Prime Minister of Malaysia, Dato’ Najib Abdul Razak; Honorable Chief Minister of Penang State Government Mr. Lim Guan Eng; Honorable Chief Minister of Selangor State Government Tan Sri Khalid Ibrahim, On the occasion of the global celebration of International Right to Know Day, on 28 September, we, the undersigned organisations, would like to highlight that access to information is a crucial part of an enabling environment in which the public and civil society organisations can participate in decision-making, and the media can report in the public interest and scrutinise wrongdoing and corruption in the public sector. It is, as a result, a key part of a sound development program, as well as being a human right. We are writing to ask the Federal Barisan Nasional coalition to make an election commitment, in the upcoming general elections, to adopt right to information legislation as soon as possible. The right to information has been recognised internationally as a fundamental human right and it is therefore incumbent on all countries to adopt legislation giving effect to it. To date, more than 90 countries around the world have adopted right to information legislation, affirming the global recognition of this fundamental human right, as enshrined in Article 19 of the Universal Declaration of Human Rights. We are very concerned that the Barisan Nasional government has persistently rejected calls to enact such a law and has instead systematically targeted whistleblowers and individuals who have sought to expose wrongdoing and corruption in the public sector. The government’s persistent denial of this right is putting its credibility and popularity increasingly at risk.

Didapati kedua-dua tokoh yang terlibat dalam kajian ini dikenali dalam oleh masyarakat Islam di Malaysia sebagai ahli politik. Bahkan tidak ramai yang mengenali mereka berdua sebagai antara ulama tersohor yang giat menyebarkan dakwah kepada masyarakat Islam melalui kuliah-kuliah agama dan penghasilan karya-karya dalam bidang tafsir al- Quran. Analisis kajian menunjukkan kedua-dua tokoh tersebut cenderung mentafsirkan ayat-ayat al-Quran mengikut aliran islah. Hal ini dapat dikenal pasti melalui penelitian yang mendalam terhadap ayat-ayat al- Quran yang terpilih yang ditafsirkan oleh kedua-dua tokoh tersebut dengan berdasarkan bentuk-bentuk islah yang dicadangkan oleh Muhammad ‘Abd al-‘Azīm al-Zarqānī. Hasil daripada analisis kajian menunjukkan kebanyakan ayat-ayat al-Quran yang ditasfirkan oleh kedua- dua tokoh tersebut banyak menyentuh keenam-enam bentuk-bentuk islah yang dicadangkan oleh al-Zarqānī iaitu melibatkan elemen akidah (Iṣlāḥ al-‘Aqā'id), ibadat (Iṣlāḥ al-'Ibādah), akhlak (Iṣlāḥ al-Akhlāq), pengurusan harta (Iṣlāḥ al-MāI), politik (Iṣlāḥ al-Siyāsah) dan kemasyarakatan (Iṣlāḥ al-Ijtimā').     COUNTRIES AT THE CROSSROADS Countries at the Crossroads 2012: Malaysia Introduction Malaysia has over 28 million people, of whom approximately 63 percent are ethnic Malay, 25 percent Chinese, 7 percent Indian, and 4 percent Ibans and Kadazan-Dusun.1 Much of this diversity was created through the British formation of an extractive colonial economy, with the “indigenous” Malay community ordered into small holdings and rice cultivation, while the “non-Malays” were recruited from China and India into tin mining and plantation agriculture. Further, in preparing the territory for independence in 1957, the British fashioned a polity that was formally democratic, but would soon be encrusted by authoritarian controls. Throughout the 1960s, greater urbanization brought many Malays to the cities, where they encountered the comparative prosperity of the non-Malays. They perceived the multiethnic coalition that ruled the country, anchored by the United Malays National Organization (UMNO), but including the Malayan Chinese Association (MCA) and the Malayan Indian Congress (MIC), as doing little to enhance their living standards. At the same time, many non-Malays grew alienated by the discrimination they faced in accessing public sector resources. Thus, as voters in both communities swung to opposition parties in an election held in May 1969, the UMNO-led coalition, known as the Alliance, was gravely weakened. Shortly afterward, Malays and Chinese clashed in the capital, Kuala Lumpur, sparking ethnic rioting known as the May 13th incident. Two years of emergency rule followed during which parliament was closed. As the price for reopening parliament in 1971, UMNO imposed new curbs on civil liberties, thereby banning any questioning of the Malay “special rights” that are enshrined in constitution’s Article 153.

