Nur Nabilah bte Abd Rahman The ASEAN Military Medicine Conference (AMMC) was first convened in 2018 in the Republic of the Union of Myanmar as an initiative resulting from the discussions of the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) Experts’ Working Group (EWG) on Military Medicine, co-chaired by Myanmar and India. The aims of AMMC are to share knowledge, best practices and skills focusing on military medicine, and to strengthen the capabilities of the military medical services through cooperation among the ADMM-Plus member countries.

The Ministry of Defence, Brunei Darussalam will be virtually hosting the Third AMMC on 25 May 2021 and 26 May 2021 using Cisco WebEx platform.

The two-day virtual event will feature keynote speeches, panel discussions and workshops with a theme of “Pandemic Preparedness: Enhancing Readiness to Respond to and Manage Infectious Disease Outbreaks”.

The objectives of the Third AMMC are:

To facilitate opportunities for networking, collaboration and exchange of ideas amongst healthcare and military medicine professionals working in areas related to pandemic preparedness,

To encourage sharing of current strategies and practices adopted as well as challenges faced amongst ADMM-Plus member countries in pandemic response and management, and To explore possible solutions for various issues in pandemic preparedness through discussions and interactive learning with subject matter experts (SMEs).

In light of the ongoing efforts in addressing the challenges brought upon by the COVID-19 pandemic, this event is themed “Pandemic Preparedness: Enhancing Readiness to Respond to and Manage Infectious Disease Outbreaks”.

The event will be divided into three main topics: Addressing Pandemics through Population Health-based Approaches Resources Management during Pandemics Innovation and Health Technology for Pandemics

Colonel (Dr) Lo Hong Yee, Chief of Medical Corps,

COL(DR) Lo Hong Yee joined the Singapore Armed Forces in 1997 and graduated from National University of Singapore in 2002 with a Bachelor’s degree in Medicine and Surgery. He was awarded the Masters of Medicine in Surgery in 2005, the Fellow of the Royal College of Surgeon (Edinburgh) in 2012 and holds a Master of Public Health (Harvard) in 2013.

After his commissioning in 2002, COL(DR) Lo joined the Army, where he held key appointments including Division Medical Officer, Head of General Staff in the Headquarters SAF Medical Corps, Deputy Commander and Commander of the SAF Medical Training Institute. COL(DR) Lo participated in the disaster relief mission in Banda Aceh during the Indian Ocean Tsunami and the peace support mission in Afghanistan as part of the Coalition Medical Facility.

From 2017 to 2019, COL(DR) Lo held the appointment of Chief Army Medical Officer. He was appointed the Chief of Medical Corps in Oct 2019.

Dr. Albert Ko, Department Chair and Professor of Epidemiology (Microbial Diseases) and of Medicine (infectious Diseases), Yale University

Dr. Albert Icksang Ko, an infectious disease physician, is a Professor and Chair of the Department of Epidemiology of Microbial Diseases at Yale School of Public Health and Collaborating Researcher at the Oswaldo Cruz Foundation, Brazilian Ministry of Health.

His research centers on the health problems that have emerged as a consequence of rapid urbanization and social inequity. Dr. Ko leads a research and training program on urban slum health in Brazil which combines multidisciplinary approaches to identify prevention and control strategies for emerging infectious diseases such as Zika, dengue and leptospirosis.

He is also a Program Director for the NIH-supported Global Health Equity Scholars Program which provides training opportunities for fellows and students at 21 international sites. Dr. Ko serves as a member of the WHO R&D Taskforce for Zika Virus and WHO R&D Blueprint Working Group on Clinical Trial Design. During the COVID-19 epidemic, he mobilized a team of investigators at Yale for the goal of implementing clinical and translational research, developing new diagnostics, and preparing cohorts for intervention trials. Dr. Ko was called upon by Governor Lamont to serve with Indra Nooyi as co-chair of the Reopen Connecticut Advisory Group and continues to advise the State on its COVID-19 prevention and control plan. AIRCDRE Jenny Lumsden, Senior Consultant - Air Force Health Services, Australian Defence Force

Air Commodore Jenny Lumsden, CSC and Bar joined the Air Force in 1987. Since that time in both full and part-time service, Air Commodore Lumsden has held clinician, instructor, command and staff appointments across Air Force, joint service, and international operations.

