Sriperumbudur Landowners Demand Fair Compensation For Acquired Land

Sriperumbudur: More than 2000 landowners belonging to Vadakal, Vallam and Budhanur villages around Sriperumbudur have descended on Vanniar Marriage Hall near SIPCOT office in Sriperumbudur on Wednesday after Kancheepuram District Collector Hanish Chhabra and Special Tahsildar - SIPCOT called for a meeting with the owners of the lands, which are going to be taken over by the state government for industrial expansion.

By the time it was 11 am, the scheduled time for the meeting to begin, the hall was full and people were seen standing outside the hall leading to the road unable to enter into the premises. The meeting was more or less one-sided as SIPCOT officials have allowed the land owners to express their mind regarding the takeover. Senior citizens, women, advocates representing their clients, industrialists, who want their land to be allotted to themselves for constructing industrial units spoke and wanted SICOT to do justice to their demand for fair compensation. A performa was distributed to the attendees to fill up their details along

with their expected compensation amount. Special Tahsildar has indicated that ‘landowners’ voice’ will be conveyed to the higher officials for fair compensation. He said, the high-level committee will decide about the compensation in the next six months and thereafter the process will be over in two months.

People filled the performa with the expected price of their land ranging from Rs 800 to Rs 2400 per sq ft. Some also referred news articles appeared in leading English dailies in March stating that land prices in Sriperumbudur had seen 1000 times appreciation for the last five years. Most of them mentioned the date and name of the newspapers which had these articles. A few even brought newspaper cuttings to attach along with the performa.

Speaking on the occasion, V Sarangapani, a high court advocate, who came to attend the meeting representing his clients, said, “The area where the land acquisition is taking place has seen unprecedented real estate appreciation over the years. Due to the acquisition notification issued by the government a few years back, land owners are not able to develop their land or sell it to the current market price. We are not against acquisition of land for public purposes. But compensation should match with the current market price. At present the ground value goes at Rs 1500-2000 per sq ft. The government should fix a minimum value of Rs 1500 for the land being acquired in these villages.”

He also alleged that SIPCOT is allocating land on lease to industrial units in these areas around Rs 80 lakh per acre. He asked the official to increase the amount for the benefit of the land owners.

People gave standing ovation to one of the landowners, who’s a native of Andhra Pradesh, when he told the authorities that four of his friends had passed away waiting compensation. “They don’t have even ‘legal hairs’ to claim the compensation. I request the SIPCOT officials to speed up the process as I do not want more people to go away without receiving the compensation amount.” Expressing her anguish, Nalini Parthsarathy, who is a retired government employee told this writer, “We are happy to give our land for common cause but should be adequately compensated. We don’t have people like Medha Patkar or Mamata Banerjee to fight with the government for the sake of farmers and land owners. We have to fight for ourselves and the government is taking advantage of our plights.”

Sivaraman, another landowner in Vadakal, has alleged that the government is trying to give compensation before passing of Land Acquisition Bill in the Parliament. “If the bill is passed, then the government has to give compensation four times the value of guide line value. So, SIPCOT is trying to wind up land acquisition with the existing law, which stipulates one-and-half times the value of guide line value to the land owners,” he said.

After hearing views of the landowners, collector Hanish Chhabra said the meeting would be the last one regarding the land acquisition in the respective villages. “I will submit my reports to the government in a couple of months and thereafter the government will decide upon the compensation part.” A senior SIPCOT official, who refused to be identified, said that compensation will be given to the landowners before the end of this year.

Most of the landowners have expressed views that government should take the market value into consideration before fixing the compensation for the land being taken over for industrial or airport expansion purposes.

Dear sh Iyar Any updates re Valuation order - I spoke to one Mr Jagdish on 27162203 on last Friday & was informed that the order is expected any minute. As I had problem in finding a Non-tamil person to get the update, may I request you to find out if the order re compensation is recd at their end & if yes what should we expect ?

Thank you sir., I just checked with SIPCOT office . they said the valuation order is yet to be finalised and will be intimated to the respective owners.

Hi Senthil Kumar, So, far i have not heard any news from the government announcing compensation for land owners. I heard that the collector has send his recommendation to the government and now the government has to announce the compensation. It will be notified also. So, look for such news on leading daily. Meanwhile, please update your address with SIPCOT office. They don't update change of address even you notify the same to them, as happened in my case. I have send for the second time last month, but still not sure, they have updated my change of address or not.

Dear Sriram, The best place to enquire about the SIPCOT land acquisition is at Sriperumbudur SIPCOT office only. There you will find a list of places with survey numbers. So, i suggest you visit the place once and confirm.

Hi Maheswari, If you have updated your address with sipcot, sriperumbudur authorities, then you will get the notification from SIPCOT to surrender your document to receive the compensation. you will have to wait for their letter. As GO has been passed by the collector, you will get the letter soon. Else, if you have anyone residing near to Sriperumbudur, you may ask him to contact the sipcot office for latest information.

HI Skumar, the latest news is that GO has been passed for compensation and will be notified by the government shortly. They will issue separate letter to all the landowners asking them to surrender the papers to process the compensation. You have to wait till then.

My name is Maheswari Ramachandran and reside in Delhi. I am also one of the plot owners at Vallam, whose plot has been compulsorily acquired, for which I had received a communication from the Govt.
