Subject: Minutes of meeting of Deputy Commissioners held on 22/7/2006

A meeting of Deputy Commissioners was held at 11.30 AM on 22/7/2006 under the chairmanship of Chief Secretary, Punjab. The list of invitees is placed at Annexure ‘A’. The following items were discussed : AGENDA ITEMS Item 1 – Punjab Nirman 2005-06 – UC and other details – The overall utilization is Rs. 64.27 crore against a sum of Rs. 137.94 crore sanctioned for this programme. The % age utilization in some of the districts was much less than the average utilization in the state. It was decided that – (a) All works would be completed by 31/8/2006; (b) DCs and other officers would inspect/have the works inspected; (c) PSCM would brief the CM about non-disbursement grants in some blocks of the . (All DCs) Item 2 – Punjab Nirman Programme 2006-07 (Rs. 300 Cr) – The money was released in the month of May/June, 2006 and utilization as on 30/6/2006 is to the extent of 7.32 % (Rs. 21.62 crore against Rs. 300 crore). It was decided that – (a) The proposals for the remaining amount would be sent by concerned Deputy Commissioners by 31/7/2006. The districts and the amounts are – Sangrur (Rs. 2.44 Cr), Gurdaspur (Rs. 1.78 Cr), Bathinda (Rs. 38.67 lakh) & Jalandhar (Rs. 2.42 lakh); (b) The state government has allowed District Planning & Development Boards to make some changes in the Planning Board proposals if absolutely essential. However, there would be no changes in the proposals after 31/7/2006; (c) All the works would be completed by 15/10/2006; (d) The amount sanctioned and released to the districts has not been disbursed in some of the districts like Gurdaspur, etc. It will be ensured that the amount is disbursed to the Executing Agencies by 31/7/2006. (All DCs) Item 3 – Punjab Nirman Programme 2006-07 (Rs. 118 Cr) – The proposals for this amount will be sent and got approved from the state government before release of funds to the Executing Agencies. The Deputy Commissioners were requested to wait for final instructions before sending the proposals. ( All DCs) Item 4A – Water Supply Schemes – No amount has been released in the district of Moga, Sangrur, Ropar, Jalandhar, Kapurthala, Gurdaspur, Amritsar, Hoshiarpur, Nawanshehar, Mukatsar and Ferozepur.

It was decided that – (a) The District Planning & Development Boards would fix the priority of works if the amount allocated to them is less than their requirement. After determining the priority of works the amount would be released without any delay. (b) It is not the function of District Planning & Development Boards to scrutinise the technical sanctions and other matters. After approval of works, the works could be got started and the quality of works ensured. (All DCs) Item 4B – Municipal Roads – The proposals earlier sent by Deputy Commissioners would require review in the districts – Amritsar, Ferozepur, Gurdaspur, Jalandhar, Ludhiana, Sangrur, Mansa, Ropar, Mukatsar, Moga and SAS Nagar. Director Local Government would sort out the issue in consultation with Deputy Commissioners. Fresh proposals would be approved by the Local Government Department but there would be no change in the amount already allocated. (DLG/DCs concerned) PSTC Tubewells – Except for Patiala and SAS Nagar, no amount has been released in any of the district. Principal Secretary Irrigation was requested to have the list of works submitted to the Deputy Commissioners and get the amount released by 31/7/2006. (PS Irrigation/ DCs concerned) Historical Villages – The grant for historical villages has not been released in – Amritsar, Gurdaspur, Nawanshehar and . The Deputy Commissioners would release amount by 31/7/2006. (DC Moga, GDS, NWS, AMTS) Item 4C – Ambedkar Bhawan – Secretary Welfare would send a fresh proposal regarding where a new Ambedkar Bhawan is to be constructed. New Ambedkar Bhawan should be constructed from the state budget and the Punjab Nirman funds to be utilized only for completing the on-going works. (Secretary Welfare) Sports Stadium – Principal Secretary Sports would send a fresh proposal regarding Gurdaspur, Moga districts. Deputy Commissioner Gurdaspur stated that village Bahadarke did not exist in his district. Deputy Commissioner Moga was of the view that this amount could be better utilized in Moga city. Item 5 – Computerisation of MPLAD Works – As per Government of instructions the MPLAD works are to be computerized on the website. Performance of Amritsar (0.6%), Faridkot (14%), Ferozepur (5.9%), Gurdaspur(30%), Jalandhar(27%) was poor in this regard. Deputy

Commissioners were requested to kindly get this work done and check the progress on the MPLAD website. (MPLAD.NIC.IN) (All DCs) Item 6 – Border Area Development Programme – Funds released during 2005-06 have been utilized and certificates received from Gurdaspur and Ferozepur. A sum of Rs. 69 lakh is lying un- utilised in . A sum of Rs. 50 lakh out of this was sanctioned for toilets on the land to be provided by BSF. It appears that the issue of site has not been settled. Deputy Commissioner Amritsar is requested to kindly sort out this and utilize the amount. (DC Amritsar) Item 7 – Rashtriya Sam Vikas Yojana (RSVY) – A sum of Rs. 7.50 crore was released on 1/6/2006. Utilisation of this amount needs to be expedited so that district Hoshiarpur becomes eligible for the Ist instalment of 2006-07. Deputy Commissioner Hoshiarpur may kindly examine if kitchen sheds for Mid Day Meal could be constructed under this scheme. If yes, then suitable allocation be made for this work. (DC Hoshiarpur) Item 8 – National Rural Employment Guarantee Scheme – Progress satisfactory. (DC Hoshiarpur) Item 9 – District Planning Committees – The process of elections have been initiated and the progress was quite satisfactory. PSCM desired that the case be shown to the Hon’ble CM. ( Secy Planning) Item 10 – Recruitment of Teachers by PRIs – So far 4827 schools have been transferred to PRIs. 7016 teachers have been recruited against the requirement of 10646. The remaining 3630 teachers would be recruited shortly. Chief Secretary desired that the Education Department should design a standard test to test the ability of students. Besides, schools be graded. Secretary School Education was also requested to organize orientation programme for teachers in the schools transferred to PRIs. (SSE/SRDP) Item 11 – Recruitment of Teachers by Municipal Councils – 209 schools have been transferred to Municipal Committees and 557 teachers are required for these schools. However there has been no recruitment. Director Local Government stated that the teachers would be recruited by 15/8/2006. (PSLG)

Item 12 – Recruitment of Service Providers (Health) by Zila Parishads – 926 service providers have been deployed in 1191 dispensaries transferred to PRIs. The last date for application for the

remaining 265 service providers is 26/7/2006 and they would be in place in the first week of August. (SRDP) Item 13 - Recruitment of Service Providers (Veterinary) by Zila Parishads – Secretary Animal Husbandry was asked to hand over the veterinary dispensaries to Zila Parishads. Besides a meeting of the Cabinet Sub Committee for fixing the remuneration of service providers was to be convened by him. Chief Secretary desired that the service providers in veterinary dispensaries should be in place by 31/7/2006. (Secretary Animal Husbandry) Item 14 - Mid Day Meal Scheme – Secretary School Education stated that the Mid Day Meal Scheme has been implemented in nearly 80 % of the schools. Deputy Commissioners were requested to supervise the implementation of the scheme. (SSE/DCs) Item 15 - Sarv Shiksha Abhian – The performance was found satisfactory. (SSE)
