Our Future, Our Choice sets out with great clarity the implications for young people, and I commend it warmly. Brexit has divided the component parts of the UK, placing England and Wales (as “Leavers”), in opposition to Scotland and Northern Ireland. It has divided our mainstream political parties; business and commerce; communities; friends — and even families. In many cases, these scars run deep. People who voted for Brexit did so with high hopes — most of which will be unrealised. We were told that we would keep the advantages of the Single Market. -

Environmental Education – the path to Sustainable Development Contents Promoting a sense of responsibility through environmental education Page 05 The United Nations has designated the period 2005 to 2014 as the decade of “Education for Sustainable Development”. The objective is to integrate the concept of sustainable develop- ment in education processes around the world. Environmental education is an integral aspect of this concept. It is a process of action-orient- ed, political learning. The European Green Dot programme is making a significant con- tribution to making people promote sustain- able development. Green Dot – promoting environmental awareness and motivating people Page 12 The Green Dot and partner organisations have contributed in creating routine attitudes, values and actions, and establishing a Euro- pean platform for environmental awareness. They promote active citizenship through diverse local, regional and national education pro- grammes for the entire education chain. Many of the activities are realised in partnership programmes with manufacturing and retail enterprises, authorities and recycling companies. 02 03 Environmental education as a means of promoting European integration Page 22 No other political objective is more dependent on successful cooperation than sustainability. The Green Dot environmental education pro- gramme’s internationally networked projects are therefore focused towards European in- tegration. Young people in various countries learn to share responsibilities as well as prac- tise democracy by working on solutions to- gether as a group. Two prominent examples are the 1st European Youth Eco-Parliament and the Baltic Sea Project. Sustainability needs networked thinking and action Page 29 Global environmental issues, such as the greenhouse effect, the decimation of bio- logical diversity and the consumption of finite resources can only be solved on the basis of more intensive international cooper- ation. -

Mr Cameron: A pleasure. Chair: We are particularly keen because, of course, you were initially reluctant; but we are very glad you have changed your mind. Mr Cameron: That’s a nice start—always keen. Chair: We are always pleased to see you. You are welcome to come more often if you particularly want to, Prime Minister, but I do value the opportunity, particularly on this subject—I think we all do—bearing in mind we have got the referendum coming. Perhaps I can begin by quoting, as an opening question, what you said in your Chatham House speech. You said, “if we can’t reach…an agreement”—that is, the agreement you have negotiated—“if Britain’s concerns” are “met with a deaf ear…we will have to think again about whether this European Union is right for us.” Is the current EU, without the renegotiated package, right for us? Mr Cameron: That is not the choice we have, and that was the choice I was determined to avoid. -

One of WHO’s constitutional functions is to provide objective and reliable information and advice in the field of human health, a responsibility that it fulfils in part through its publications programmes. Through its publications, the Organization seeks to support national health strategies and address the most pressing public health concerns. The WHO Regional Office for Europe is one of six regional offices throughout the world, each with its own programme geared to the particular health problems of the countries it serves. The European Region embraces some 870 million people living in an area stretching from Greenland in the north and the Mediterranean in the south to the Pacific shores of the Russian Federation. The European programme of WHO therefore concentrates both on the problems associated with industrial and post-industrial society and on those faced by the emerging democracies of central and eastern Europe and the former USSR. To ensure the widest possible availability of authoritative information and guidance on health matters, WHO secures broad international distribution of its publications and encourages their translation and adaptation. By helping to promote and protect health and prevent and control disease, WHO’s books contribute to achieving the Organization’s principal objective – the attainment by all people of the highest possible level of health. -

He also works as an adviser on the implications of Brexit for a number of large organisations and policy makers across sectors. He has previously worked for the Labour Party, on the Remain campaign and in Parliament. He holds degrees from Bristol University and King’s College, London. We offer a methodology using social network analysis that considers the indi- vidual interactions of MPs in the voting process. Using public Par- liamentary records, we scraped votes of individual MPs in the 57th parliament (June 2017 to April 2019), computed pairwise similarity scores and calculated rebellion metrics based on eigenvector centrali- ties. Interpreting the Syria vote: parliament and British foreign policy JAMES STRONG* On 29 August 2013 the House of Commons met to consider British intervention in the Syrian civil war. Prime Minister David Cameron asked MPs to approve air strikes against the embattled Assad regime in response to a chemical attack on civilians in Damascus nine days before. Dramatically, and unexpectedly, they refused. Cameron became the first prime minister to lose a parliamentary vote on military action since Lord North in 1782. President Obama, having lost his main ally, postponed US action indefinitely. British domestic opinion opposed involvement in another Middle Eastern conflict. Both the public and the press doubted the efficacy of military action following years of war in Afghani- stan and Iraq, and after watching post-Gaddafi Libya slide into chaos. Several observers heralded parliament’s veto as a victory for democracy, and a triumph of common sense. What the veto means in the longer term, however, remains underresearched. Two major ambiguities still attach to this episode in respect of parliament’s war powers. The first ambiguity is procedural. We can speak with more certainty about what parliamentary involvement in military deployment decisions is not than we can about what it is. First, it is not a legal requirement. The historic royal preroga- tive grants prime ministers the power to direct the armed forces without recourse to parliament.1 It is at most a political convention. Any future prime minister who chooses not to permit a parliamentary vote on military action may face political retribution, but will not be breaking any laws.2 Second, parliament has no power of initiative. -

Like many of us she previously accepted the con- ventional wisdom on this issue but has now changed her mind. -

My reasons for objecting to this application remain the same as 2012 when Morrisons made a similar application for an extension to their licencing hours. Sale of alcohol commencing at 6.00am may encourage street drinking which can adversely affect the quality of life for residents by causing noise litter and general nuisance. There is a high risk of disturbance to neighbours near the premises. In the mornings children converge on the area on the way to school and early access to alcohol will only encourage underage drinking. Morrisons target children at the checkouts with the low-level displays of sweets and chocolates; selling alcohol at the same time children are on their way to school, normalises alcohol as if it were part of everyday behaviour. This is unacceptable and potentially damaging to children. I would like to emphasise the danger to children from exposure to alcohol related anti-social behaviour and it is a well-known fact that children may ask adults to purchase alcohol for their consumption.
