National Institute of Disaster Management (NIDM) in collaboration with India Meteorological Department organized a webinar on “Thunderstorm and Lightning” on 14th July 2020. This was the first webinar of a four webinar series on “Hydro-Meteorological Hazards Risk Reduction”. Hon’ble Minister of State for Home Affairs, Shri Nityanand Rai ji graced the webinar as chief guest of the event. Dr. M. Rajeevan, Secretary, MoES, Dr. Mrutyunjay Mohapatra, Director General of Meteorology, India Meteorological Department; Major General Manoj Kumar Bindal, ED, NIDM; Dr. V. Thiruppugazh, IAS, Additional Secretary, National Disaster Management Authority; Dr Soma Sen Roy, Scientist-F, India Meteorological Department; Prof. Surya Parkash, Head GMRD, NIDM shared their experiences and expertise on the theme of the webinar. The webinar was moderated by Mr. Raju Thapa, YP, Geo- Meteorological Risks Management Division, NIDM and Dr. Harjeet Kaur, YP, GMR Division, NIDM extended the vote of thanks to the distinguished guests and speakers in the inaugural session. Hon’ble Union Minister of State for Home Affairs, Shri Nityanand Rai inaugurated the first webinar on “Thunderstorms and Lightning” of the webinar series. In his address, Shri Rai highlighted the major interventions carried out by the Government of India’s departments/agencies for reducing the adverse risks of Hydro-Meteorological disasters. He also emphasised on focusing the collaborative short and long term mitigation and reduction measures to diminish the adverse impacts of these disasters. Major General Manoj Kumar Bindal, ED, NIDM stressed on increasing occurrence and severity thunderstorm & Lightning which is a wake-up call for all agencies to take appropriate action for prevention, preparedness and mitigation in order to save lives, livestock, property and infrastructure. It becomes a challenge for disaster managers to take preventive and mitigation measures through preparation of action plan. Dr. Mrutyunjay Mohapatra, Director General of Meteorology, India Meteorological Department highlighted the importance of such webinars and also pointed out that such programme will go a long way in enhancing the capacity of the disaster managers, media and the

7 | P a g e general public to deal with various type of hydro-meteorological disasters. He also highlighted the recent approaches, initiatives and approaches of IMD. Dr. M. Rajeevan, Secretary, MoES, pointed out that thunderstorm & Lightning disaster are the most devastating hazards in India and it has emerged as one of the major weather hazard of recent years in different parts of the country. Dr. V. Thiruppugazh, IAS, Additional Secretary, National Disaster Management Authority pointed out that on average about 2000 people die due to lightning and thunderstorm in India. He also added that due to the initiatives taken by IMD, NDMA, NIDM, NDRF and state governments thousand of live have been saved and the loss of life have been reduced. He also spoke about the new initiatives of governments and brought the importance of community preparedness. Dr Soma Sen Roy, Scientist-F, India Meteorological Department gave a detail presentation on the thunderstorm and lightning highlighting the basics of thunderstorm and lightning, monitoring and initiatives taken from MoES in Early warning and Prediction. She explained the short range forecasting, medium range forecasting and nowcasting of thunderstorm and lightning. Prof. Surya Parkash, Head GMRD, NIDM during his presentation shared his knowledge with the participants and mentioned that Thunderstorm and Lightning are hazardous and cause risk to life and public property. He also stressed upon the causes of lightning deaths, consequences and their prevention. He also brought a interesting comparison of Lightning myths and facts and tips to protect ourselves from Lightning. The webinar was supervised and guided by Major General Manoj Kumar Bindal, VSM Executive Director, NIDM. About 507 participants from various field and states attended the webinar and about 1170 others viewed the live streaming of the webinar in Youtube (Annexture Table 1).

