During a work session last week, the County Commissioners voted to execute a contract with Safebuilt to do inspections for Upson County’s Building and Zoning Department. The company has been doing inspections for the county on an emergency basis since the February of this year since the department was short staffed due to one employee resigning and one being out due to health issues. The annual contract will have a $50,000 a year retainer, which Commissioner Steve Hudson noted is cheaper than what it would cost to hire two new employees. They turn over cars and set them on fire because of a per- ceived national insult. I wonder what impression, if any, it made on them to see peaceful protests over here. Don’t get me wrong. We’ve had our shameful moments. I still remember riding in a convertible in Atlanta just as the Rodney King verdict was announced. The tension and nationwide vandalism that followed is a distinct memory. But, at least it’s a fading one. This week I walked around the museum on the second floor of the Griffin Welcome Center. One of the parts I enjoyed most was a composite photograph of the lawyers in the Griffin Circuit. I don’t remember what year it was made, but it had to be between 1939 and 1954 because Chester A. Byars was the judge. In the bottom right corner was a very young Andrew J. Whalen, Jr. He was the Chief Judge when I began my law practice. And, although I loved him, he could be pretty scary. I had been thinking about controversial verdicts. When I saw his picture, I remembered one. It was the mid-1980’s. A huge, muscular man had just been convicted and he stood before Judge Whalen for sentencing. His lawyer, about five feet tall, stood beside him.
