MINUTES OF THE MUNICIPALITY OF GLENELLA-LANSDOWNE REGULAR MEETING OF COUNCIL WEDNESDAY, FEBRUARY 10, 2016

Present: Reeve Richard Funk, Councillors Greg McConnell, Don Boxall, Dave Baskerville, Arnie Suski, John Pottinger and CAO Wendy Wutzke. Councillor Roland Marohn participated via skype.

Call to order Reeve Funk called the meeting to order at 9:40 a.m.

Adoption of the Agenda Boxall - Pottinger 2016/21 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the agenda with additions. Carried.

Confirmation of Minutes Pottinger - Boxall 2016/22 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the minutes of January 13, 2016, as read and circulated. Carried

Financial Statement

Pottinger - Boxall 2016/23 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the financial statement for the year ended, December 31st, 2015, as well as the monthly financial statement for the month ended January 31st, 2016, as read and circulated.

Suski - Pottinger 2016/25 Be it resolved that Don Boxall is authorized to attend the Manitoba Weed Seminar to be held March 16, 2016 in Carberry and further be it resolved all expenses be reimbursed per Bylaw 3/2015. Carried

Neepawa Scouts and Birnie Nursery School sent a thank you card for the grants they received. – filed

Accounts

Pottinger - Boxall 2016/26 Be it resolved that accounts numbered #1077 to #1150amounting to $73,626.48, and payroll direct deposit amounting to $26,054.99 hereby approved for payment. Carried.

McConnell - Baskerville 2016/27 Be it resolved that Council Indemnity accounts numbered #1151 to #1156 and amounting to $5,648.94 be hereby approved for payment. Carried. New Business

McConnell - Boxall 2016/28 Be it resolved that Council of the Municipality of Glenella-Lansdowne agree to remain a member of FCM and pay the membership fee of $317.41

McConnell - Pottinger 2016/29 Whereas the Town of Neepawa, the RM of Rosedale, the former RM of Langford, the former RM of Lansdowne and the former RM of Glenella met on August 6, 2014 to proceed with binding arbitration regarding tax sharing of the ambulance facility, and whereas prior to the commencement of the arbitration hearing, the Town of Neepawa made an offer to the municipalities to retroactively share the taxes on the ambulance facility, and whereas the Town of Neepawa also made an offer to purchase the road Veterans Way back from the four municipalities at original cost less depreciation of eight years over either a five or ten year period, and whereas due to elections and amalgamations, this issue has not yet been resolved, therefore be it resolved the Council of Municipality of Glenella – Lansdowne accept the Town of Neepawa offer to retroactively share the taxes on the ambulance facility and therefore not proceed with the binding arbitration, and also be it resolved the Council of Municipality of Glenella – Lansdowne agree to sell control and ownership of the road Veterans Way to the Town of Neepawa at the original (non depreciated) cost of the road over either a five or ten year period. Carried.

Suski - Boxall 2016/30 Be it resolved Council of the Municipality of Glenella – Lansdowne accept HK Lumbers quote of $2866.13 for materials for the renovations to the Arden Municipal Office. Carried.

Committee Reports

Arden Fire Dept. sent a copy of the minutes from their fire meeting held February 3, 2016.

Baskerville- McConnell 2016/31 Be it resolved Council of the Municipality of Glenella – Lansdowne appoint Michelle Bennett and Keith Wrightson to the Arden Fire Dept. Carried.

Glenella Fire Dept. sent a copy of the minutes from their fire meeting held February 3, 2016. - filed

HAND sent a letter requesting a grant of 55 cents per capita for 2016, same as last year.

Neepawa and District Medical Clinic sent minutes from their meeting held January 21, 2016 - filed

Neepawa and Area Planning District sent a copy of the minutes from their board meeting held January 20, 2016 as well as the levy for this year which remains unchanged - filed

Open Discussion

Pottinger - Baskerville 2016/33 Whereas the Arden Theatre Group and the Arden Ladies Auxiliary Bingo each donated $1,000 towards the LED Sign in Arden, and whereas this money was received after the $3,112.06 was transferred from the Arden Reserve Fund to cover the remaining cost of the LED Sign, therefore be it resolved these donations totalling $2,000 be transferred to the Arden Reserve Fund. Carried

Boxall - Pottinger 2016/34 Be it resolved that Council of the Municipality of Glenella – Lansdowne hereby approve and take full responsibility for the audited financial statements of the Glenella Recreation Commission for the year ended September 30, 2015. Carried.

Council reviewed a comparison of the Glenella and Arden Fire Dept. compensation and will discuss with each Fire Dept. prior to next regular meeting of Council.

Council reviewed a comparison of the Glenella and Arden Waste Disposal Grounds and Recycling programs.

Council reviewed a report on debentures payable as of January 1, 2016.

Council reviewed a report on equipment and hours as of January 1, 2016.

Council discussed the possibility of Council members going to direct deposit as all employees.