Her deployments have included East Timor as part of the United Nations military hospital, the ADF’s response to the 2nd Bali Bombings, and to Iraq with the United States Air Force hospital. She was awarded the Conspicuous Service Cross in part for developing Australia’s Military Critical Care Aeromedical Evacuation Capability and the Bar to the Conspicuous Service Cross for the provision and sustainment of Specialist Reserve health services in support of major overseas operations and in aeromedical evacuation capability development.

In 2015, Air Commodore Lumsden was the first Reserve Nursing Officer to be promoted to star rank. In her civilian role she has been working as a specialist in Intensive Care since 1991. "Resources Management during Pan demics"

Dr Muhammad Nurhasanuddin bin Kelali Medical Superintendent of RIPAS Hospital & Consultant Geriatrician, Ministry of Health, Brunei Darussalam

Dr Muhammad Nurhasanuddin Bin Kelali graduated from University of Dundee Medical School, UK in 2002. He did his Basic Medical Training at James Cook University Hospital, Middlesbrough, UK. Following that, he pursued Higher specialty Training in the field of Geriatric Medicine at Yorkshire & Humber Deanery, West Yorkshire, UK. He completed the training and attaining the title Consultant Geriatrician in 2013.

He joined Ministry of Health Brunei in 2014. He helped to developed and improved the Geriatric services at RIPAS Hospital, as well as the Home-based Nursing Services that currently stationed at Pusat Amal Cerah Sejahtera, Subok.

He has held various posts since joining the Ministry in 2014 e.g., Head of Geriatric & Palliative Unit in 2015-2016, Head of Department of Internal Medicine & Head of Specialty Services in 2016-2018, Head of Medical Hajj Unit 2018 to- date, Deputy Medical Superintendent 1 RIPAS Hospital 2018- 2020, Medical Superintendent of RIPAS Hospital 2020 to- date. Lt. Col. Moe Myint Aung Head of Department of Public Health Laboratory, Health and Disease Control Unit, Myanmar

Lieutenant Colonel Moe Myint Aung holds M.B.,B.S, MPH from Defence Services Medical Academy in Myanmar. He worked as a Public Health Officer in the disease control team of disaster response of Cyclone Nargis, in 2008, which caused the worst natural disaster in Myanmar. He was experienced as disease control team leader in planning and implementation of response in SARS and H1N1 outbreak in military communities. Currently, he is working at the Emergency Operations Centre of Military for the COVID-19 Pandemic in Myanmar. "Resources Ma nagement during Pandemics"

Lt Col (Dr.) Vipra Mangla Public Health Expert, India Army

Lt Col (Dr.) Vipra Mangla is a graduate from the Armed Forces Medical College (AFMC), Pune (1999-2003). She did her masters in Community Medicine from AFMC (2009-2012) and then pursued her PhD in Preventive Nutrition from Maulana Azad Medical College, New Delhi.

She has served as a health advisor in various Formation Headquarters of Indian Army. She has also independently commanded station health organisation during her service tenure and has attended several national & international conferences and has published articles in various journals.

In the present appointment, she has been extensively involved in developing various strategies during the COVID- 19 scenario for resource management so as to ensure maximal availability of healthcare personnel & workers in the service hospitals for providing clinical care. Rear Admiral Pamela C. Miller, Command Surgeon, U.S. Indo-Pacific Command

Rear Admiral Pamela Miller commissioned as an Ensign in the Navy Reserve Nurse Corps in 1989. In 1995, she received a Navy Health Professionals Scholarship and attended medical school at Des Moines University, Des Moines, Iowa, earning both a Doctorate in Osteopathic Medicine and Master’s in Healthcare Administration. She completed a transitional internship and residency in emergency medicine at Naval Medical Center San Diego, California. She is a graduate of the distance education program, Naval War College, and Joint Forces Staff College, Joint Combined Warfighting School Hybrid program.

