Kyrgyzstan is a nation located in Central Asia. It is bordered by Kazakhstan, Uzbekistan, Tajikistan, and China. Its capital and largest city is Bishkek. Surprisingly, despite the state of solitude that one would assume the nation had throughout history (primarily due to its mountainous terrain and location), it has hosted countless civilizations throughout history, albeit temporarily. It served as a crossroads, as it was part of the Silk Road, a network of trade routes connecting the East and the West. On the 31st of August 1991, Kyrgyzstan declared independence from Moscow and formed a democratic government. It then attained sovereignty as a nation state, following the breakup of the Soviet Union in 1991. Ever since then, Kyrgyzstan has remained (at least officially) a unitary presidential republic. Despite this, the nation itself hasn’t been stable since independence. It undergoes ethnic disputes, revolts, transitional governments, political conflict and even economic crisis. To top it all off, on the 28th of April 2021 began a border conflict between Kyrgyzstan and Tajikistan. The reason for this is rather debatable, as there are multiple theories. It is undeniable that Kyrgyzstan has not had political stability ever since its independence. -

In two letters dated November 11, 1998, and January 25, 1999, the President of Portugal’s National Institute of Industrial Property (INPI), writing in the name of the seven countries whose official language is Portuguese, requested the Director General of WIPO to include, on the agenda of the next session of the WIPO General Assembly, consideration of the possibility of adopting Portuguese as a working language of WIPO. 2. In support of this request, the President of INPI stated that Portuguese is the fifth most widely spoken language in the world, being spoken by 200 million people, that all seven Portuguese–speaking countries are now party to the WIPO Convention and the main treaties administered by WIPO and that the majority of Portuguese speakers are nationals of developing countries. He also noted that the use of Portuguese as a working language of WIPO would reinforce and enhance the participation of Portuguese speaking countries in the development activities conducted by WIPO for their benefit and would reflect the new dynamic spirit of WIPO’s cooperation for development program. 3. Master in Learning and Communication in Multilingual and Multicultural Contexts WORKING IN A FOREIGN LANGUAGE: Case study of employees’ perceptions in a Luxembourg-based multinational company using English as a lingua franca Supervisor: Prof. Dr. Ingrid de Saint-Georges Master Thesis submitted by: Yelena Radley Luxembourg June 2016 Abstracts With the globalisation of business and diversification of the workforce, an increasing number of companies implement a corporate language policy based on the use of a lingua franca, often English. Thus more and more people face the challenges of simultaneous socialisation into a new corporate and linguistic environment, and of re-inventing themselves as competent articulate professionals through the medium of a foreign language. While a number of studies have concentrated on the management angle of corporate communication, fewer seem to focus on the language-related experiences of the employees in a multinational company. Adopting a sociolinguistic approach, this study seeks to explore the implications of working in a foreign language through the perceptions of a sample of employees at a multinational IT company based in Luxembourg and using English as a lingua franca. The qualitative content analysis of the data obtained in the course of 6 semi-structured interviews provides insights into the ways the employees construct and negotiate their daily linguistic reality. The study examines their attitudes to working in a foreign language (English as a lingua franca or other language) and outlines the perceived benefits, challenges and coping strategies. Special attention is paid to discourses linking language to power and professionalism. The adaptation to professional functioning in a foreign language is presented as a continuum, tracing the journey from overcoming initial challenges to achieving ‘linguistic well-being’. -

OSW Commentary CENTRE FOR EASTERN STUDIES NUMBER 359 29.10.2020 www.osw.waw.pl Kyrgyzstan in the aftermath of revolution Mariusz Marszewski, Krzysztof Strachota On 15 October Kyrgyzstan’s president, Sooronobay Jeenbekov, resigned from his position and his duties were taken over by the opposition leader, Sadyr Japarov. The change in power was brought about by large-scale protests which broke out on 5 October, the day after the election; subsequently the protesters took over the main buildings of the central administration in Bishkek and released op- position leaders who had been imprisoned (among them Japarov). The demonstrations, which were forceful but not long-lasting, resulted in a compromise of sorts which led to changes in the highest state positions, the announcement of an early presidential election and a rerun of the parliamentary election. Despite the situation in the country (particularly in the capital) having been restored to one of relative stability, Kyrgyzstan is still struggling with grave problems: a crisis of the political system, social tensions and a dismal economic situation that is further exacerbated by the implications of the COVID-19 pandemic. The current state of affairs presents a serious challenge both for Russia and China, whose respective interests have an important impact on the politics of Kyrgyzstan and the entire region of Central Asia. Written evidence submitted by East Turkistan Government in Exile (XIN0078) The East Turkistan Problem and How the UK Should Address it East Turkistan Government in Exile The East Turkistan Government in Exile (ETGE) is the democratically elected official body representing East Turkistan and its people. On September 14, 2004, the government in exile was established in Washington, DC by a coalition of Uyghur and other East Turkistani organizations. The East Turkistan Government in Exile is a democratic body with a representative Parliament. The primary leaders — President, Vice President, Prime Minister, Speaker (Chair) of Parliament, and Deputy Speaker (Chair) of Parliament — are democratically elected by the Parliament members from all over the East Turkistani diaspora in the General Assembly which takes place every four years. The East Turkistan Government in Exile is submitting this evidence and recommendation to the UK Parliament and the UK Government as it is the leading body representing the interests of not only Uyghurs but all peoples of East Turkistan including Kazakhs, Kyrgyz, Uzbeks, and Tatars. More importantly, the ETGE has submitted the first ever legal complaint to the International Criminal Court against China and its officials for genocide and other crimes against humanity. We would like the UK Government to assist our community using all available means to seek justice and end to decades of prolonged colonization, genocide, and occupation in East Turkistan. Brief History of East Turkistan and the Uyghurs With a history of over 6000 years, according to Uyghur historians like Turghun Almas, the Uyghurs are the natives of East Turkistan. Throughout the millennia, the Uyghurs and other Turkic peoples have established and maintained numerous independent kingdoms, states, and even empires. -

These relations evolved under conditions in which both countries understood and valued the need for cooperation, but also were aware of its limits and the dangers of too close a partnership. U.S. security dealings with Saudi Arabia are an extreme, perhaps unique, case of how security ties unfolded under conditions in which sensitivities to those ties were always a central —oftentimes dominating—consideration. This was especially true in the most delicate area of military assistance. Distinct patterns of behavior by the two countries emerged as a result, patterns that continue to this day. This dissertation examines the first twenty years of the U.S.-Saudi military assistance relationship. It seeks to identify the principal factors responsible for how and why the military assistance process evolved as it did, focusing on the objectives and constraints of both U.S.