National Institute of Disaster Management (NIDM) in collaboration with India Meteorological Department organized a webinar on “Cloudburst and Flood” on 21st July 2020. This was the second webinar of a four webinar series on “Hydro-Meteorological Hazards Risk Reduction”. Major General Manoj Kumar Bindal, VSM, ED NIDM presented the concluding remarks in the webinar. Distinguished speakers namely Mr B.P. Yadav, Scientist-F & Head Hydromet Division, India Meteorological Department; Dr. R.K. Jenamani, Scientist-F, India Meteorological Department; Sh. Sharad Chandra, Director(FFM), CWC; Prof. Surya Parkash, Head, GMR Division, NIDM shared their knowledge and experience with the participants. The webinar was moderated by Dr. Harjeet Kaur, YP, Geo-Meteorological Risks Management Division, NIDM. Major General Manoj Kumar Bindal, VSM, ED NIDM in his inaugural address highlighted the urgent need to understand the salient features of cloudburst, floods and associated hazards and guidance for early warning and communication, keeping in mind system gap areas, challenges and opportunities. He also mentioned that this webinar will aims at sensitizing the participants regarding assessment, forecast, preparedness and mitigation of cloudburst & flood, understanding adverse effects of cloudburst & flood, technical knowledge and available resources for timely response and recovery. Sh. Sharad Chandra, Director (FFM), CWC discussed the increase in intensity and frequency of extreme weather events. He also stressed upon the non-uniformity of rainfall in space and time. Sh. Sharad Chandra also discussed the types of floods, flood risk, flood prone regions in India, flood forecasting and modernization in flood forecasting. Mr B.P. Yadav, Scientist-F & Head Hydromet Division, India Meteorological Department gave a detailed presentation on Hydrometeorological services of IMD for Flood forecast. He mentioned that various observations and models show that hazards are intensifying and addressing unmet needs of multi-hazard early warning systems is crucial and need of the hour. He also talked about the present status of surface observation network of IMD, forecasting methodology, Numerical Weather Prediction (NWP) Modeling, Hydromet Support: Flood Forecasting, Flood Forecasting Offices, Hydro-meteorological Services etc. He also talked about

13 | P a g e the Quantitative Precipitation Forecast (QPF) and the inputs of QPF and probabilistic QPF. Prof. Surya Parkash, Head, GMR Division, NIDM brought forward the disaster management aspects of Cloudburst and Flood. He also correlated the theme of the webinar to the Sendail framework, Sustainable Development Goals, paris agreement and PM 10 points agenda. He also talked about the guidelines issued by NDMA on management of floods. About 1182 attendees marked their presence in the webinar via Cisco Webex platform and about 1130 other viewed youtube live streaming of the programme (Annextture Table 2). Shri G.V.V. Sarma, IAS, Member Secretary, NDMA stressed that Hydro-Meteorological disaster are on a rise and it is duty of everyone to step up preparedness and resilience. He also praised IMD for their tremendous work in cyclone forecasting and also mentioned that NDMA is working with IMD and INCOIS to work in the dimension of impact based forecasting. He also highlighted that in coming future, the challenge will be identification and demarcation of infrastructure and grading them based on their ability to withstand the maximum wind speed. He also talked about the community based coastal shelter belt plantation. Major General Manoj Kumar Bindal, VSM, ED NIDM in his inaugural address mentioned that of India's 7,500 kilometer coastline, almost 5,700 kilometers are highly vulnerable to the impacts of tropical cyclones and related hydro-meteorological hazards and consequently to recurrent loss of life and properties. It is now well recognized that by taking long and short term mitigation measures, the loss of life and properties can be minimized. Hazard risk mitigation is a key to sustainable development and this has been the policy of Govt. of India which lays greater emphasis on prevention, preparation and mitigation. Dr. Mrutyunjay Mohapatra, Director General of

