INTRODUCTION Published in May 2007, U.S. application no. 20070122826 (Venter patent) describes a minimally operative genome of the bacterium Mycoplasma genitalium consisting of 381 genes, which the inventors believe to be essential for the survival of the bacterium in an environment containing all the necessary nutrients and free from stress.1 However, the team of inventors from the J. Craig Venter Institute is trying to accomplish something more than just the usual patenting of genes; they intend to create and patent the world’s first artificial organism. The team has already cleared two of the three major hurdles on its way to constructing this first synthetic organism. In January 2008, they announced completion of the second step, the laboratory synthesis of the entire 582,970 base pairs of the genome described in the patent above.2 What remains is the third and final step of inserting this human-made genome into a bacterial cell chassis and “booting up” the organism.3 Craig Venter and Hamilton Smith, lead researchers on the team have been discussing the creation of synthetic life since 1995, when their team published the first complete genome sequence of a living * © 2008 Michael Saunders.     Driving the Change from Computers to Computerisation Excerpts from the book Icons of Indian IT By by Anand Parthasarathy & S Sadagopan 2018 / 148 pages / Hardcover / Rs. 1995 ISBN: 978-8183284851 / Wisdom Tree Prof Mahabala never saw himself as just an academic, so while he helped to set up the first mainframe computers in India’s leading engineering institutions, he also assisted in opening them up for research and industrial use. At the Indian Institutes of Technology (IIT) at Kanpur and Madras (now Chennai) and at the Computer Society of India (CSI), he kick- started the computer revolution and ensured it permeated every facet of societal change in India. Fresh from Canada, where he had obtained his doctorate in Electrical Engineering, Mahabala together with V Rajaraman and HK Kesavan, played a pioneering role in shaping IIT Kanpur into a crucible of Computer Science. When Mahabala finished his doctorate in electrical engineering in 1964 at the University of Saskatchewan, Canada, he took a few days off to visit the IBM plant in Don Mills, Ontario. ‘I saw an IBM 1620 being tested prior to shipping. It carried a placard “CAWNPORE”. I was told that it was being sent to IIT Kanpur, and was, in fact, the first computer to be installed in an educational institution in India,’ he recounts. By one of those happy coincidences, Mahabala ended up in the same institution. He got a telegram from IIT Kanpur— ‘Come and join as an assistant professor’. He later found out this was the work of Prof HK Kesavan of the electrical engineering department, with whom he had interacted briefly on a previous short visit.

Drawing from recent theoretical insights on the circulation of knowledge, this article, grounded in real-world examples, illustrates the importance of ‘the site’ as an analytical heur- istic for revealing processes, movements and connections illegible within either nation-centred histories or comparative national studies. By investigating place instead of project, the study reframes the birth of modern rocket developments in both China and India as fundamentally intertwined within common global networks of science. I investigate four seemingly discon- nected sites in the US, India, China and Ukraine, each separated by politics but connected and embedded in conduits that enabled the flow of expertise during (and in some cases despite) the Cold War. By doing so, it is possible to reconstruct an exemplar of a kind of global history of science, some of which takes place in China, some in India, and some else- where, but all of it connected. There are no discrete beginnings or endings here, merely points of intervention to take stock of processes in action. Each site produces objects and knowledge that contribute to our understanding of the other sites, furthering the overall narra- tive on Chinese and Indian efforts to formalize a ‘national’ space programme.
