TOURISM DEVELOPMENT

CALL FOR “EXPRESSION OF INTEREST” LAND KNOWN AS VUNAYAWA (PT OF), NAVITI, iTaukei Land, Our Heritage, Our Future YASAWA ISLANDS

The TLTB invites written Expression of Interest (EOI) for the above land for Tourism Development at Naviti Island, Yasawa Group. The land comprises of approximately 34.0235 Ha (Subject to Survey) of iTaukei land known as Vunayawa (Part Of) in the District of Naviti, Province of Ba.

PURPOSE The purpose of EOI is to seek Investors and Developers who wish to participate in the development of the proposed tourism development at Vunayawa (Part Of), Naviti, Yasawa.

SCOPE OF WORKS: The scope of works will include but not limited to the following: 1. Carrying out a detailed feasibility study in order to determine the socio-economic development mix and viability of the project. 2. For foreign investors, the approval of the Investment Fiji and the Reserve Bank are mandatory. 3. Carrying out all survey and planning works in accordance with the requirements of the Department of Town and Country Planning and other approving agencies. 4. Undertake an Environmental Impact Study and associated reports. 5. Provide a project business plan and projected work schedule for the development.

The successful Investor/Developer will be issued with a long term lease to be mutually agreed by both parties subject to payment of relevant premium/cost/fees (where applicable) under the iTaukei Land Trust Act [Cap 134].

The lease will also include Special Conditions which shall be agreed by the Applicant & the iTaukei Land Trust Board.

1. LAND DETAILS, INFRASTRUCTURE & SERVICES  Land Owning Unit – Mataqali Nadula in Naviti District, Yasawa  Location – Located on the Eastern part of Naviti Island.  Land Area – 34.0235 hectares / 84.07389 acres (Subject to survey)  Lati/Longitude – 1704’59.99’’ S 177016’59.97’’ E  Electricity – Main source of Power in the Yasawas are supplied via Generator and Solar Electrification  Water source – Boreholes and Desalination as evident in all the Resorts in the Yasawas Sewerage : Telecommunication: All telecommunications network are available (Telecom Fiji, Vodafone and Digicel)

2. TOURISM: STANDARD TERMS & CONDITIONS  Term of Lease – To be mutually agreed by both parties  Premium – $1,600,000.00 (one off payment)  Annual Rent – $5,000.00 per annum for the first five years thence shall be based on percentage gross receipts from the 6th year onwards.  Development Period – 5 years from the commencement date of the lease.  Education fund – The lessee must pay $3,000.00 annually to the Land Owning Unit as Education fund and subject to review after every five (5) years.  Scholarship Fund – A scholarship to be awarded to a pupil from Mataqali Nadua for the purpose of attending a university or any tertiary institution. This will include the payment of tuition fees including other costs approved by the Board of Directors. This scholarship assistance to only apply if the pupil scores below the entry mark for any particular tertiary institution.  Village Infrastructure – $10,000 as one off payment to assist in village infrastructure development.  Employment Preference – First preference is given to the members of the land owning unit provided they meet the required standards.  Business Opportunities – Landowners must be given first preference for all business activities such as transport operators, supply of local materials, village visit, entertainment etc, provided they meet the standard and requirements of the tenant or resort management.  Subdivision, Sublease and re-sale of subleases – 10 % of the total consideration is to be paid to the lessor for sale of any lots from a subdivision, sublease and or resale of Sublease.  Free shares – The lessee to provide 10% free shares to the Land Owning Unit upon the formation of the operation company of the resort (Negotiable).  A “Concept Plan” for the Advertised site to be provided within two years of issuance of lease.

The EOI should include the following information as well: 1. Company profile, Registration, and Financial Statement/Status; 2. Curriculum Vitae (CV) for individuals; 3. A deposit fee of $575 (VAT) to be submitted together with the EOI that will be refunded if unsuccessful; and

All Investors/Developers must demonstrate their ability to undertake the above mentioned works and meet the criteria set out in the above scope of works.

Sealed envelopes marked “EXPRESSION OF INTEREST – TOURISM DEVELOPMENT OF VUNAYAWA” is to be addressed to the Manager Tourism, ITaukei Land Trust Board, Private Mail Bag, Nadi Airport or placed in the appropriate Tender Box located at TLTB Tourism Department, Level 1, Airport Central Building, Namaka.

The EOI will close on Wednesday 31st August, 2016. Late submissions and submissions through facsimile will not be accepted.
