SOUDERTON/HARLEYSVILLE YOUTH BASKETBALL ASSOCIATION (SHYBA) GENERAL RULES 1. No child may play in the league until his/her registration fee has been paid and waiver form has been signed, unless board approval has been received. 2. Late Registrations received will be placed on a waiting list, unless there is room in the league. Every effort will be made to get everyone on a team. If there are openings, the commissioner will place the new registrant on the team that needs a player or if multiple teams have openings, the next team in the draft order will get that player. No coach may recruit for his team at any time. 3. Each team must field five (5) registered, (team jersey) players, but players may not be transferred from one team to another to fill a game roster. Teams will consist of no more than ten (10) players per roster, unless otherwise decided by commissioner. a. Any player arriving late shall be added to the bottom of the substitution roster. 4. Each coach must use and follow the official league "rotation sheet". Each coach must acknowledge and/or exchange their respective "rotation sheets" prior to each game. 5. Coaches or team designate (excluding 7-8 year olds) is responsible for updating the game scores and information on the WEB site (SHYBA.ORG). 7/8 Boys are not posting scores! 6. Each coach is responsible for the conduct of his/her team, family members and fans. Coaches are required to stay in the general area of their benches on the sidelines at all times. 7. The referees will be responsible for the conduct of the game and are the first authority on all matters after the game has started. They are not to hesitate to call technical fouls when they are warranted. a. No coach shall verbally argue with a referee during a game. If there are disagreements with a particular referee, this shall be brought to the specific league commissioner for review. 8. Two (2) technical fouls on any player or coach will result in automatic ejection from the game, and removal from the gym. Coaches are responsible for reporting all ejections to the league commissioner. a. Any coach ejected from any game will be suspended for one (1) games and have his coaching status reviewed by the board. Sanctions may include expulsions from coaching in the league. b. Any player ejected will be suspended for one (1) game. 9. For both 9-10 girls and boys, a head coach will be suspended for one (1) game if the margin of victory for any game is 30 points or more. Commissioner will review and decide if suspension should be overturned on a case-by-case basis. 10. Protests must be made, in writing, to the League Commissioner within forty-eight (48) hours of notice of the intent of the protest, which must be given to the referee at the time of the incident. The Executive Board will then render a decision. No protest will be allowed on a judgment call. 11. Any game not started ten (10) minutes after the scheduled starting time due to lack of players will result in a forfeit. 12. If a coach is not present at game time, a substitute coach may be recruited from the spectators. 13. If at least one (1) referee is not present at game time, the game may be played with a referee recruited from the spectators, subject to the approval by both coaches. 14. The score book shall be reviewed at the end of each period to insure accurate scorekeeping. 15. No out-side or non-sanctioned SHYBA practices are allowed. Any team found to have non- sanctioned practices prior too or during the season would result in a two game suspension of the coach. During the playoffs (which is the period right after the last game to the final) will result in the team forfeiting their next game. 16. Each league will follow PIAA rules except where the Playing Rules states otherwise.
