The Emergence of Pacific Urban Villages Urbanization Trends in the Pacific Islands The Emergence of Pacific Urban Villages Urbanization Trends in the Pacific Islands This book seeks to explain the nature of settlements termed urban villages as set within the context of growing levels of urbanization in contemporary Pacific towns and cities. The book investigates the meaning and conceptualization of myriad forms of urban villages by examining the evolution of different types of settlement commonly known as native or traditional village, and more recently squatter and informal settlements. It views village like settlements such as squatter and informal settlements as a type of urban village, and examines the role these and other urban villages play in shaping and making the Pacific town and city and arguably, the Pacific village city. It presents key actions that Pacific countries and development partners need to consider as part of urban and national development plans when rethinking how to conceptualise the ongoing phenomena of urban villages, whilst achieving a more equitable distribution of the benefits of urbanization. This report investigated urbanization trends across 14 Pacific developing member countries of ADB. It thoroughly examined the history of Pacific urbanization, the current state of infrastructure and service provision within urban areas, and systems of urban governance. It also presented key actions that Pacific economies needed to take to manage urban growth, meet the needs of their urban citizens, and benefit from the potential of the urban economy. Central to this assessment was the need by governments and development partners in the Pacific to meet the escalating demand for urban housing, land, and infrastructure on infill and edge lands.

Four different naturalistic measures of helpfulness were de- velopted and used: willingness to give change, willingness to coope­ rate with an interview, response to a small accident, and response to a lost postcard. The results generally showed significantly less helpfulness in Turkish cities than in towns and urban squatter settle­ ments, which showed equivalent levels of helpfulness. This supports the view that the squatters may in a pschological and social sense be «urban villagers». Consistent and considerable differences in helpful ness were also found between other typs of city districts. Some of these districts came close to the towns and squatter settle­ ments in their levels of helpfulness, suggesting that drawing distinc­ tions between environments in terms of their behavioral characte­ ristics is best done with the concept of a social-enviromental conti­ nuum rather than an urban-nonurban dichotomy. Also environmental input level as an explanation of urban social behaviour was tested in naturalistic environments, found to influence the level of help­ fulness for female subjects but not male subjects. Finally, a survey 106 NAMIK AYVALIOĞLU study was carried out in order to examine differences in attitudes of helpfulness between environements in the question.

    Urban Villages in China NIE, Zhi-Gang and WONG, Kwok-Chun Department of Real Estate and Construction University of Hong Kong, Pokfulam Road, Hong Kong Email: [email protected] Abstract: There are two main types of land ownership in China – state owned land, and land owned by village communes. During the rapid urbanization of China in the past 30 years, state owned lands were sold and developed into high densities apartments. These apartments were built literally surrounding existing rural villages. Village lands were, however, not allowed to be developed because of its rural history. But when the villagers saw the profits of development, they simply build new apartments illegally at rates and densities even higher than those on state owned lands. By now, the political problems of these illegal developments are too large to be handled by local city governments. Hence, as we now see, there are high density apartments built by villagers right inside city centres. Very often these apartments are poorer in qualities. This paper traces the history of this development, and tries to induce property right implications on excessive land exploitation, in the absence of effective building regulation and control. After 1911, a system of private land ownership was still, by and large, enforced by the Chinese Nationalist Party. The Communist Land Reform started in 1946.     10. Deep and shallow restorative peace Table 10.1 tentatively characterises Bougainville as a ‘restorative peace’ rather than the much more common phenomena of a ‘realist’ or ‘liberal peace’. A table like this might help us better see a conflict through a comparative lens, at the same time as it simplifies too much. Hence, in the conclusion to this chapter, we will reach the view that while Bougainville had a comparatively deep restorative peace locally, across the region that restorative peace was shallow. In particular, there remains a shallow regional reconciliation and a shallow integrity of regional truth on the question of honouring the outcome of the forthcoming referendum on independence for Bougainville. Table 10.2 characterises Bougainville as bottom-up for truth and reconciliation, which again is quite unusual compared with very common war settlements of non-truth and top-down reconciliation. Bougainville had no top-down truth commission such as we have seen in various Latin American countries, or a South African-style Truth and Reconciliation Commission. So we see Bougainville as a case of deep bottom-up reconciliation and shallow regional truth.
