1.0 INTRODUCTION

1.1 David Tucker Associates (DTA) has been commissioned by Mr J Tredwell to review the traffic implications arising from the future and ongoing site at the Graham Churchill recycling and infill operations at Croughton.

1.2 The site location is shown on Figure 1 and has been operating for many years as a waste recycling and infill site.

1.3 The currently proposed development will involve the import of inert material to partially infill the existing lake on the site to create a commercial course fishery. The infilling will be undertaken by Graham Churchill.

1.4 Overall, it is not expected that the proposal will result in any change in HGV traffic flows from the site. However, there will be a modest increase in flows resulting from the end use as a commercial fishery.

1.5 Against this background, this Transport Assessment (TA) considers the traffic impact of the proposals having regard to the existing surroundings of the site and the adjacent highway network. The report considers the ongoing traffic generation of the proposals and demonstrates that it will not result, in absolute terms, in any significant increase in flows on a daily basis over that already existing.

1.6 This TA therefore concludes that the proposed development will have no material impact on the safety or operation of the adjacent road network.

2.0 EXISTING CONDITIONS

2.1 Local Highway Network

2.1.1 The site is located on the B4031 around 1km to the east of the village of Croughton as shown on Figure 1.

2.1.2 The B4031 forms a local access road link between the A43 to the east and continues to the west to access a number of local villages including Croughton, and Deddington.

2.1.3 In the vicinity of the site, the road is a typical rural single carriageway road without street lighting, but with grass verges, road side ditches and hedgerows. The road measures around 6.5m in width and is marked with a solid white edge of carriageway marking. The road is generally of good alignment without overtaking restrictions. However to the west of the site there is a short series of bends where overtaking is prohibited and warning / chevron signs have been erected.

2.1.4 The site access is located to the east of these bends. The access has been formed as a simple priority junction, with a concrete apron extending to the east. Visibility at the site access is good, having been improved when the access was constructed and 4.5m x 160m can be achieved in each direction.

2.1.5 A road side has been erected opposite the site access stating “7.5 ton Weight Limit Croughton Village, all vehicles turn left”. The layout of the access has been designed to encourage HGVs not to turn right. At present some are doing so to access Croughton Airbase (located 500m to the west), but the company ensures that no vehicles route through the village itself.

2.1.6 Around 600m to the east the B4031 connects to the A43. The A43 is part of the strategic trunk road network and forms a link from the M40 to the south to the M1 at Northampton.

2.2 Existing Traffic Flows

2.2.1 In order to inform this assessment, two traffic surveys have been undertaken. The first was an Automatic Traffic Count (ATC) on the B4031. This was located to the east of the site access for the period 16/09/11 to 22/09/11. The raw data is included at Appendix A and the resulting five day average flows summarised below in Table 1.

2.2.2 It can be seen from the above that traffic flows are modest and well within the operational capacity of the road. The overall proportion of vehicles classified as HGV was 2% of the 24 hour period. This again is consistent with the nature of the road, particularly given the restrictions further to the west.

2.2.3 Recorded 85th percentile speeds on the road were 54.9mph westbound and 53.4mph eastbound. The average speeds were under 50mph and therefore in full accordance with expectations for the road, which is derestricted at this point.

2.2.4 In addition to the ATC, a manual turning count was undertaken at the site access on Tuesday 20th September 2011. The results of this survey are also provided at Appendix A. The survey shows a total of 34 movements (17 in and 17 out) using the access between 0700 and 1900 (although the gates actually opened at 08.00 and closed at 16.40 on the day of survey).

2.2.5 Of the vehicles recorded 11 were HGVs. 6 of HGVs turned right out of the site and were movements between RAF Croughton and the site. The remaining 5 movements were to /from the east from the A43 junction. SJT/13190-01 Final 3 20th January 2012

2.2.6 The remainder of the movements were cars / light vehicles and around half are attributable to a site meeting being held that day.

2.2.7 Graham Churchill has provided a record of the tipping loads for the month of September 2011. A summary table is attached at Appendix B. This shows a peak tipping rate of 64 loads per day and that on average there are 21.2 loads per day. As such the survey day was relatively lightly trafficked.

2.3 Highway Safety

2.3.1 Personal Injury Accident (PIA) data for the previous 5 years (01/08/2006 – 31/07/2011) has been provided by Northamptonshire County Council. This is the latest five year period currently available. Full details of the assessment are provided at Appendix C.

2.3.2 This data confirms that there have been a total of 24 personal injury accidents on the area of search. Of these the vast majority occurred at the A43 roundabout as can be expected and, only two PIAs have been recorded on the B4031.

2.3.3 One of these was a conflict at the mini-roundabout in the village, and is attributable to an inexperienced driver failing to properly give way. It resulted in a “slight” injury. The second resulted in “serious” injuries and was the result of a motorcyclist losing control. No other vehicles were involved.

