A. European Union Prize for Contemporary Architecture Mies van der Rohe Award 2017

Architecture is a slow process that adapts to social, political and economic changes.

The Prize takes this statement into account and pursues the following objectives:

1. recognise and commend excellence in European architecture in conceptual, social, cultural, technical and constructive terms

2. highlight the European city as a model for the sustainably smart city, contributing to a sustainable European economy

3. promote transnational architectural commissions throughout Europe and abroad

4. support Emerging architects and Young Talents, as they start out on their careers

5. increase the incorporation of architectural professionals from the EU Member States and those countries that conclude an agreement with the EU

6. cultivate future clients and promoters

7. find business opportunities in a broader global market

8. highlight the involvement of the European Union in supporting architecture as an important element that reflects both the diversity of European architectural expression and its role as a unifying element to define a common European culture.

The Prize objectives aim at promoting and understanding the significance of quality and reflecting the complexity of Architecture’s own significance in terms of social, technological, constructional, economic, cultural and aesthetic achievements.

Architecture’s significance – linked with the construction market – has a social impact and transmits a cultural message. Quality therefore refers to universal values of generic buildings, independent from their programmes: the essence of things rather than their formal values.

40 SHORTLISTED WORKS ANNOUNCED FOR THE 2017 EU PRIZE FOR CONTEMPORARY ARCHITECTURE - MIES VAN DER ROHE AWARD

The 7 members of the Jury – Stephen Bates, Gonçalo Byrne, Peter Cachola Schmal, Pelin Derviş, Dominique Jakob, Juulia Kauste and Małgorzata Omilanowska – chose 40 works which highlight the opportunities and the trends of today’s European territory: cities, housing, heritage and memory.

There are 4 works shortlisted in France, 4 in Portugal and 4 in the United Kingdom; 3 in Denmark, Spain, Finland, The Netherlands and Norway; 2 in Belgium, Germany, Ireland and Turkey; and 1 in Italy, , Poland, Romania and Sweden.

A third of the works tackle the challenge of contemporary architecture in relation with built heritage and a third of the work tackles the contemporary challenges of housing. The management of the historic urban landscape will be among the priorities highlighted by the ‘European Year of Cultural Heritage' in 2018.

The five finalists will be announced in mid-February and the Winner and the Emerging Architect in mid-May. The Award Ceremony will take place on 26 May 2017 at the Mies van der Rohe Pavilion in Barcelona. Save the date for the lectures, debates, exhibition opening and celebration that will take place with the Jury members, Winners, Finalists and other guests and representatives.

In the last years, the number of emerging practices and young architects has increased in an exponential way. A fourth of the shortlisted works have been built by teams who are either under 40 years of age or their offices are not more than 10 years old.

From the 40 works, 24 are built in city centres (60%), 9 in natural environments (23%) and 7 in city peripheries (17%).

G. Calendar The Jury met in January and reviewed the 355 works which were nominated. They used, drawings, photos, videos and texts sent by the authors of each work to select the 40 projects that they considered best represent the contemporary architectural scene in Europe.

Afterwards they chose the 5 most representative works that they visited in April-May. Each visit was preceded by a lecture (EU Mies Award Talks) in which the jury met the architects responsible for the works, the clients, the users and the citizens of the cities.

The announcement of the Winners took place in Brussels at Garage Citroën on May 12th, reveiling that the Winner - Deflat Kleiburg by NL architects and XVW architectuur - and the Emerging Winner –Navez, 5 social housing units by MSA/V+ architects.

EU Mies Award Day: the granting ceremony with the Prize Winner and the Emerging Architect Winner will take place at the Mies van der Rohe Pavilion, Barcelona, on May 26, 2017. Together with the ceremony the exhibition will be inaugurated and the publication released. A series of EU Mies Award Talks will take place together with open doors at the 2 winner buildings and the 4 finalist ones.

The first international venue of the exhibition will be in Bozart, Brussels from 8 September to 22 October.

H. History of the Prize The idea for a Prize that would recognise and commend excellence in European architecture was proposed to the European Parliament by MP Xavier Rubert de Ventós.

On April 28 1987 – just under a year after the reconstruction of the Pavilion was completed – an agreement was signed between European Commissioner Carlo Ripa di Meana and Barcelona Mayor Pasqual Maragall to launch the ‘Mies van der Rohe Award of the European Communities’, with the first biennial edition being held in 1988 as the ‘Mies van der Rohe Award for European Architecture’.

In 2000 the Fundació Mies van der Rohe submitted the model of the Mies van der Rohe Award – with the addition of the Emerging Architect Award that recognises the work of young professionals starting out on their careers – in response to the call for proposals by the European Commission for the ‘European Union Prize for Contemporary Architecture’. Upon acceptance of the Fundació’s proposal, in 2001, the Mies van der Rohe Award became the official architecture prize of the European Union.

I. How the Prize works The European Union Prize for Contemporary Architecture – Mies van der Rohe Award is a continuous process focused on how architects are thinking and working in Europe today. For each two-year period, the following steps take place:

1. Proposals are submitted by a group of independent experts, the Associations of Architects and the Advisory Committee.

2. The Jury members meet to evaluate all the nominated works. They go through the materials presented by the architects in different formats and a selection of shortlisted and finalist works is made.

3. The nominated works are made public through the website, a publication and an exhibition, encouraging people to learn about the recent built environment and become part of it.

4. The Jury members visit the finalist works, meeting those who use the spaces, and they make their first decisions about the Prize Winner and their final decision about the Emerging Architect Special Mention.

5. Jury members participate in conferences and discussions on contemporary architecture throughout Europe, creating links between institutions, academic centres and social groups involved in architecture.

6. A ceremony gathers does people involved in the Prize: Jury members, Winners, Finalists, Emerging Architect Special Mention Winners, Shortlisted authors, Experts, European Commission representatives, Barcelona representatives and the clients of the works.

7. The award process is summarised in a catalogue publication and travelling exhibition that features the works chosen by the Jury – the Prize Winner, Special Mention, the Finalists and the Shortlisted Works. All the nominated works are available for consultation on the Prize database, http://miesarch.com/archive transforming each edition into a biennial anthology of some of the best work being constructed in Europe.

8. The authors of the shortlisted works participate in seminars, discussions and lectures and the works are presented in different architecture events worldwide.

9. For each edition, the Jury selects from among nominations submitted by the national associations of Architects, a group of experts and the Advisory Committee a single work to be granted the Prize and a single work to be granted the Special Mention, both for their excellence in conceptual, technical and constructive terms.

The nominated works are not limited by scale or programme. The selection of the Jury for each edition has included private homes and public housing; museums and cultural installations; educational, health and sports facilities; as well large-scale infrastructure projects and transport systems. The common denominator is that these works all contribute to the construction of the European city. In this sense, the Prize aspires to be a platform for investigation,

26 development and implementation of sustainable architectural practice that promotes the social, cultural and economic benefits of sustainable growth.

The Prize consists of 60.000 € and the Special Mention consists of 20.000 € with both receiving a sculpture that evokes the Mies van der Rohe Pavilion of Barcelona – the symbol for this Prize: excellence and innovation in conceptual and constructive terms.
