    COUNTRIES AT THE CROSSROADS Countries at the Crossroads 2012: Malaysia Introduction Malaysia has over 28 million people, of whom approximately 63 percent are ethnic Malay, 25 percent Chinese, 7 percent Indian, and 4 percent Ibans and Kadazan-Dusun.1 Much of this diversity was created through the British formation of an extractive colonial economy, with the “indigenous” Malay community ordered into small holdings and rice cultivation, while the “non-Malays” were recruited from China and India into tin mining and plantation agriculture. Further, in preparing the territory for independence in 1957, the British fashioned a polity that was formally democratic, but would soon be encrusted by authoritarian controls. Throughout the 1960s, greater urbanization brought many Malays to the cities, where they encountered the comparative prosperity of the non-Malays. They perceived the multiethnic coalition that ruled the country, anchored by the United Malays National Organization (UMNO), but including the Malayan Chinese Association (MCA) and the Malayan Indian Congress (MIC), as doing little to enhance their living standards. At the same time, many non-Malays grew alienated by the discrimination they faced in accessing public sector resources. Thus, as voters in both communities swung to opposition parties in an election held in May 1969, the UMNO-led coalition, known as the Alliance, was gravely weakened. Shortly afterward, Malays and Chinese clashed in the capital, Kuala Lumpur, sparking ethnic rioting known as the May 13th incident. Two years of emergency rule followed during which parliament was closed. As the price for reopening parliament in 1971, UMNO imposed new curbs on civil liberties, thereby banning any questioning of the Malay “special rights” that are enshrined in constitution’s Article 153.

The episode began unravelling after Transport Minister Anthony Loke’s press secretary Lim Swee Kuan ranted on Facebook asking whether RTM was sabotaging the government and remarked that “heads must roll in RTM”. Lim also said that an official letter would be sent to Communications and Multimedia Minister Gobind Singh Deo on the matter. This came after RTM did not broadcast live the speeches by Loke and Negri Sembilan Menteri Besar Datuk Seri Aminuddin Harun at the event, except for Prime Minister Tun Dr Mahathir Mohamad’s speech. Also present at the event was Deputy Prime Minister Datuk Seri Dr Wan Azizah Wan Ismail. Gobind took up the matter immediately and requested RTM to submit a report and list down its Standard Operating Procedure (SOP) in handling requests for the station to cover an event. Judge Datuk Arifin Jaka deferred decision today after hearing submissions by counsel for the respective parties. Arifin will also make a ruling whether the officer, SAC1 Musa Hassan, should be recalled before or after Anwar and co-accused Sukma Darmawan Sasmitaat Madja testify, since the defence had started its case when it delivered its opening statements today before calling witnesses. Anwar and Sukma, who is his adopted brother, are charged with sodomising former driver Azizan Abu Bakar in 1993. Sukma, a businessman, is also facing a second charge of abetting Anwar to sodomise Azizan who is the former driver of Anwar's wife Datin Seri Dr Wan Azizah Wan Ismail. The High Court had on Monday ordered them to enter their defence. In applying to recall Musa, Karpal Singh said the defence wished to enlist his assistance to verify Anwar's alibi. Counsel said Anwar's defence of alibi depended very much on the verification, otherwise he would be unable to put up an effective defence. "It is in the best interest of all concerned if the alibi was verified for fear of a mistrial," Karpal Singh said when Arifin asked what clarification he was seeking from Musa. Karpal Singh said he suspected that what was being done in the case was not in accordance with the law. "Let's correct it at this stage and save the court from being embarrassed in the Court of Appeal later on," he said, pointing that the "error" could still be corrected at this stage.

First, Munir has stated Pakatan Rakyat’s inability to agree on a nominee as the reason for appointing Azmin. But then, isn’t Azmin even less qualified, as he was nominated by none? At least, Azizah was nominated by PKR and DAP. Second, Azizah has proven support of 30 Aduns (state assemblypersons), out of a total of 56. Doesn’t that kind of majority support make her the only qualified nominee, keeping in mind that Azmin not only had none, but had actually signed a sworn statement supporting Azizah’s nomination? Third, Munir Bani said Azmin was appointed because he was the deputy president of PKR, but isn’t Azizah even more qualified as the president of the party?     C Tuesday, Jun 05 2018 SIARAN MEDIA/ MEDIA RELEASE KEMENTERIAN KEWANGAN MALAYSIA MINISTRY OF FINANCE MALAYSIA The Ministry supports the introduction of EPF scheme for housewives The Ministry of Finance fully supports the initiative to introduce a new EPF scheme for housewives, as proposed by the Ministry of Women and Family Development led by YAB Deputy Prime Minister Datuk Seri Dr Wan Azizah Wan Ismail. This policy is in line with Pakatan Harapan’s manifesto to increase social security among women who depend on their husbands for income. The scheme is expected to start this year on voluntary basis. It would transfer two percentage points of the husband’s existing EPF contribution to the wife’s EPF account. This contribution would be topped up with a RM50 contribution from the government. I believe this is not burdensome for the husband as it does not reduce the takehome pay. Furthermore, the scheme would create more equitable family relations between spouses while roviding a wider safety net for the family institution. Currently, the EPF runs an additional voluntary retirement savings programme for the self-employed and for those without any regular income. Participants receive a government contribution of 15% on the amount put in by savers, subject to a RM250 yearly limit. According to the EPF, 90,599 participants that among them were housewives contributed a total of RM525 million in 2017. I understand that the Ministry of Women and Family Development together with the Employees Provident Fund will prepare a cabinet memorandum in the near future. The document will detail out the new scheme including its estimated cost and outline the interaction between the two programmes.