Her assignments include senior medical officer, 1st Medical Battalion, Deputy Group Surgeon, 1st Marine Logistics Group (MLG), Camp Pendleton, California and 2nd MLG Surgeon, Camp Lejeune, North Carolina. She deployed in support of Operation Enduring Freedom under Combat Logistics Regiment 15 as the officer in charge of the mobile shock trauma platoon.

Leadership assignments included deputy group surgeon, 4th MLG; senior medical executive, Operational Health Support Unit-Dallas; executive officer, 4th Medical Battalion, 4th MLG. Miller also served as Force Surgeon, U.S. Marine Corps Forces, Central Command, and was commanding officer, Expeditionary Medical Facility Dallas One. She also served as Deputy Commander, reserve component, Navy Medicine East. Most recently, she served as the reserve fleet surgeon, U.S. Fleet Forces Command. Miller is currently the Command Surgeon, U.S. Indo-Pacific Command.

Miller has completed numerous leadership courses to include the Navy Senior Leader Seminar, Medical Strategic Leadership Program, Joint Senior Medical Leaders Course, Naval Leadership and Ethics Center PCO/PXO courses and Executive Officer Course, Marine Forces Reserve. Miller is a Fleet Marine Force Warfare Qualified Officer whose personal awards include the Legion of Merit (two awards), Meritorious Service Medal (four awards), Navy Achievement Medal (two awards) and the Military Outstanding Volunteer Service Medal.

"Innovation and Health Technology for Pandemics"

Dr Justin Wong Specialist in Public Health, Head of Disease Control Division, Ministry of Health, Brunei Darussalam

Justin is a medical specialist in public health and currently the Head of Disease Control at the Ministry of Health, Brunei overseeing communicable disease surveillance and response, the national TB, hepatitis, and HIV programmes, public health emergency preparedness, and health intelligence. He supports the government of Brunei in the response to the COVID-19 pandemic in his role as the chair of the scientific and technical advisory group on COVID-19, and as a member of the national COVID-19 vaccines technical committee. In addition, Justin leads the Brunei Field Epidemiology Training Programme and is also the programme director for postgraduate medical training in public health.

He joined the Ministry of Health in 2014 and has previously served as the medical superintendent for public health leading on the development and implementation of national health improvement programmes working with strategic partners beyond the health sector in establishing the sugar sweetened beverage tax, the healthy schools programme, and the weekly car-free Sunday initiatives. Prior to this, he completed specialist training in public health in the UK and has delivered a broad range of health protection and health improvement outcomes across Public Health England, NHS Cambridgeshire, Eastern Region Public Health Observatory, and Suffolk County Council.

Internationally, Justin represents the government of Brunei as the National Focal Point for the International Health Regulations and at the ASEAN Health Cluster 2 – Responding to All Hazards and Emerging Threats. He is a member of the WHO Western Pacific Region COVID-19 Surveillance Working Group and has served on WHO Guideline Development Group on Programmatic Management of Drug Susceptible Tuberculosis and the WHO Task Force on Addressing Ethical Issues in TB Care and Control.

Justin completed medical school at Imperial College, London, and has an M. Phil. in Public Health from the University of Cambridge. He is a Fellow of the UK Faculty of Public Health, and Adjunct Associate Professor at the Institute of Health Sciences, Universiti Brunei Darussalam. "Innovation and Health Technology for Pandemics"

Lieutenant General Dato’ (Dr) Zulkeffeli bin Mat Jusoh Director General of Malaysian Armed Forces Medical Services

Lieutenant General Dato’ Dr Zulkeffeli bin Mat Jusoh graduated from the Army Medical College Pakistan in 1991. He also has Master Degree in Public Health and Post Graduate Diploma in Aviation Medicine from the Royal College of London UK.

