Видеохудожники, родившиеся за «железным занавесом» рассуждают о том, что произошло с Европой после падения Берлинской стены, и о судьбах своих стран, многих из которых уже и не найти на карте мира. “Transitland: Video Art from Central and Eastern Europe 1989–2009” is a major retrospective devised by the leading contemporary art centers of Germany, Hungary and Bulgaria. A whole series of Media Forum events are dedicated to it: an exhibition in the Moscow Museum of Modern Art, lectures and a panel discussion in the Garage Centre for Contemporary Culture. The video artists born behind the Iron curtain discuss things that went on in Europe after the fall of the Berlin wall and the destinies of their own countries, many of which have already disappeared from the map. Большая часть ее мероприятий происходит не в кинозалах, а в музеях и художественных галереях, где открываются выставки видеоискусства и проходят встречи со знаковыми персонажами нынешней арт-сцены, или в ночных клубах, где транслируются программы лучших фестивалей мира, устраиваются муль- тимедийные перформансы и арт-вечеринки. Программа 2010 года тематически разделена на три части. Одна из них представляет зрителям видеоискусство стран постсоветского пространства в масштабном между- народном проекте. Вторая ставит своей задачей как можно более полно познакомить московскую публику с творчеством одного из самых известных американских видео- художников — Гари Хилла. Третья отдана самым авангардным художественным фор- мам: сетевому искусству, компьютерной анимации, sound- и hybrid- арту. Сейчас перед вами первая часть каталога XI Медиа Форума, посвященная междуна- родному проекту «Transitland: Видеоарт Центральной и Восточной Европы после падения Берлинской стены 1989–2009». Выставку работ из архива Transitland, по- казы тематических видеоподборок, дискуссии и мастер-классы с его участниками Медиа Форум 2010 года представляет в Москве. 6 MEDIA FORUM: The Official programme of 32 MIFF The annual Media Forum organized by the MediaArtLab Centre for Art and Culture is one of the most unusual and avant-garde programmes of the Moscow Film Festival. Most of its events take place not in the movie theaters, though, but in museums and art galleries, where exhibitions of video art open, significant figures of the contemporary art scene come to meet their audience, or in night clubs where programmes from world’s best festivals are screened and multimedia performances and art parties swing. The 2010 programme is divided into three parts by subject. The first presents art from the countries of post-soviet space in a large-scale international project. The second aims to introduce as fully as possible the oeuvre of one of the most famous American video artists, Gary Hill, to the Moscow audience. The third is given over to the most avant-garde art forms: net.art, computer animation, sound art and hybrid art. Now you see the first part of the XI Media Forum catalogue dealing with the international project Transitland: Video art from Central and Eastern Europe after the Fall of the Berlin Wall, 1989–2009.     Media Landscape 2002 Media Landscape of South East Europe 2002 1 This book is published under the Media Landscape project, implemented by ACCESS-Sofia Foundation within the South East European Network for Professionalization of the Media (SEENPM) and funded by the FRESTA Programme of the Royal Danish Ministry of Foreign Affairs. The book presents the results of a survey conducted in 2003 by ACCESS-Sofia Foundation, Bulgaria, in eleven countries in South East Europe: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Hungary, Macedonia, Moldova, Montenegro, Romania, Serbia, and Slovenia. The methodology of the survey was developed by ACCESS-Sofia Foundation. INTRODUCTORY WORD In the Republic of Serbia, the process of liberalization and elimination of monopoly in telecom sector, as well as the beginning of harmonization with the EU legislation began with the adoption of the Telecommunications Law in 2003. The necessary condition for the implementation of this law was the establishment of the Republic Telecommunication Agency (RATEL). In late May 2005, the National Parliament of the Republic of Serbia elected the Managing Board of the Republic Telecommunication Agency, which provided, within the legal timeframe, all necessary conditions for RATEL to become operational and begin its work on 19 December 2005. Having rapidly resolved the initial problems concerning its functioning, in our view, RATEL successfully completed the business year of 2006, that this report is pertinent to. RATEL's main task is to create conditions for open market and to provide equal opportunities for all participants of the telecom sector. Accordingly, RATEL’s principal aim is to provide conditions for further development of the telecommunications sector and fulfilment of public interests through: • Market regulation based on acknowledged economic principles, • Promotion of competition, introduction of new operators and new services, • Continuous enhancement of the quality of existing services, • User protection.

RISE IN SUBSCRIPTION FEES FOR RTS Belgrade, May 3, 2009 – Since April 2009, the subscription fee for television and radio went up to 434 RSD from the hitherto 387 RSD. Regardless of the increase, collection was also up in almost all Serbian cities, except in the South of Serbia, while in Belgrade it has reached 81%, the Chairman of the Republic Broadcasting Agency (RBA) Council, Bishop Porfirije, said. According to the Broadcasting Law, the subscription fee for television and radio shall serve to finance activities of the Public Broadcasting Service’s institutions aimed at achieving the general interest as provided for by the law. The owners of radio and TV sets are obliged to pay a single subscription fee for television and radio in the same amount on the entire territory of the Republic of Serbia. The increase in the subscription fee from April 2009 was the result of the yearly adjustment of the subscription amount with the growth of retail prices in the previous calendar year, as provided for by the Broadcasting Law. Pavle Milivojev has been appointed Director of Radio Novi Sad; Ljubisa Nikolin is the new Editor-in-Chief of TV Novi Sad, while Radovan Balac shall be the new Editor-in-Chief of Radio Novi Sad.

EVOLVING OF THE MEDIA AND THE INTERNET IN THE REGION Media outlets in the former Yugoslavia, although relatively numerous for the country of 22 million people, were almost completely run and controlled by the state institutions in early 1990s, when the break of the ex-communist federation started. Thus, it was hardly a big surprise that the media, both electronic and written outlets, have become the main tools of the regimes’ propaganda in all the former Yugoslav republics during almost a decade of ongoing armed conflicts. As the communist regime collapsed in 1990, nationalist parties that emerged as the strongest and the most influential forces in republics of former Yugoslavia won power and therefore took over control of the key media, unprepared at the time to transform into independent and free media.
