The audit was requested by the Office of Economic Adjustment. The audit objective was to determine whether adequate controls existed over financial operations for the 1990 Goodwill Games and whether the financial operations were conducted in accordance with DoD policy and guidelines. Discussion The audit determined that adequate controls existed over financial operations for the 1990 Goodwill Games and that the financial operations were generally conducted in accordance with DoD policy and guidelines. Funds appropriated for the support of the 1990 Goodwill Games were judiciously managed, and it is likely that of the nearly $20 million appropriated, $8 million will not be spent. We found certain deficiencies that we brought to management's attention during the audit. Suggestions for improvement either had been or were being implemented at the time of this report. Internal Controls The audit disclosed no internal control weaknesses as defined by Public Law 97-255, Office of Management and Budget Circular A-123, and DoD Directive 5010.38. Scope of Audit We evaluated the adequacy and effectiveness of established financial and operating procedures, including the separation of duties for review and approval of DoD support, the qualifications of DoD personnel, and procedures for issuing and controlling the return of materials loaned to the 1990 Goodwill Games and obtaining reimbursement for lost or destroyed i terns.

The arms race was running out of control and only a vague notion of “mutually assured destruction” stood between war and peace for the world’s superpowers. And yet, citizens did not sit idly by. Quietly a movement formed, built by citizen diplomats who reached across the Pacific to engage their neighbors, one conversation at a time. Washingtonians, in particular, saw an opportunity to bring peace with their neighbors through business partnerships, sister-city relationships, and cultural exchanges. Presented by the Washington State Historical Society, Glasnost and Goodwill: Citizen Diplomacy in the Northwest is an invigorating plunge into how citizen diplomacy in Washington and the greater Northwest contributed to the thawing of the Cold War. Glasnost & Goodwill is brought to life through compelling photographs, rare videos, fascinating oral histories, and authentic artifacts that trace the rise of grassroots diplomacy in Northwest from the late 1930s through the collapse of the Soviet Union in 1991 and beyond.     WAS - Gymnastics Legend Abie Grossfeld 2001 Honoree The only gymnastics coach to be inducted into the U.S. Olympic Hall of Fame Gymnastics legend Frank Cumiskey (1932, 1936 and 1948 gymnastics Olympian) stated, "After six decades of being in the trenches, Abie Grossfeld has influenced an untold number of gymnasts, coaches and judges who have notably impacted the positive development of gymnastics. Abie’s level of excellence in the primary areas of gymnastics, as a whole, has been truly exceptional and, in my experience, has not been matched by any other individual." Abie Grossfeld has been active in gymnastics for 60 years and counting. While many of his accomplishments and contributions have been outstanding, it is his whole body of work that has been truly extraordinary. Paraphrased statements by Olympians: 1984 Olympian and NBC commentator Tim Daggett said, "After each encounter with Abie, as I was developing through the years, I always left with a better understanding of the wonderful sport of gymnastics. The success of Abie and his gymnast Peter Kormann (at the 1976 Olympics) was my catalyst to dream bigger dreams, which ultimately took me all the way to the Olympics itself - on a team Abie coached. We won Gold as a team and Abie made us a team. In gymnastics, he’s done it all. The Archives Society of Alberta has endorsed the use of the Bureau of Canadian Archivists' Rules for Archival Description as the standard of archival description to be used in Alberta's archival repositories. In acting upon the recommendations of the Society, the City of Calgary Archives will endeavour to use RAD whenever possible and to subsequently adopt new rules as they are announced by the Bureau. The focus of the City of Calgary Archives' descriptive system is the series level and, consequently, RAD has been adapted to meet the descriptive needs of that level. RAD will eventually be used to describe archival records at the fonds level. The City of Calgary Archives creates inventories of records of private agencies and individuals as the basic structural finding aid to private records. Private records include a broad range of material such as office records of elected municipal officials, records of boards and commissions funded in part or wholly by the City of Calgary, records of other organizations which function at the municipal level, as well as personal papers of individuals. All of these records are collected because of their close relationship to the records of the civic government, and are subject to formal donor agreements. The search pattern for information in private records is to translate inquiries into terms of type of activity, to link activity with agencies which are classified according to activity, to peruse the appropriate inventories to identify pertinent record series, and then to locate these series, or parts thereof, through the location register.