    Wan Azizah: I am not out to deceive Kajang voters Free Malaysia Today 21 March 2014 Oleh K Pragalath KAJANG: PKR’s candidate for the Kajang by-election, Dr Wan Azizah Wan Ismail chastised Deputy Prime Minister Muhyiddin Yassin for accusing her of trying to deceive Kajang voters with her pretense as a person who prays. “Are you saying that I cannot even offer prayers? What am I going to con from the people here?” Azizah who is also PKR president asked during a ceramah session held last night in Taman Sentosa Villa near here. Two days ago Muhyiddin had told Kajang voters that they should not be deceived by pictures of Azizah praying as depicted on PKR election campaign billboards. The billboards show Azizah in prayer and the words ‘Justice for Anwar Ibrahim’. To discredit her, Azizah’s political opponents have also started a smear campaign describing her as a grandmother who would do best tending her grandchildren. “It is alright if they call me a grandmother. I am proud to be a grandmother. I am blessed with six children and six grandchildren,” she said. She also said that it was vital for her to fight against tyranny during her lifetime. “As long as I am alive, I will stand up and fight tyranny. Otherwise we will have to bow down. I am not willing to be suppressed,” she said. Azizah will face off MCA vice president Chew Mei Fun from BN this Sunday. The Kajang state seat fell vacant following the resignation of incumbent assemblymen Lee Chin Cheh of PKR on Jan 27.

The episode began unravelling after Transport Minister Anthony Loke’s press secretary Lim Swee Kuan ranted on Facebook asking whether RTM was sabotaging the government and remarked that “heads must roll in RTM”. Lim also said that an official letter would be sent to Communications and Multimedia Minister Gobind Singh Deo on the matter. This came after RTM did not broadcast live the speeches by Loke and Negri Sembilan Menteri Besar Datuk Seri Aminuddin Harun at the event, except for Prime Minister Tun Dr Mahathir Mohamad’s speech. Also present at the event was Deputy Prime Minister Datuk Seri Dr Wan Azizah Wan Ismail. Gobind took up the matter immediately and requested RTM to submit a report and list down its Standard Operating Procedure (SOP) in handling requests for the station to cover an event. On Thursday, after gleaning through the report, Gobind cleared RTM of any fault after finding that the broadcaster had adhered to the SOP by broadcasting only the delivery of speeches by the prime minister in any event also attended by ministers and menteris besar.

    22/10/1999 Court to decide today on bid to recall SAC Musa KUALA LUMPUR, Thurs. - The High Court will decide tomorrow whether to allow the defence in Datuk Seri Anwar Ibrahim's sodomy trial to recall the investigating officer. Judge Datuk Arifin Jaka deferred decision today after hearing submissions by counsel for the respective parties. Arifin will also make a ruling whether the officer, SAC1 Musa Hassan, should be recalled before or after Anwar and co-accused Sukma Darmawan Sasmitaat Madja testify, since the defence had started its case when it delivered its opening statements today before calling witnesses. Anwar and Sukma, who is his adopted brother, are charged with sodomising former driver Azizan Abu Bakar in 1993. Sukma, a businessman, is also facing a second charge of abetting Anwar to sodomise Azizan who is the former driver of Anwar's wife Datin Seri Dr Wan Azizah Wan Ismail. The High Court had on Monday ordered them to enter their defence. In applying to recall Musa, Karpal Singh said the defence wished to enlist his assistance to verify Anwar's alibi. Counsel said Anwar's defence of alibi depended very much on the verification, otherwise he would be unable to put up an effective defence. "It is in the best interest of all concerned if the alibi was verified for fear of a mistrial," Karpal Singh said when Arifin asked what clarification he was seeking from Musa. Karpal Singh said he suspected that what was being done in the case was not in accordance with the law. "Let's correct it at this stage and save the court from being embarrassed in the Court of Appeal later on," he said, pointing that the "error" could still be corrected at this stage.

    Time not right for hudud, says Khalid Ibrahim Malaysian Insider April 24,2013 By Amin Iskandar SHAH ALAM, April 24 ― Hudud law cannot be implemented in multi-racial Malaysia currently because the Federal Constitution bars it, Tan Sri Khalid Ibrahim said today. The caretaker Selangor mentri besar said that although the controversial Islamic penal code was accepted as a principle of Islamic administration, its execution was precluded by the constitutional safeguards afforded to Malaysia’s various ethnic groups. “We must accept the fact that in Islam, hudud is accepted as part of Islamic administration,” Khalid (picture) told reporters at the Selangor exco housing here today. “But I feel that it cannot be implemented in the current circumstances,” he added. Khalid stressed that the consensus of the people must be obtained before hudud could be implemented, saying: “The implementation of hudud, which goes beyond what is determined in the constitution, needs to get the approval of all Malaysians.” PAS president Datuk Seri Abdul Hadi Awang said last November at the party’s 58th annual conference that it may never entirely abandon its plans to impose hudud for Muslims, but had only softened its approach as the Islamist party knew it could not rule without its non-Muslim allies in Pakatan Rakyat (PR). MCA-owned English daily The Star ran full-page advertisements recently ahead of Election 2013, warning Malaysians that a vote for the DAP was a vote for PAS. Malay daily Utusan Malaysia reported PAS deputy spiritual leader Datuk Dr Haron Din today as saying that the Islamist party was confident that the DAP would accept hudud law because it was willing to contest in the May 5 polls using the PAS logo.