Meteorology, India Meteorological Department in his address highlighted the new initiatives and approaches that are undertaken by the government of India. He pointed out that early warning a major component for management of multi-hazards like cyclone. Early warning in India has improved significantly and our forecasting is second to none in comparison to leading countries such as Japan, Australia, USA, UK and these forecast enables the disaster managers to take necessary measures to prevent the loss of life and properties. He also mentioned that though we have increased our forecast accuracy leading to minimization in loss of life but still as the economic condition of the country increases or improves, the loss of property due to cyclone also increases. Therefore, a major goal now is to improve forecast in such a way that loss of property by providing impact based forecast. Shri S. N. Pradhan, IPS, Director General, NDRF, stressed upon enhancing the mitigation ability of our systems towards cyclones and floods. He also shared his experience from the Extremely Severe Cyclonic Storm Fani and Super Cyclonic Storm Amphan. He underlined that it is high time now that we must to second phase of disaster resilience which is protecting our infrastructure. He also mentioned that standardization of disaster communication is one of the important parts of resilience. Mrs Sunith Devi, Sc-E, IMD gave a detail presentation of “Cyclones & Storm surge: Basic facts and prediction” where she highlighted basics of tropical cyclone, track and intensity forecasting, outcomes, types of potential damage, cyclone hazard analysis. She also discussed the cause of storm surges, factor influencing storm surges, observing and measuring storm surges, storm surge forecasting and impact based forecasting. Shri Anup Karanth, World Bank gave a detail presentation on National Cyclone Risk Mitigation Project NCRMP I/AF & NCRMP II. He explained various components of NCRMP I namely Component A: Early Warning Dissemination System (EWDS) and Capacity building for Coastal Communities (USD l5M), Component B: Cyclone Risk Mitigation Infrastructure (USD 378M), Component C: Technical Assistance for National and State Level Capacity Building and Knowledge Creation (USD 6M) and Component D: Project Management and Implementation Support (USD29 M). He also discussed the objective and components of the NCRMP-II project. Dr. Surya Parkash, Prof. & Head GMRD, NIDM shared the impacts of cyclone and strom surges observed during the field during the documentation by NIDM and also how we are trying to build preparedness and enhance resilience through capacity building and enhancement. He explained in details the Extremely Severe Cyclonic Storm Phailin with real ground pictures. He also talked about the Tamil Nadu System for Multi-hazard potential impact

Assessment and emergency Response Tracking (TNSMART) which is a A web-GIS based Decision Support System to strengthen preparedness, response, recovery and mitigation measures during multi hazards of flood, cyclone and tsunami. He also discussed various mode via which NIDM is working in building capacity of the people towards disaster and working towards achieving the goal of NIDM to build a disaster free India. National Institute of Disaster Management (NIDM) in collaboration with India Meteorological Department organized a webinar on “Climate Change and Extreme Weather Events” on 04th August, 2020. This was the final webinar of a four webinar series on “Hydro-Meteorological Hazards Risk Reduction”. Maj. Gen. Manoj Kumar Bindal, VSM, Executive Director, NIDM delivered the inaugural address during the webinar and Dr. D.R. Pattanaik, Sc-F, India Meteorological Department; Prof. Kapil Gupta, IIT Bombay and Prof. Surya Parkash, Head, GMR Division, NIDM were the distinguished speakers for the programme. The webinar was moderated by Dr. Harjeet Kaur, YP, Geo-Meteorological Risks Management Division, NIDM. Maj. Gen. Manoj Kumar Bindal, VSM, Executive Director, NIDM in his inaugural address highlighted that the world is experiencing more episodes of weather associated hazards such as intense heat waves, flooding, urban flooding, cloudbursts, flash floods, droughts, landslides, coastal hazards and so on. The Kedarnath tragedy (2013), inundation in Gujarat, Bihar, Maharashtra, North-east states, Kerala in recent years, slope failures due to unprecedented precipitation, thunderstorms and lightning in states of Bihar, Uttar Pradesh and other states are few examples of havoc propelled by the climate change in India. He underlined the aim of the webinar to sensitize the participants regarding assessment, forecast, preparedness and mitigation of Climate Change and Extreme Weather Events, understanding adverse effects of Climate Change and Extreme Weather Events, technical knowledge and available resources for timely response and recovery. The webinars also aims to highlight scientific and engineering endeavors aimed at addressing critical gaps in knowledge. He also highlighted that there is a need to understand the salient features of Climate Change and Extreme Weather Events and associated hazards and guidance for early warning and communication, keeping in mind system gap areas, challenges and opportunities. Dr. D.R. Pattanaik, Sc-F, India Meteorological Department gave a detail presentation on Climate Change and Extreme Weather Events where he stressed about the climate system, climate variability and climate change, observed climate change over India, observed climate change and extreme weather, future climate scenario, implications of climate

