in Baguio which can be used for air ops, but will mostly serve for deliveries to remote locations with use of small trucks. A mobile warehouse of 240 m2 has been set up at the airport. ••• Logistics Cluster staff have been deployed to all three locations. ••• There is a plan to carry out a similar mission in the Laguna de Bay area to meet with regional DCCs and DSWD and establish a list of priority locations for the next round of helicopter operations once needs have been met in the north. 2. C/M Coord ••• The army will provide light support vehicles (3 – 4 mt) to carry out deliveries from Baguio. An arrangement is being made with the NDCC for fuel. ••• Additional storage has been made available at Wallace airbase by the air force. ••• Air Force staff have been seconded to assist the Logistics Cluster with operations on the ground. 3. Update on Air Operations ••• One helicopter is currently positioned at Laoag and rotations have been ongoing since Sunday. ••• Yesterday the other helicopter focused on rotations in Quezon in the south. Today’s operation is a donor flight with UN, embassy and government representatives for cargo rotations out of Baguio. As of tomorrow, it is scheduled to begin sorties out of Wallace. ••• Following a formal request from the government, the helicopters will be extended until the end of November. ••• Once the current operations in the north are finished there will be a need to restock cut-off areas in southern Luzon. ••• Passengers on UNHAS flights must file a passenger request form and obtain security clearance if they are with an organization which requires it. 4. Transport ••• The Logistics Cluster is investigating the option of hiring some small fishing boats to perform deliveries in the Laguna de Bay region. ••• Many roads on the north up from Baguio are considered open but remain extremely precarious.

••• The 2 trucks donated by Agility end operations today, but the use of the three trucks from UPS will be extended until the end of November and remain available for interagency use. These are smaller vehicles and appropriate for transport to Baguio. ••• Premiere Urgence went on an assessment to Region II and has reported that roads are mostly accessible with the exception of a few barangays which remain isolated due to river passages in Santa Margarita and Baggao. These are said to have not received any relief goods in the recent period due to their location. There is some lack of visibility regarding the coastal area which isn’t accessible by road. 5. Warehousing/Infrastructure ••• Use of the Agility 500 m2 warehouse donated by the LET is due to end today as per contract. The UPS warehouse of 300 m2 will remain available until the end of November, as well as staffing provided to NROC. 6. GIS/IM ••• Maps of the inaccessible areas currently being targeted in the north have been disseminated and are available at www.logcluster.org/phl08a . ••• The road conditions map showing blockages and affected areas has been made available in A0. 7. Update from Organizations • 2 UNICEF trucks arrived in Baguio over the weekend with 1,000 family kits. An additional 200 family kits will be distributed by air out of Wallace. A follow-up assessment is planned to northern Luzon next week to establish further delivery locations. Emergency health kits will be airlifted to Apayao, Mountain Province, Abra and Kalinga from Laoag and Wallace respectively. • For the present emergency, UNICEF has rented two additional warehouses, which are also used for kitting of relief items. • All services are outsourced to a full-service company which provides warehousing, customs clearance, transport etc. Warehouse specialists from the Supply Division in Copenhagen were deployed for a month to help organize and streamline the process of kitting and storing. They were also deployed to Mindanao for a short assessment mission. • WHO may require warehouse space in Manila to store health kits for the next few weeks and intends to file a storage request with the Logistics Cluster. • WHO has helped identify a third hospital in need of one of the generators brought in by the Logistics Cluster. • WFP has distributed an initial 4803 mt of rice to cover all six affected regions, and has finished preparing the November distributions of rice, canned fish, oil and HEB. • WFP has two warehouses in Tanay of 1,400 m2 plus another of 3,000 m2 opening up. Cargo imported by sea will begin arriving next week. • Save the Children have distributions of hygiene and household kits planned for Laguna and Muntinlumpa over the next two weeks. • Last Saturday IOM finished distributing 8,000 hygiene and sanitation kits. Today and Friday trial deliveries of shelter repair kits will be held. If the procedures go smoothly, the program will be put in place in Laguna. So far IOM has had no need for warehousing since vendors have been handling everything including kitting and deliveries. Distributions have been taking place through municipal governments. • Oxfam has a distribution target of 17,000 hygiene kits in Rizal and Laguna, 6,500 of which have been distributed. All procurement is currently being done locally. Support may be requested from the Logistics Cluster for some additional storage. • A need was expressed for an outline of what NFI have been distributed where, and lists of what the various kits contain. The Logistics Cluster will raise the issue at tomorrow’s Coordination meeting. • Since this is a disaster-prone region, a request was made for lists of suppliers, transport etc to be maintained for potential future operations. • OCHA is planning to organize an interagency assessment mission to northern Luzon now that the revised flash appeal has officially extended support to the areas affected by Typhoon Parma. It was noted that all assessment missions using the helicopters must coincide with cargo movements. 8. The Way Forward • The DSWD has addressed the issue of transportation for early recovery materials. For now, the Logistics Cluster has no mandate to participate in this phase of the operation. • The Logistics Cluster will continue GIS services until the end of November. • Logistics Cluster meetings will continue on a weekly basis.
