His initial experience was gained in a 20-year career with Main Roads Western Australia. During that period projects were undertaken relating to road construction and design, geotechnical and pavement investigation and design (for new and existing works), pavement management and contract development (long term outcome based contracts). The projects were undertaken in regional Western Australia and the Perth Metropolitan area. Since 2000 Paul has continued to work in road related fields as well as on broader geotechnical and other projects. He has provided pavement, surfacings and geotechnical tender design and design verification services for some major metropolitan and rural Main Roads projects. He has managed contracts for the construction of large compensation basins and a wood chip mill, project managed water supply projects, and undertaken geotechnical investigations and designs for buildings, a small power station, dams, pipelines, roads, bridges and tanks, and undertaken various pavement and bituminous seal investigation and design projects. He has undertaken the investigation and design of water storage dams and provided technical review of waste facilities design and of embankment stability at tailings facilities. He has undertaken tender pavement designs, and investigation and pavement designs for several regional airports. Great Northern Highway Kimberley (Elvire Creek to Sandy Creek section, Fletchers Creek bridge, Big Mabel Creek bridge, Telegraph Creek bridge and the Bow River realignment section) - Pavement and bituminous surfacing design verification, including fill and pavement materials. GEOTECHNICAL INVESTIGATION AND DESIGN Nicholson Grade Separation – Tender design for bored pile bridge foundations. Charles Street Bus Bridge and Bus Way – Tender design for bridge foundations (options included driven and bored piles), and ground improvement.     The Liberal Party of Australia (WA Division) Inc STATE REDISTRIBUTION SUBMISSION - March 2003 - METROPOLITAN REGIONS < East Metropolitan < North Metropolitan < South Metropolitan LIBERAL PARTY REDISTRIBUTION SUBMISSION: METROPOLITAN AREA Many of the 34 districts within the metropolitan area require only minor adjustment; the major imbalances have occurred through very heavy growth in enrolments affecting a small number of districts. For the most part this redistribution requires that comparatively undersized and slow growing districts should push outwards and eventually absorb the excess numbers in districts like Peel and Swan Hills. An exception needs to be made within the North Metropolitan region where the combined growth of the current Wanneroo and Joondalup districts justifies the creation of an entirely new district. The creation of a new district (as distinct from an altered district that may be given a new name) requires the abolition of another district. We submit that with the combination of upward pressure from the inner western suburbs, and downward movement from other coastal-based districts to the north, the current district of Innaloo ceases to be viable. We therefore propose that it be absorbed by the districts of Churchlands, Carine, Nollamara and Yokine. At the 1994 distribution the districts of Balcatta and Glendalough disappeared in a similar manner to enable the creation of entirely new districts of Joondalup and Ballajura. There are several districts whose current boundaries, based on well defined communication links and a natural union of suburbs, should continue largely unchanged. We would argue that the preservation of this community of interest justifies some departure from a close projected equality of enrolment numbers.

Immediately following the release of the report there is a 14-day period when anyone may appeal to the Minister against the Environmental Protection Authority's report. After the appeal period, and delermination of any appeals, the Minister consults with the other relevant ministers and agencies and then issues his decision about whether the proposal may or may not proceed. The Minister also announces the legally binding environmental conditions which might apply to any approval.     15th April 2011 Mr Warwick Gately AM Electoral Commissioner GPO Box F316 PERTH WA 6841 Dear Mr Gately Re: Western Australian Electoral Commission Boundary Redistribution 2011 The Nationals WA are pleased to offer the accompanying submission for your consideration during your deliberations on new boundaries in accordance with section 16F of the Electoral Act 1907 which was amended in 2005 by the Electoral Amendment and Repeal Bill 2005. The Nationals’ submission focuses on the minimalist approach as suggested in the preliminary observations by the Commissioners. We seek to retain the current regional boundaries and the number of districts within each region as they are at present. In accordance with the legislation, The Nationals have given due consideration to the following parameters: Maintaining a community of interest within each electorate. Land use patterns. Means of communication and distance from the capital. Physical features within each electorate. Existing boundaries of regions and districts. A key focus of The Nationals WA submission is to group Local Government Authorities with clearly demonstrable social and economic links together. In effect this has led to the creation of electorates that are compact and designed to enable constituent’s greater access to their local Member of Parliament. Consideration was also given to major commercial and population centres in each electorate to ensure residents maintained a connection with those centres they traditionally gravitate to for services, recreation and access to Government Departments. In addition to the comprehensive research undertaken to form the submission, The Nationals WA carried out a consultation process that included advice and input from Nationals’ Members of Parliament, Executive members and members of the party organisation.
