PUBLIC COMMENTS: None. CONSENT CALENDAR: Approval of the November 14, 2017 HPC meeting minutes MOTION: Doyle/Linhart made a motion to approve the November 14, 2017 HPC meeting minutes. Motion carried (4 Yes/0 No). REVIEW OF DRAFT CAMEO THEATER NATIONAL REGISTER OF HISTORIC PLACES NOMINATION MATERIAL: Patience Stuart provided an overview of the draft nomination material identifying four categories of: A. Trend or Event B. People C. Architecture or Construction D. Info potential (archeological) Brandon Grilc recapped that the building was constructed in 1936/1937. The architecture is Art Deco smooth concrete exterior walls, low relief panels at corniced interior, stainless steel trim on front of building. The theater as a 350 seat German inspired auditorium sloping seating arrangement and stage interior wall plaster or stucco, colors are original to the building, carpet has some original pieces. Architectural style wall, Art Deco light fixtures and Art Deco streamlined modern details. Alterations – Did not meet original architecture because of damage. Marquee is a replica. Ticket booth moved. Fountain now part of interior snack bar. 1950’s loge seating. Concession wall was opened up to form the snack bar area. Second floor lounge converted to projector room in 1970’s. Additional details are in the registration form. Patience Stuart noted the nomination material includes pictures of original projector. Chair Fieldhouse noted that when the City did the update on the downtown inventory Kenny Gunn thought that the designation would be a slam dunk. | CITY OF NEWBERG HISTORIC PRESERVATION COMMISSIONPage 2 MEETINGof 90 FEBRUARY 1, 2018 Patience Stuart noted that she thinks the application is strong. Under the category of people and the Ted Francis information is strong. Commissioner Howard noted it could be said that category A or B or both apply. Patience Stuart noted that the Cameo is not the first theater in Newberg but is the oldest remaining theater. Commissioner Doyle commented on various pieces of equipment identified in the nomination material. Brian Francis indicated he has the original projector. Commissioner Doyle inquired if it was important to have the old equipment. Commissioner Linhart commented that the stage was used for live theater historically. Patience Stuart commented that the Graphic did an article in 1937 and the builder and suppliers were noted in the article. Chair Fieldhouse indicated he was impressed by the architects and builders information. Margaret was an assistant in the building design and that the original design was from 1936. A 1913 floor plan may have been used and replicated in other theaters. He asked how many other theaters are listed in Oregon. Patience Stuart noted that it could be 15 to 16. Commissioner Doyle inquired if this application gets compared to other theaters built around the same time. Brian Francis indicated that not much has changes over the years. Kids were not allowed in the theater until about 2001. Chair Fieldhouse indicated he thought the loge seating was installed about 1965. There was a general discussion on switching out the seating. Patience Stuart shared that in 1965 the no kids rule went into place. In 1983 the twin cinemas were built. Trying to establish timelines and she needs to talk to the State Historic Preservation Office on beginning and end date for the nomination. Commissioner Doyle inquired if there will be an open house at some point if the nomination is approved. Brian Francis commented that the nitrate was still intact. The theater was 80 years old in 2017 on the day of the eclipse. Patience Stuart commented that the stage lighting is still in place. Brandon Grilc noted there is a fly tower behind the curtain where you have the weights. Chair Fieldhouse inquired on what the next steps are in the nomination process. Patience Stuart indicated it is to submit the proposal by March 1 to the State Historic Preservation Office (SHPO). There will be two rounds of review at SHPO. SHPO staff will prepare a package to the State Advisory Committee on Historic Preservation which will hold a hearing and recommendation. | CITY OF NEWBERG HISTORIC PRESERVATION COMMISSIONPage 3 MEETINGof 90 FEBRUARY 1, 2018 Chair Fieldhouse asked what the Commission can do. Patience Stuart noted letters of support after March 1 would be helpful. Commissioner Doyle shared that kids roller skated to the theater from St. Paul on Sunday’s in the summer. Patience Stuart suggested a letter of support from Brian Francis. Commissioner Doyle asked if there is a fee for the plaque. CDD Rux asked that if any Commissioners have comments on the proposal to send them to him within two weeks. Patience Stuart requested that the proposal not be on the web until a final document has been submitted. CDD Rux indicated he preferred not sharing the draft at this time as it is draft. STATEMENT OF ECONOMIC INTEREST: CDD Rux noted that there is a letter in the packet from City Recorder Sue Ryan on filing your Statement of Economic Interest information. The information will be available to file on March 15, 2018 on-line and closes on April 15, 2018. NEXT MEETING: The next meeting date is to be determined. Built in 1936-1937, the Cameo Theatre is located at 304 E First Street in the historic City Center/Downtown neighborhood of Newberg, Yamhill County, Oregon. The Newberg Historic Preservation Commission believes two of the eligibility requirements have been met for this nomination under Category A – Property associated with events that have made a significant contribution to the broad patterns of our history, and B – Property is associated with the lives of persons significant in our past. The Cameo Theatre has continuously operated since its opening in 1937 providing entertainment opportunities and influencing the culture of the community and Newberg area residents. The Cameo Theatre remains in the Francis family since the purchase of the building by Ted Francis in 1940. The details of the influence the theater and Mr. Francis have had to the Newberg community are detailed in the nomination material. The architectural style of the building is Art Deco and Streamline Moderne. Many of the architectural elements of both the exterior and interior remain as noted in the nomination packet. We encourage the State Advisory Commission on Historic Preservation to recommend listing of the Cameo Theatre to the National Register of Historic Places. First came EPCOT's The Seas With Nemo and Friends, a ride-through attraction — with guests on clam-mobiles — at Disney World in Orlando. In January 2007, Finding Nemo-The Musical officially opened in the recently enclosed and air-conditioned 1,500-seat Theater In the Wild, located in Disney World's Animal Kingdom. This production represents the first time that Disney has created a stage musical from a non-musical film. Finding Nemo-The Musical also raises the benchmark for this type of theme park attraction, something that has been anticipated since Anne Hamburger — formerly the producer of En Garde Arts in New York — became executive vice president of Disney Creative Entertainment. She has brought with her top-notch theatrical talent such as Peter Brosius, artistic director of The Children's Theatre Company of Minneapolis, who directed this stage version of Finding Nemo, which features original songs by Tony Award-winning Avenue Q co-composer/creator Robert Lopez and Kristen Anderson-Lopez, co-creator of the a cappella musical Along the Way. The 30-minute musical follows the plot of the film and features Marlin, an overprotective father fish who has to venture through the dangers of the deep to rescue his curious son, Nemo, who is held captive in a fish tank in a dentist's office.
