1 INTRODUCTION

1.1 The purpose of this report is to present the findings of Water Supply and Utilities Impact Assessment that has been carried out on the existing or planned water supply and utility facilities due to the additional demand from the proposed Hung Shui Kiu New Development Area (HSK NDA) in the Northwest (NWNT). According to the Revised Recommended Outline Development Plan (RODP), this report reviews the planned water supply facilities and the utilities and proposes necessary water supply systems as well as utilities services scheme to support the proposed development.

2 WATER SUPPLY IMPACT ASSESSMENT

2.1 The fresh water demand for the development is calculated based on estimated population intake programme. The spare capacity of existing Tan Kwai Tsuen South Fresh Water Reservoir will be used to serve the new development at the beginning while a new freshwater service reservoir at Tan Kwai Tsuen will be required for the later stages of the new development. As the development proceeds, alternative fresh water source will be required. Water Treatment Works has been identified as a possible source to feed fresh water to HSK NDA. The treated fresh water will be supplied to the proposed new Tan Kwai Tsuen Fresh Water Service Reservoir to facilitate the developments in HSK NDA. 2.2 Flushing water demand for the development stage is also estimated. Different sources are evaluated, and reuse of reclaimed water is considered to be the most environmentally friendly and economical source for flushing use. While fresh water will remain the source of flushing water at the beginning, the supply of reclaimed water will become available after completion of the proposed new Hung Shui Kiu Sewage Treatment Works. Two flushing water service reservoirs are proposed at Tan Kwai Tsuen and Fong Kong Tsuen to store the reclaimed water and serve different areas.

3 UTILITIES IMPACT ASSESSMENT

3.1 After evaluation of the cost and programme implication, the existing 400kV overhead cable crossing the southern portion of HSK NDA is proposed to be retained in the Revised RODP. 3.2 In addition, 4 numbers of 132kV electricity substation are proposed to be constructed to cope with power demands within HSK NDA. 3.3 Based on existing gas mains record, diversion/abandonments of existing low and medium pressure gas mains are identified. The high pressure gas mains along Highway will not be affected. 3.4 According to the information provided by various telecommunication companies, there are existing cables running along Road, Hung Shui Kiu Main Street and Hung Tin Road, and they are willing to expand network in future HSK NDA. 3.5 Above mentioned utilities, including water mains and power and telecommunication cables, will be mainly laid along footpath of major roads to minimise inconvenience caused by future maintenance.
