Incorporating ICT based solutions SMART WATER MANAGEMENT WATER SYSTEM REDUCE POTABLE WATER SUPPLY REDUCE •A 24X7 potable water supply system is proposed for Haldia, with a projected population of about 5,00,000 persons (2041) with distribution at 135 Lt/Pc/D •Smart Water Meters to measure usage and to identify leakage •Smart Flow Meters to detect leakage and blockage Treatment Plant 70 MLD Smart Flow Meters Smart Water Meters Integrated Asset Management System SMART POTABLE WATER SUPPLY SOLUTIONS REDUCE • Smart Water Meters and Flow Meters with Sensors – Help citizens better understand their water usage and curb waste – Identify leakage and blockage so that timely maintenance can be done – Help in failure mode analysis of Water System Network components – Help in planning scheduled maintenance so that downtime can be minimized – Save energy which leakage , excessive water usage and delayed maintenance cause – Help in planning enhancement/modernisation of Water System – Strengthen regulatory programs that respond flexibly to community water needs • Integrated Asset Management System (AMS) – Integrated Asset Management System will tag all assets in the Water Supply System including pipes , sensors & plant equipments – AMS will help in planning , creating , utilizing , maintaining , inspecting , retirement & disposal of all Assets in Water System – AMS will help in managing all life cycle information of the Assets to enable Smart Water System – AMS will help in generating and sending water bills to the citizens based upon usage using smart meter data – Smart sensors identify leakage/blockage in water pipes and send alerts – Leakage/Blockage alerts create automated maintenance work requests in the integrated Asset Management System – Asset Management System automates the process required for maintenance using Work & Inspection modules – Citizens and Municipal personnel can also make maintenance request using Toll free no. / Mobile Apps/ Web Site – Web/Mobile based maintenance request will have smart map based tool for Citizens/ Municipal personnel guidance – Work management module of AMS will have smart mechanism to identify duplicity of work & frequent failure points – Inspection module will have smart mobile based photo uploading features with geocodes & public participation DOMESTIC WASTE WATER TREATMENT RECYCLE • Smart city looks for Smart Sensors in Sewerage pipe – To detect leakage and blockage inside the pipe and give alerts to central control system – These alerts will be sent to mobile devices using smart apps – Then maintenance work request will be generated and will go to the integrated Asset Management System to process the request and complete the requested maintenancework – OnceMaintenance completed, Smart Mobile Application will give alert to relevant stakeholders • Smart city uses Smart Analyzer to be placed throughout a city to detect pollutants and alert the city department when problems arise DOMESTIC WASTE WATER TREATMENT RECYCLE Domestic waste water treatment in clusters of about 20 houses with treatment through Constructed Wetlands or Sewerage treatment plant (STP) , which would treat the water and release treated water to ponds or natural drains which could be used for pisciculture, or agriculture. Constructed wetlands have minimal maintenance STORM WATER TREATMENT RE-CHARGE In light of Haldia’s flat topography , storm water management becomes essential to prevent inundation and hindrance. A storm water drainage system along all the major roads is proposed which would collect storm water and convey it to sand and pebble filters which would clean the water and convey it to the ground water level through an encased pipe well, thus recharging the ground water table encased pipe well sand and pebble filters Collector drain ground water table Pukur Recharge recharge system SMART URBAN MOBILITY SMART URBAN MOBILITY Urban Mobility is another major concern in Haldia as end to end the distances between residential areas are almost 20 kilometers and no public bus service is available. These sensors will allow vehicles from one direction when there is no vehicle in other direction without making those vehicles to wait for a fixed time interval. • Smart Sensors would beplaced in lanes meant for emergency vehicles with smart tags. When any Emergency vehicle will come, these sensors will generate an alert, so that traffic will allow those emergency vehicles stopping other vehicles • In case of multiple emergency vehicles approach at a given traffic point, the system will handle intelligently, based upon a predefined logic for different kind of emergency vehicles identified by smart tags. It at present houses more than 750 houses and the town hall. Of the residential houses more than 100 houses are vacant and the rest are in a dilapitaed condition. The arrangement of Nulias for 24x7 have been made for safety of tourist.200 Disaster Management volunteers have been trained under ―Aapda Mitra Scheme‖ for eleven(11) Blocks,43 nos Multi-Purpose Cyclone Shelters(PMNRF-15,NCRMP-28) have also been constructed to provide shelter for people and cattle during any emergency need. Basic training for selected volunteers(@10 for each Block and @5 for Each GP) have also been started for strengthening the Disaster Management group at each level.A group of 20 nos of Disaster Management volunteers in our district have also been provided modern divers training at Kalyani.

    Brief Summary of the Project 1. Introduction Haldia Energy Limited (HEL) has proposed to extend the 2 X 300 MW existing capacity by adding another unit of 1 X 350 MW Super critical unit at Haldia, West Bengal. Govt of West Bengal supports this project. In-Principle approval received from CEA/MoP for the entire project. Environmental Clearance for the existing project was accorded on 01.10.2008 and subsequently transferred in the name of Haldia Energy Limited on 18.01.2010. 2. Site Location The site is located near Jhikurkhali, Village of Baneswarchak about 4 km North-East of Durgachak and 3 km South-East of Sutahata. The proposed site falls under toposheet no. 79 B/4 of Survey of India. The approximate Latitude & Longitude of the corners of the site are: 22° 6'20.51"N, 88°10'28.44"E 22° 6'20.46"N, 88°10'32.36"E 22° 6'10.97"N, 88°10'31.79"E 22° 6'10.93"N, 88°10'28.02"E The site is nearly 3 km from the Basuliya-Sutahata Railway Station in the Haldia-Panskura section of South Eastern Railways.The site is approachable by both State & National Highways. 3. Environmental Setting No wildlife sanctuaries/ national parks/ ecologically sensitive areas/ Archaeological monuments of national importance/ Defense Installations exist within10 Km radius of the plant boundary. The existing plant as well as the proposed additional unit doesn’t involve any CRZ issues. 4. Land The land area required of about 19 acres for the proposed unit is available inside the existing plant premises of HEL TPP and the same shall be used for this proposed extension unit.
