Damien Cheong ____________________________________________________________ Selling Security: The War on Terrorism and the Internal Security Act of Singapore DAMIEN CHEONG Abstract The Internal Security Act (ISA) of Singapore has been transformed from a se- curity law into an effective political instrument of the Singapore government. Although the government's use of the ISA for political purposes elicited negative reactions from the public, it was not prepared to abolish, or make amendments to the Act. In the wake of September 11 and the international campaign against terrorism, the opportunity to (re)legitimize the government's use of the ISA emerged. This paper argues that despite the ISA's seeming importance in the fight against terrorism, the absence of explicit definitions of national security threats, either in the Act itself, or in accompanying legislation, renders the ISA susceptible to political misuse. Introduction In 2001/2002, the Singapore government arrested and detained several Jemaah Islamiyah (JI) operatives under the Internal Security Act (ISA) for engaging in terrorist activities. It was alleged that the detained operatives were planning to attack local and foreign targets in Singa- pore. The arrests outraged human rights groups, as the operation was reminiscent of the government's crackdown on several alleged Marxist conspirators in1987. Human rights advocates were concerned that the current detainees would be dissuaded from seeking legal counsel and subjected to ill treatment during their period of incarceration (Tang 1989: 4-7; Frank et al. 1991: 5-99). Despite these protests, many Singaporeans expressed their strong support for the government's actions. -

LRWC was one of over a hundred organizations signing on to a similar letter from the International Federation of Human Rights. On June 22, 2011, Abdulhadi Al Khawaja, former President of the Bahrain Centre for Human Rights and 19 other political and human rights activists were sentenced to life in prison on charges of, “organizing and managing a terrorist organization”, “attempting to overthrow the Government by force”, “working for a foreign country”, and “collecting money for a terrorist group”. On February 9, 2012, Mr. Al Khawaja began a hunger strike to protest the wrongful convictions and sentences, which were handed down by a military tribunal: the discredited – and now disbanded – National Security Court of Bahrain. Although a review of the convictions is underway, Mr. Al Khawaja’s health has deteriorated due to his lengthy hunger strike (which ended on May 28 after 110 days), coupled with his treatment during detention. The Bahrain Independent Commission of Inquiry has confirmed that Mr. Al Khawaja has been subjected to prolonged torture during his detention, and reports indicate he has also been the target of sexual assaults. -

his three volume publication includes the constitutional documents of all Tcountries in Southeast Asia as of December 2007, as well as the ASEAN Charter (Vol. I), reports on the national constitutions (Vol. II), and a collection of papers on cross-cutting issues (Vol. III) which were mostly presented at a conference at the end of March 2008. This collection of Constitutional documents and analytical papers provides the reader with a comprehensive insight into the development of Constitutionalism in Southeast Asia. Some of the constitutions have until now not been publicly available in an up to date English language version. But apart from this, it is the first printed edition ever with ten Southeast Asian constitutions next to each other which makes comparative studies much easier. The country reports provide readers with up to date overviews on the different constitutional systems. In these reports, a common structure is used to enable comparisons in the analytical part as well. References and recommendations for further reading will facilitate additional research. Some of these reports are the first ever systematic analysis of those respective constitutions, while others draw on substantial literature on those constitutions. The contributions on selected issues highlight specific topics and cross-cutting issues in more depth. Although not all timely issues can be addressed in such publication, they indicate the range of questions facing the emerging constitutionalism within this fascinating region. Transparency and Authoritarian Rule in Southeast Asia
TRANSPARENCY AND AUTHORITARIAN RULE IN SOUTHEAST ASIA The 1997–98 Asian economic crisis raised serious questions for the remaining authoritarian regimes in Southeast Asia, not least the hitherto outstanding economic success stories of Singapore and Malaysia. Could leaders presiding over economies so heavily dependent on international capital investment ignore the new mantra among multilateral financial institutions about the virtues of ‘transparency’? Was it really a universal functional requirement for economic recovery and advancement? Wasn’t the free flow of ideas and information an anathema to authoritarian rule? In Transparency and Authoritarian Rule in Southeast Asia Garry Rodan rejects the notion that the economic crisis was further evidence that ulti- mately capitalism can only develop within liberal social and political insti- tutions, and that new technology necessarily undermines authoritarian control. Instead, he argues that in Singapore and Malaysia external pres- sures for transparency reform were, and are, in many respects, being met without serious compromise to authoritarian rule or the sanctioning of media freedom. This book analyses the different content, sources and significance of varying pressures for transparency reform, ranging from corporate dis- closures to media liberalisation. It will be of equal interest to media analysts and readers keen to understand the implications of good governance debates and reforms for democratisation. For Asianists this book offers sharp insights into the process of change – political, social and economic – since the Asian crisis. Competing Narratives and Discourses of the Rule of Law in Singapore

