Volume: 8 Issue: 2 Year: 2011 A Brief Overview on Karabakh History from Past to Today Ercan Karakoç Abstract After initiation of the glasnost (openness) and perestroika (restructuring) policies in the USSR by Mikhail Gorbachev, the Soviet Union started to crumble, and old, forgotten, suppressed problems especially regarding territorial claims between Azerbaijanis and Armenians reemerged. Although Mountainous (Nagorno) Karabakh is officially part of Azerbaijan Republic, after fierce and bloody clashes between Armenians and Azerbaijanis, the entire Nagorno Karabakh region and seven additional surrounding districts of Lachin, Kelbajar, Agdam, Jabrail, Fizuli, Khubadly and Zengilan, it means over 20 per cent of Azerbaijan, were occupied by Armenians, and because of serious war situations, many Azerbaijanis living in these areas had to migrate from their homeland to Azerbaijan and they have been living under miserable conditions since the early 1990s. A Case of Historical Misconceptions?—Congressman Rohrabacher’s Letter to Hillary Clinton Regarding Azerbaijan Kaveh Farrokh Abstract United States Congressman Dana Rohrabacher—a former member of the Reagan Administration, who has represented several Californian congressional districts from 1989 till the present-day—dispatched a letter to U.S. Secretary of State Hillary Clinton on July 26, 2012 outlining support for the separation of Iranian Azerbaijan and the joining of this entity to the Republic of Azerbaijan. The letter promotes the notion of the historical existence of a Greater Azerbaijani kingdom that was divided by Iran and Russia during the early 19th century. This paper examines the treaties of Gulistan (1813) and Turkmenchai (1828) between Iran and Russia, historical sources and maps and other academic works to examine the validity of the “Greater Forum of EthnoGeoPolitics Vol.1 No.1 Spring 2013 9 Forum of EthnoGeoPolitics Azerbaijan” thesis. Examination of these sources, however, does not provide evidence for the existence of a “Greater Azerbaijan” in history. Instead these sources reveal the existence of ‘Azerbaijan’ as being a region and province within the Iranian realm since antiquity, located below (or south of ) the Araxes River; in contrast, the modern-day Republic of Azerbaijan is located north (or above) the Araxes River. It never existed under the title “Azerbaijan” until the arrival of the Musavats (1918) and then the Soviets (1920). -

The bird names have been listed and classified according to the scientific codes. An etymological study has been presented for scientific names, including genus and species. If it was possible we have provided the etymology of Persian and Gilaki native names of the birds. According to our best knowledge, there was no previous report gathering and describing the ornithological fauna of this part of the world. Gilan province, due to its meteorological circumstances and the richness of its animal life has harbored a wide range of animals. Therefore, the nomenclature system used by the natives for naming the animals, specially birds, has a prominent stance in this country. Many of these local and dialectal names of the birds have been entered into standard language of the country (Persian language). The study has presented majority of comprehensive list of the Gilaki bird names, categorized according to the ornithological classifications. -

Volume 7 Issue 3-4 2013 141 THE CAUCASUS & GLOBALIZATION Ganja showed that the Georgian state played the main role on the anti-Seljuk front in the Caucasus and that, despite the crippling Seljuk inroads, it remained the leading political force in the Caucasus. Conclusion My analysis of the sources and historiography, as well as my interpretation of what was hap- pening on the Byzantine-Seljuk front on the eve of the battle of Manzikert, provide a fairly plausible explanation of why the otherwise belligerent sultan retreated from his previously confrontational policy toward the audacious Georgian king. In the late 1060s, when Bagrat IV carried out his offensive operations in Eastern Georgia, which directly infringed on the military and political interests of the Seljuk sultan, the latter was tied down by preparations for the final offensive on the Byzantine Empire. He had to show caution when dealing with Bagrat IV, a potential ally of Byzantium. There is every reason to believe that his unexpectedly friendly gesture, instead of a punitive expedition, was caused by his desire to keep Georgia away from an imminent global clash with Byzantium. KARABAKH PROBLEM IN THE LIGHT OF GLOBAL AND REGIONAL DEVELOPMENTS* (KÜRESEL VE BÖLGESEL GELIŞMELER IŞIĞINDA KARABAĞ SORUNU) Yıldız Deveci BOZKUŞ Associate Professor, Yıldırım Beyazıt University, Faculty of Humanities and Social Sciences, Department of Armenian Language and Literature [email protected] Abstract: In this study, we will analyze the impact of regional and global developments on the Karabakh problem which has an important place in terms of the relations between Turkey and Azerbaijan and the relations between Turkey and Armenia. In this regard, we will first discuss the historical change and transformation in the Karabakh region. Secondly, after briefly mentioning the developments in the region during the Ottoman Empire and the Soviet era, we will especially focus on the warplane crisis between Russia and Turkey and its impact on the relations between Turkey and Armenia and the Karabakh problem. In this study, both direct and indirect impacts of regional and global developments on the relations between Turkey and Armenia, Turkey, and Azerbaijan and the Karabakh problem will be analyzed in general terms. Öz: Bu çalışmada Türkiye-Ermenistan ve Türkiye-Azerbaycan ilişkileri açısından önemli bir yere sahip olan Karabağ sorununda, bölgesel ve küresel gelişmelerin etkileri ele alınacaktır. Bu çerçevede ilk olarak Karabağ bölgesinin tarihsel süreçte geçirmiş olduğu değişim ve dönüşüm ele alınacaktır. Daha sonra Osmanlı İmparatorluğu ve Sovyetler Birliği döneminde Karabağ bölgesinde yaşanan gelişmelere kısaca değinildikten sonra güncel gelişmeler ışığında, özellikle de Türkiye-Rusya arasında yaşanan uçak krizinin Türkiye-Ermenistan ilişkileri ve Karabağ sorununu nasıl etkilediği değerlendirilecektir. Çalışmada genel hatlarıyla küresel ve bölgesel gelişmelerin doğrudan ve dolaylı olarak Türkiye-Ermenistan ve Ermenistan-Azerbaycan ilişkilerine etkileri ve Karabağ sorununa yansımaları üzerinde durulacaktır. -
