This final supplemental environmental impact statement includes the preliminary analysis that evaluates the environmental impacts of the proposed action and alternatives to the proposed action. Alternatives considered include natural gas combined-cycle (NGCC), supercritical pulverized coal, new nuclear, wind power, purchased power, and not renewing the license (the no action alternative). The U.S. Nuclear Regulatory Commission’s preliminary recommendation is that the adverse environmental impacts of license renewal for LGS are not great enough to deny the option of license renewal for energy planning decisionmakers. ARGALL, CHAIRMAN Monday, October 15, 2018 Senate Bill 689 (Eichelberger) would amend the Real Estate Appraisers Certification Act to expand the membership of the State Board of Certified Real Estate Appraisers from 11 members to 13 members. In addition to six appraisers, the Secretary of the Commonwealth, the Attorney General and the Secretary of Banking currently serve on the Board. Under the changes in the bill, two of the other four members would have to be “certified Pennsylvania evaluators” and two would have to be public members. In the case of an appointment of a professional member who is both a certified Pennsylvania evaluator and a state-certified real estate appraiser, the appointment would have to specify in which capacity the individual is being appointed. For the initial appointments, the Governor would have 90 days to nominate one certified Pennsylvania evaluator to serve a two-year term and another to serve a four-year term. For purposes of the act, a “certified Pennsylvania evaluator” would be defined as a person who holds a current valid certificate issued under the Assessors Certification Act, while a “professional member” would be defined as a certified Pennsylvania evaluator or a state-certified real estate appraiser. Passed: 49-0. Senate Bill 748 (Argall) would create the Public Safety Facilities Act to establish a clear process for consideration of proposed closures of state correctional institutions and state police stations. The law would establish a list of stakeholders who must be notified at least three months prior to an announcement of a closure.

    SECTION 4.3.15: RISK ASSESSMENT – ENVIRONMENTAL HAZARD 4.3.15 Environmental Hazard The Lehigh Valley is home to over 900 identified facilities that utilize, ship, or house chemicals that are considered hazardous in nature. Of the 900 identified, 384 facilities have been identified under the Superfund Amendments and Reauthorization Act (SARA) as exceeding the quantity threshold for reporting. Product release into the local environment can be generated from a fixed facility or along any location on a route of travel, and may be the result of carelessness, technical failure, external incidents, or an intentional act against the facility/container. The volatility of products being stored or transported, along with the potential impact on a local community, may increase the risk of intentional acts against a facility or transport vehicle. The release of certain products deemed to be hazardous materials can have an immediate adverse impact on the general population ranging from the inconvenience of evacuations to injury and even death. In addition to human impacts, any release can compromise the local environment through the contamination of soil, groundwater, or local flora and fauna. For the purposes of this document, explosions are included under Environmental Hazard, as all reported and confirmed explosions have been the result of the loss of containment of a hazardous material, thus creating the explosion. According to the National Fire Protection Agency, the definition of explosion is “the sudden conversion of potential energy (chemical or mechanical) into kinetic energy with the production and release of gases under pressure, or the release of gas under pressure. These high-pressure gases then do mechanical work such as moving, changing, or shattering nearby materials.” This pairing of the two hazards is a natural process, as once the explosion occurs the product released is always considered a hazardous material.

The FERC staff concludes that approval of the Amendment Project, with appropriate mitigating measures, would not constitute a major federal action significantly affecting the quality of the human environment. The U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, and U.S. Department of Agriculture – Natural Resources Conservation Service participated as cooperating agencies in the preparation of the EA.