2.3.4 There have been no recorded personal injury accidents on the B4031 or its junction with the A43 involving HGVs. Further, there have been no recorded accidents relating to the use of the site or in the vicinity of the site access.

2.3.5 On the basis of the above, there is no particular accident pattern or hotspot of concern on the local roads and it is concluded that there are no existing recorded highway safety issues to be addressed as a result of the development proposals.

3.0 TRAFFIC GENERATION AND IMPACT

3.1 Introduction

3.1.1 This section considers whether the proposed changes to operations at the site will have any material impact on the adjacent highway network.

3.2 HGV Traffic Generation

3.2.1 144,000m³ of material will be required for the infilling operation

3.2.2 It is envisaged that the infilling operation would take place of a period of 3 years.

3.2.3 Assuming that the material will be imported in 10m³ per lorry loads. This equates to 4800 loads/year.

3.2.4 Import of material is likely to take place on 250 days per year. An average of 19.2 loads per day.

3.2.5 As set out above, the existing import rate for September 2011 shows that the average was 21.2 loads per day.

3.2.6 The overall import rates are not likely to significantly change as a result of the proposals albeit it will be extended in duration by three years.

3.2.7 It is a fundamental nature of the business that processing and import of material is linked directly to demand from the local market and therefore the variability in loads day to day is likely to remain as at present.

3.3 Fishing Lake Traffic Generation

3.3.1 Once completed, the commercial fishing lake will generate additional movements to that recorded above. There are no appropriate comparator sites within the TRICS

database and therefore traffic generation has, in accordance with paragraph 4.59 of Guidance on Transport Assessment, been derived from first principles. It has first been assumed that lake would accommodate around 60 “pegs” for fishing.

3.3.2 It is considered that the pegs will be used at most once per day each. It is expected that 20 fishermen per day would use the facility on a peak non- competition day and that each fisherman would arrive in their own car. In addition to this, the site is likely to be visited on a daily basis by the management. On this basis, on a typical peak day, the site would generate a maximum of 20 inbound car trips.

3.3.3 For competitions, it is likely that all the pegs would be used. Typically however coaches are provided to transport the majority of competitors and therefore not result in significantly more vehicle movements to a peak non-competition day.

3.3.4 Within the site therefore it is proposed that there will be 20 car parking spaces and 1 coach parking spaces. These are considered to be sufficient to provide for a competition day whilst also providing sufficient parking for day to day operations.

3.4 Traffic Impact – HGV Movements

3.4.1 The existing operation of the site has been ongoing for some considerable period of the time, and has been managed by Graham Churchill since 2001.

3.4.2 The existing operation has demonstrably not lead to any identifiable operational or highway safety impact. As the HGV traffic generated from the site is expected to be comparable with historic and permitted levels there is not expected to be any detrimental impact to highway safety or capacity.

3.4.3 In the context of the flows on the B4031, the level of traffic generated by the site is extremely modest and equates to around 1% of the overall flows on the road throughout the day. Even if it the proposed development were considered to be

generating “new” traffic, the impact in terms of highway safety and operation would not be material.

3.4.4 Furthermore, there are no sensitive receptors identified between the site and A43. There are such receptors to the west, but as discussed above, existing measures are in place and enforced to prevent HGVs routing through the village.

3.4.5 In any event the operation will be limited and expected to be completed by 2015 so even if there were any adverse impact it would be limited in time.

3.5 Traffic Impact – Fishing Lakes

3.5.1 As set out above the end use of the lakes will generate modest additional flows and these could continue in perpetuity. In terms of peak hour and daily traffic impact terms, the level of movements will be extremely low and well within the daily variation in flows on the network. There are no existing highway safety or capacity issues which would be exacerbated by this modest development.

3.6 Site Access

3.6.1 As set out in the preceding assessments, the site access currently meets the necessary standards in terms of visibility splays having been relocated to the current position under planning consent Reference SN/99/560C and S/2007/0318.

3.6.2 The layout is clearly adequate for the existing and continued use by HGVs and this is confirmed by the lack of any evidence to suggest operational or highway safety issues with the junction, in terms of geometry or capacity. No alterations to the layout are therefore required.

4.0 SUMMARY AND CONCLUSIONS

4.1 This Transport Assessment (TA) considers the potential traffic impact of the proposals for the further importation of inert fill material to facilitate the creation of Fishing Lakes at Croughton.

4.2 The report considers the existing traffic generation and demonstrates that it will not result in any significant increase in flows on a daily basis over that historically or currently generated by the site. The further importation of inert material and hence the increase in length of operations will have an immaterial impact having regard to the existing permitted use. The level of additional traffic generated by the end use of the lakes for fishing is modest.

4.3 Currently there are no adverse issues arising from the site operation, it is therefore concluded that no off-site improvements are necessary as a result of the current proposals.

4.4 In summary therefore the proposals will not result in any detrimental impact on the safety or operation of the adjacent highway network. This TA therefore concludes that the proposed development will have no material impact on the safety or operation of the adjacent road network.