COMPETING NARRATIVES AND DISCOURSES OF THE RULE OF LAW IN SINGAPORE Jack Tsen-Ta Lee∗ This article aims to assess the role played by the rule of law in discourse by critics of the Singapore Government’s policies and in the Government’s responses to such criticisms. It argues that in the past the two narratives clashed over conceptions of the rule of law, but there is now evidence of convergence of thinking as regards the need to protect human rights, though not necessarily as to how the balance between rights and other public interests should be struck. The article also examines why the rule of law must be regarded as a constitutional doctrine in Singapore, the legal implications of this fact, and how useful the doctrine is in fostering greater solicitude for human rights. Singapore is lauded for having a legal system that is, on the whole, regarded as one of the best in the world,1 and yet the Government is often vilified for breaching human rights and the rule of law. This is not a paradox—the nation ranks highly in surveys examining the effectiveness of its legal system in the context of economic compet- itiveness, but tends to score less well when it comes to protection of fundamental ∗ Assistant Professor of Law, School of Law, Singapore Management University. Chew Mei Fun, The Right Candidate For Kajang State By-Election - BN Leaders Bernama 21 Feb 2014 KUALA LUMPUR, Feb 21 (Bernama) -- Barisan Nasional (BN) leaders unanimously supported the selection of MCA Vice-President Datin Paduka Chew Mei Fun as the right candidate for the upcoming Kajang state by-election. People's Progressive Party (PPP) President, Datuk M.Kayveas described Chew, 50, as the suitable candidate due to her vast experience and capabilities. "She knows how to tackle the voters very well as she's been in the Federal government before. We have full faith in Chew as the right candidate for Kajang," he told reporters after the candidacy was announced by BN Deputy Chairman Tan Sri Muhyiddin Yassin in Kuala Lumpur, Friday. Penang-born Chew worked as a journalist, a teacher and held various positions in the advertising and creative industry before venturing into politics in 1991. Her first federal government job was confidential secretary to the then Deputy Culture, Arts and Tourism Minister, Teng Gaik Kwan, after which she was elected as Member of Parliament for Petaling Jaya Utara from 1999 to 2008. Later, she was Parliamentary Secretary of the Women, Family and Social Development Ministry from 2004 to 2008 and in 2009 promoted to Deputy Women, Family and Social Development Minister after being appointed as a senator. She lost the Petaling Jaya Utara Parliamentary seat after two terms to DAP's Tony Pua during the political tsunami in the 2008 General Election. MCA President Datuk Seri Liow Tiong Lai said the selection of Chew was a great honour for the party. -

In Singapore, political blogs have attracted much public scrutiny due to the bloggers’ online and offline challenges of official discourse. While previous research has established the political significance of these blogs, extant scholarship is limited to blogs written in the English language. Little is known about blogs maintained by the Chinese community, the largest ethnic group in multiracial Singapore. This study is a first to examine this community and the space they inhabit online. Through web crawling, we identified 201 Chinese-language blogs and through content analysis, we analysed if Chinese bloggers contributed to public debates and used their blogs for civic engagement. Their content, motivations for blogging in the language, hyperlinking practices and use of badges indicated that Chinese bloggers in Singapore do not use blogs for political participation and mobilization, but are individualized and a-politicized. We discuss possible reasons and implications in this paper. Lapangan terbang seluruh negara selamat KUALA LUMPUR 28 Feb – Menteri Pengangkutan, Datuk Seri Liow Tiong Lai hari ini memberi jaminan semua lapangan terbang di negara ini berada dalam keadaan selamat. Katanya, orang ramai tidak perlu bimbang dengan aspek keselamatan di semua lapangan terbang negara ini termasuk Lapangan Terbang Antarabangsa Kuala Lumpur 2 (KLIA2) di mana rakyat Korea Utara, Kim Jong-nam, dibunuh pada 13 Februari lalu. “Lapangan terbang kita selamat dan pemeriksaan mendapati tidak ada sebarang bahan toksik. “Kita mahu memberitahu orang ramai supaya jangan risau, tiada apa yang perlu dibimbangkan. Kita akan terus mengukuhkan tahap keselamatan kita dari semasa ke semasa,” katanya. Tiong Lai yang juga Presiden MCA ditemui pemberita selepas melancarkan Pusat Kajian Sosial dan Polisi Tun Tan Cheng Lock di Universiti Tunku Abdul Rahman (UTAR) di sini, hari ini. Yang turut hadir, Canselor UTAR, Tun Dr. Ling Liong Sik dan Timbalan Menteri Pembangunan Wanita, Keluarga dan Masyarakat, Datin Paduka Chew Mei Fun. Tiong Lai berkata, pihaknya belum mendapat laporan mengenai pekerja syarikat penerbangan Korea Utara, Koryo Air, Kim Uk-il, 37, yang kini dicari bagi membantu siasatan. Selain Uk-il, seorang lagi suspek yang dikehendaki bagi membantu siasatan kes itu ialah setiausaha kedua Kedutaan Korea Utara di Malaysia, Hyon Kwang-song yang berusia 44 tahun. UPDATE NO. 1 26.5.87 ., SINGAPORE HUMAN RIGHTS ALERT .... 1Q Community Leaders Detained Qy Security Police ' Early in the morning of Thursday 21 May sixteen community leaders in Singapore were picked up and detained by the Internal Security Department of the Singapore Government . • RESPECTED LAWYER DETAINED One of those taken is MS Teo Soh Lung, a member of the Law Society Council and a respected lawyer who has a long record of comunity service. Last year she achieved national prom1nence by giving evidence to a Parliamentary Select Committee against a ( bill which undermined the inde pendence of the legal profession. The Law Society has held emergency meetings to express its concern and to initiate urgent enquiries of the government. The sixteen leaders are involved in community work. women's awareness groups, journalism, publishing, community law, the dramatic arts. civil liberties. church work and an opposition party. Nine of them are women , four hove graduated from universities in the United Kingdom. two are Malaysian citizens. and ten have been working with the Catholic Church (full or part time) . ALLEGED COMMUNIST NETWORK On Friday 22 May the government-controlled STRAITS TIMES reported a statement from the Ministry for Home Affairs saying that the community leaders were arrested "in connection with investigations into a clandestine communist network" . Investigations are proceeding and a detailed statement would be issued "in due course". CHURCH REACTION The same day Father Patrick Goh. National Chaplain of Young Christian Workers. wrote to the government expressing his shock and attesting to the Christian faith and commitment of the detainees.