He was trained in Aerospace Medicine and Aircraft Accident investigation in United States as well Aeromedical Evacuation in Australia. He served the Malaysian Armed Forces in various capacities for the past 29 years with the first unit at the 22nd Special Forces Regiment as the Medical Officer.

He also served as the Force Medical Officer with the UN Mission in Western Sahara and subsequently seconded to Ministry of Science Technology and Innovation (MOSTI) then as the Program Director for Malaysian Astronaut Program in 2007 for the launch of the first Malaysian Astronaut to International Space Station (ISS)

Currently he serves as the Director General of Malaysian Armed Forces (MAF) Health Services Division of the MAF Headquarters MINDEF Malaysia. He is also the Chairman for the Health Informatics Committee overseeing the health ICT initiatives within the MAF Health Services. "Innovation and Health Technology for Pandemics"

Lt. Col. Mo Mo Than Professor and Head Department of Biochemistry, Defence Services Medical Academy, Myanmar

Lieutenant Colonel Mo Mo Than is a Professor and Head of Department of Biochemistry from Defence Services Medical Academy (DSMA), Myanmar. She was born in 1968 and graduated her first degree MBBS from University of Medicine 1 in 1995. Then she joined the Myanmar Army and was posted as a medical officer in Military Hospitals and got post graduate Diploma degree (Biotechnology) from Yangon Technological University in 1999 and Master degree (Biochemistry) from DSMA in 2000. Later, she changed her life as an Assistant Lecturer in DSMA and got PhD (Biochemistry) degree from University of Medicine 2 in 2011. She attended the medical education diploma course from University of Medicine 2 in 2006 and spent her life using her personal and career experiences to help her students overcome academic challenges. She currently serves as a module supervisor in post graduate diploma courses of DSMA while continuing her medical education knowledge by joining the FAIMER fellowship program (2020) of Indonesia.

As Mo Mo has strong passion of doing researches on Molecular Genetics, Clinical Biochemistry and Endocrinology, she regularly attended the International Asean Federation of Endocrine Societies (AFES) congresses in different Asean Countries. Since she’s also interested in research ethics, she attended the certificate program on “Middle East Research Ethics Training Initiated Program” from the University of Maryland, Baltimore (UMB), USA in 2015. Therefore, she has authored and co-authored several local and international publications. In related to Academic and Research Awards, she won the best paper award in 11th Myanmar Military Medical Conferences (MMMC), 2ndbest poster award in 28th MMMC and 2ndbest poster award in 17th AFES Congress. Recently, Mo Mo is doing research on “COVID-19 susceptibility and severity: potential of IFITM3 gene polymorphisms among Myanmar people” and trying to develop in-house method for screening of novel SARS-COV2 variants for genome surveillance during pandemic period. Dr. Sunil Parikh, Associate Professor of Epidemiology (Microbial Diseases) and of Medicine (Infectious Diseases), Yale University

Dr. Sunil Parikh, M.D., M.P.H. is an Associate Professor in Epidemiology and Medicine at the Yale School of Public Health. He is an infectious diseases physician-scientist, and has been working in the area of global health and malaria for two decades. Dr. Parikh obtained his medical degree at Johns Hopkins University, completed medical residency at the Beth Israel in Boston, obtained an Infectious Diseases Fellowship at the University of California-San Francisco, and a Masters in Public Health at the University of California Berkeley.

At Yale, his work focuses on malaria epidemiology and control in sub-Saharan Africa, focusing on highly vulnerable populations, namely young children, pregnant women, and those with comorbidities. He has active projects in Burkina Faso, Uganda, and Cameroon, though has worked in countries outside of Africa, including Peru, Haiti, and Bhutan.

Since the onset of COVID-19, he has led a joint taskforce with the Connecticut Department of Public Health, focused on improving surveillance and outbreak control for COVID-19 in long-term care facilities, the hardest hit demographic in the United States. His work has been done jointly with the public health agencies to inform policy, and has focused on evaluating the role of various testing algorithms, as well as co-leading the 1st vaccine effectiveness study of the Pfizer- BioNTech vaccine in elderly residents of nursing homes.
