All voters can now vote for all contests in the Primary Election, regardless of party preference. Top Two Primary To Summarize: There are no party-affiliated ballots in this election. Everyone votes the same ballot. You can vote for any candidate regardless of the candidate’s party preference. The candidates who receive the highest and second- highest votes cast during the Primary election advance to the General election, even if the two candidates have the same party preference or both have no party preference. The Top Two Primary laws only pertain to federal, statewide, and state legislative offices: U.S. Congressional, statewide and state legislative offices. It does not affect non-partisan contests (i.e. counties, cities, school and special districts) Write-In Candidates Write-in candidates are eligible to run in the Primary, and voters can cast their vote for that candidate by writing in the candidate’s name and filling in the oval next to the write-in line.
