Motion was made by Comm. Main and seconded by Comm. Karesh to approve the minutes of the Regular Board meeting of February 13, 2013.

Agenda Item #4: Claim Ordinance Motion was made by Comm. Smith and seconded by Comm. Main to approve the March claims Ordinance.

Agenda Item # 5: Open Forum a. General Public There was no one present from the general public b. Written There was no correspondence.

Agenda Item # 6 Unfinished Business a. Land Acquisition Grant Report reported that there was still no news regarding the Land Acquisition Grant. b. Community Garden We did not receive the grant for the community garden but at the budget workshop Bob will propose a plan to do the garden without the grant money. c. 2013 Budget Workshop – April 3, 2013 Staff is getting everything ready for the budget workshop on April 3, 2013 at 4 pm. d. Lions Park Shelter Renovations Bob provided plans and is hoping to get started. The demo of the bathrooms was completed by John’s crew. Bob is working on permits. The bathrooms at Blackhawk Park are coming along as well. e. Job Descriptions – Part-time Staff We are being proactive with the changes that will be coming with Obama Care. Any employee that works over 1,560 hours must be offered health insurance at their own expense. If they choose not to take it they can go into a government insurance pool. For every employee who chooses the insurance pool we would be required to pay $3,000 annually per person. We have five seasonal employees that would qualify. We are trying to minimize our exposure to insurance costs. A discussion followed. The Board decided to put off any decisions until next month’s meeting.

Agenda Item #7 New Business

a. Spray Park Operations – 2013 Steve presented his idea regarding a punch card for the spray park to the Board. They would be sold at the Community Center, they would be promoted in the program guide, they would not be refundable or exchanged. They would not be available to groups of 10 or more, the cards would cost between .35 and 50 cents to print, residents would pay for 10 days and get an 11th day free, a 10 day pass would cost $20.00, that would be a $6 discount plus the free day. A discussion followed. Comm. Long feels we do not have to give anything for free. Staff agreed to charge the full amount of $30 and give one free punch. b. IAPD DVD Presentation After viewing the DVD Ron decided to not show it. c. Golf Course Update There was nothing new to report as the golf course has been closed. Craig did report that as soon as the weather permits and the course is open we will be running a 9 holes for $9 special until May 1st. d. Fitness Club Update Joel reported that February was the “monster month” as it doubled last February’s memberships. The biggest project that staff has been working on is the racquetball courts. There will be lots of ideas for the budget workshop. The Fitness Director Jackie will be at the workshop. e. Veteran’s Day Holiday – Discussion to Change Holiday Ron suggested since the Park District is the only municipal office in Westmont to be closed on Veteran’s Day that we stay open and give the full time staff a floating holiday. After discussion the Board agreed to have the offices open on Veteran’s Day and exchange that holiday for a floating holiday for full time staff. f. Other There was no other new business.

Agenda Item # 8 Report of Staff

Steve reported that on Monday, February 11, Kim, Ron and I attended Career Day for the Manning Elementary. We had the opportunity to talk about our professions and teach them a little bit about the park district. During the weekend of February 22-24, we held our 1st ever Frozen Film Festival event. We had 18 films submitted On Thursday, March 7, Rec. staff and I will participate in the Westmont High School Career Day. The weekend of March 8-10, PVPN will present “Bleacher Bums,” at the Westview Middle School. If you are interested in tickets please let me know. On Monday, March 18 and Tuesday, March 19, the Progressive Village Performing Network will hold auditions for our “Annie’s” musical. Kevin reported that the GEMS tryouts/evaluations were held on Saturday, March 2nd. There were 22 girls who tried out for Jason Bolden’s travel team, and over 40 combined for the U10,U12 divisions. The younger levels will have a draft next week and begin practices as soon as the weather clears up. We look to have 2 U14 teams, 2 U12 teams and Biddy Basketball concluded on February 23rd with the 5/6th grade All Star game. Men’s Basketball has been, “snowed out” the last two weeks. For the summer brochure we are introducing a couple of new athletic programs. One is a girls’ softball program. It’s called, “A Swing and a Little Miss”, title created by Bobbi, this program will be an introduction for girls who are interested in softball. We are also adding a fishing program and a cross country program.

John stated that he is cleaning up snow and working with Bob on plans for the spring and summer.

Alice reported that Senior Trip registration for winter trips and programs continues. Income Tax assistance is going very well. There are 7 AARP tax volunteers this year. The participants seemed pleased with the new e-filing. Senior Golf League kick-off coffee will be held March 15th at 10am in the Linden room. The Senior Golf league season begins April 29 and will run through September 30. The fee is $45. The spring craft show is scheduled for Sunday, March 17th from 11AM-3PM in the Linden Room. Linda W. has 15 crafters registered so far. This will run in conjunction with the Gregg House Spring Palette Art Show. Getting ready for the annual Bites with the Bunny program and Easter Egg Hunt scheduled for Saturday, March 30. Linda and I are currently planning summer activities. We have a Boy Scout troop scheduled to visit on March 7th at 6:30pm. They will make an old-fashioned kaleidoscope and learn the game of marbles. Following the art show, we will be setting up an exhibit on JFK. This year is the 50th anniversary of his assassination. The next historical society meeting will be held in Monday, April 22, 2013 at 7:00pm in the Richmond Room.

Keith reported that they are gearing up for the season. Last month he discussed the issue of gasoline delivery being too expensive and that he was going to purchase gas cans to fill at the Village pumps. John suggested a tank on the back of one of the trucks and that is what he decided to do. It is working out very well and we save about $1.75 a gallon. The tank is designed for this use, it holds 95 gallons and has a pump wired to the battery that will pump out 15 gallons a minute. He also purchased a plastic tank for diesel fuel.

Joel reported over the past month he has continued to prepare for budget workshop and work on other projects. I have been working on the electronic items for the Fitness Club. We have new copy machines for $200 less and lower cost per copy. I also attended the career fair at Westmont High School.

Kim stated she is also working on budget workshop items and the program guide. She has been working with Carol the designer and with the printer working out the wrinkles. The Neighborhood Magazine is out to the public. April 30th is Parks Day in Springfield which she will be attending and September 14th is the Pet Parade at Ty Warner Park.

Cindy reported that the pre-school is celebrating Dr. Seuss with Wacky Wednesday, everyone wore the pj’s to school and everything was backwards. She is working on day camp and getting her programs into the registration system and the summer recreation report that goes to the schools. Bob remarked that he was also at career days. A broken mirror at the Fitness Club, by the racquetball court, had to be removed. He saw a chunk of the wall of the court and found that the area was getting moisture because the drains in the roof were never installed. He found that all the mirrors were loose and had to be removed. Additional drains will be installed and anything that had moisture will be removed and replaced. The hot water storage tank for the showers needs replacing.