23 | P a g e change on disaster management. Climate change is affected to increase the frequency of flooding and heat waves in countries of South East Asia. This, combined with an expected increase in the intensity of cyclones in the Region as a result of warmer sea surface temperatures, would increase the future health risk of extreme weather events. He also added that the net health impact of future changes in these events also needs to account for expected changes in the characteristics of the affected populations and address the importance of single events. The result of these changes, all else equal, would be an increased health risk from future extreme weather events in countries of South East Asia. Prof. Kapil Gupta, IIT Bombay shared his experience and knowledge regarding preparing for Climate Change and Extreme Floods in Urban Areas. He mentioned that We are facing a climate emergency and Rising global temperatures, intense and uncertain weather patterns, unregulated development, urban forms increasing hard impermeable surfaces, exposure of urban populations to catastrophic flood, damage causing economic loss and inconvenience are some of the its consequences. He also stressed that there is a need for flood- resistant urban infrastructure resilient to both future climate uncertainties and increasing urbanization. He also discussed about Green roofs and infiltration, infiltration bed and infiltration tranches, ponding in roadside, porous pavements scope and application, rainwater harvesting etc. He also highlighted some recent advances in rainwater harvesting such as rainwater harvesting using solar cells, rooftop rainwater harvesting, Detention/Retention ponds and wetlands, Underground Storage Scheme. Prof. Surya Parkash, Head, GMR Division, NIDM initiated his presentation by explaining the Sendai framework and Sustainable Development Goal, Paris agreement, PM 10 points agenda in the light of climate change and extreme weather events. He also shared the information on National action plan for climate change. He also stressed upon implications of climate change for Disaster Risk Management (DRM) and shared examples of some past disasters. About 1170 participants marked their presence in the webinar via Cisco Webex platform and about 940 other viewed our youtube live streaming of the programme (Annexture Talbe 4).

The Webinar Series “Hydro-Meteorological Hazards Risk Reduction” organized by National Institute of Disaster Management (NIDM) in collaboration with India Meteorological Department was a very successful one. The webinar series received an overwhelming response from the participants where about 4,302 participants from various field and states attended the webinar and about 4,500 others viewed the live streaming of the webinar in Youtube. Some of the key takeaways highlighted during the webinar series are mentioned below:

 Hon’ble Union Minister of State for Home Affairs, Shri Nityanand Rai underlined need to promote PM Prime Minister’s 10-point agenda on Disaster Risk Reduction to carry out a holistic approach to disaster risk management and addresses a whole range of issues, from community preparedness to use of technology and international cooperation.  IMD and NIDM will further enhance the forecasting abilities that will help to acquaint the occurrence of Hydro-Meteorological events in advance with more precision and will aid the relevant stakeholders and communities to take the appropriate prevention and mitigation measures.  Improvements in forecasting cyclones and issuing early warnings to the public need more attention as both coastal populations and the occurrence of extreme storms continue to rise.  NIDM, IMD, other govt. institutions and NGOs should come together to create a better warning dissimination system to reach to the people and save life from natural disasters  NDMA and NIDM should also work on developing better policies regarding dissimination of informations  Preparation of emergency action and evacuation plans at grass root level is the need of the hour to reduce or eliminate casualties and property losses.  There is a need to reach to the community level such as community workers, volunteers, community radio, NGOs imparting knowledge, training and motivation to strengthen dissimination of warning and alerts issued by Nodel agencines regading disaster occurrence.

 For developing countries like India, there is a need to emphasis mature regulatory regimes and we need to focus towards minimizing the critical “implementation gap” between the documents from mature regulatory systems and its specific adaptation to local cultural, economic, and political factors affecting compliance  There is need for NIDM and IMD to increase public awareness, community outreach and train local populations about how to prepare for natural disasters.  There is a need to develop advanced preparedness, mitigation and response plan to reduce the impact of hydro-meteorological hazards and we must focus to enhance the effectiveness and preparedness at the local level for effective incidence response plan.  There is a need to enhancement the near Real-Time Decision Support for Disaster Management caused by Hydro-Meteorological Hazards namely thunder storms, lightening, cyclone, storm surges, cloud burst and floods etc.  We need to implement adequate risk management and emergency management strategies to prepare for and respond to these challenges.  There is need to promote awareness regarding usage of various weather forcasting and information related mobile apps such as Damini, TNSMART etc  Apart from improving our early warning capabilities and dissimination systems, we need to focus on Information Education Communication (IEC) activities and NIDM has a big role in fulfilling this goal. There is a need to consider land-Use planning and zoning with utmost priority and it will enable planners to incorporate additional risk reduction strategies into planning decisions as DRR has become a priority for institutions and incorporation into specific legislation.  There is need to focus on Community based disaster Management (CBDM) as the capacity of the communities to take warning issued and act prompty is not adequate.  Community needs to be extremely prepared and accordingly the scientific forcasting and the dissimination of informations needs to be robust.
