Driver's Handbook DRIVER’S HANDBOOK July 2021 The Idaho Driver’s Handbook paraphrases the language of Idaho statutes. Courts go by the actual language of the statutes, not this text. The Idaho Transportation Department (ITD) is committed to compliance with Title VI of the Civil Rights Act of 1964 and all related regulations and directives. ITD assures that no person shall on the grounds of race, color, national origin, gender, age, or disability be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any ITD service, program, or activity. The department also assures that every effort will be made to prevent discrimination through the impacts of its Programs, policies, and activities on minority and low-income populations. In addition, the department will take reasonable steps to provide meaningful access to services for persons with limited English proficiency. 2 INTRODUCTION As more motorists share Idaho’s highways, it becomes increasingly important that you always safely operate a motor vehicle. Becoming a safe driver takes time and practice. By knowing, understanding, and following Idaho’s traffic laws, you will be able to safely operate a motor vehicle smoothly, defensively, with common sense and in a variety of traffic situations. Your life as well as the lives of your family, friends, and other drivers depends on it. Anyone operating a motor vehicle on public highways in Idaho must have a valid driver’s license. You can be licensed in Idaho when you are 15 years of age. However, if you are under 17 years of age, you must first successfully complete an approved driver’s training program and the graduated driver’s license program. ITD and its agents will provide reasonable accommodations to persons with disabilities and equal accessibility to our facilities, programs, and services. Skills test examiners must provide an equal skills test to all applicants regardless of the existence of a disability. ITD does not issue international driving permits for Idaho Drivers. Customers need to contact the American Automobile Association (AAA) to obtain these permits. 3 New Residents – Upon moving to Idaho, you will need to apply for an Idaho driver’s license within 90 days of residing in Idaho, whether your out-of-state license has expired or not. If you have a Commercial Driver’s License (CDL), you are required to be licensed in Idaho within 30 days of residing in Idaho. Students – Students attending a college or university in Idaho who hold a valid driver’s license from another state and who claim residency in that state are not required to obtain an Idaho driver’s license. U.S. Military – U.S. Military on active duty, their spouse, and dependents who hold a valid driver’s license from another state and who claim residency in that state are not required to obtain an Over the last decade, traffic fatalities in our state have declined significantly. This is due in large part to innovative efforts to combat drunk and distracted driving, as well as stronger guidelines for new teen drivers. The driving public’s increased awareness and avoidance of hazardous driving behaviors are critical for Illinois to see a further decline in traffic fatalities. Beginning May 3, 2023, the federal government will require your driver’s license or ID card (DL/ID) to be REAL ID compliant for use as identification to board domestic flights. Not every person needs a REAL ID card, which is why we offer you a choice. You decide if you need a REAL ID or standard DL/ID. More information is available on the following pages. The application process for a REAL ID-compliant DL/ID requires enhanced security measures that meet mandated federal guidelines. As a result, you must provide documentation confirming your identity, Social Security number, residency and signature. Please note there is no immediate need to apply for a REAL ID- compliant DL/ID. Current Illinois DL/IDs will be accepted to board domestic flights until May 3, 2023. For more information about the REAL ID program, visit REALID.ilsos.gov or call 833-503-4074.     CHAPTER 8 HOW TO PROTECT YOUR DRIVING PRIVILEGE Your driving privileges can be suspended, canceled, or revoked if you break certain laws or become a careless driver—even if you have not been issued a driver’s license. Your future driving privileges can be affected because driving records are maintained even for drivers who have not been issued a license. The Idaho Transportation Department keeps a record of your accidents and moving violations, including those occurring in other states. The Driver License Compact Idaho is a member of this compact, which is an agreement among states to promote driver compliance with driving laws, ordinances, and administrative actions in member states. Membership is a major step necessary to maximize law enforcement efforts against drunk drivers and other serious traffic offenders. Under this compact, serious offenses and minor moving violations will be sent to a driver’s home state and action will be taken as if the violation occurred in the driver’s home state. If you are convicted of a traffic offense in another state, the information on that offense will be sent to Idaho and placed in your driving record. If it is a suspendible offense, your driving privileges will be suspended by the Idaho Transportation Department. The Non-Resident Violator Compact Idaho is also a member of this compact, which is an agreement among states to suspend drivers for failure to pay traffic citations issued by other member states. Under this compact, the issuing state will send a notice of non-compliance to the driver’s home state. The home state will suspend 8-1 the driver’s privileges until the terms of the citation have been complied with.
