The application site is at some distance beyond the established development envelopes of the nearest villages of Fishtoft and Freiston and is remote from any public transport facilities. Accordingly, all travel and transportation to and from the proposed facility would be likely to be made by motor vehicles which would have to use the narrow carriageway of Grovefield Lane. This additional vehicular activity would increase the incidence of vehicles meeting on the road and drivers having to undertake unreasonable reversing manoeuvres or over-run the carriageway edges and highway verges in order to pass one another. Such manoeuvres are contrary to the interests of highway safety and damaging to the fabric of this rural public highway, which is already exhibiting significant signs of structural failure. increase un-necessarily and unacceptably the risk of conflicts between vehicles and pedestrians, in particularly those living in the neighbouring residential properties, who have to share the carriageway. This risk would be increased in the hours of darkness due to the existing low standard of street lighting on Grovefield Lane. Approval of this application would therefore be contrary to the interests of highway safety and would accelerate un-necessarily the deterioration of the fabric of the public highway and would be contrary to the objectives of Local Plan policies G1, G6 and C06

Insufficient information has been submitted which clearly demonstrates that the development and its future users will be safe over the lifetime of the development. The submitted Flood Risk Assessment does not provide a suitable basis for assessment to be made of the flood risks resulting from this development. The application is therefore contrary to the objectives of the NPPF (2012) which seeks to ensure that inappropriate development in areas of risk of flooding should be avoided by directing development away from areas at highest risk, but where development is necessary, making it safe without increasing flood risk elsewhere.
