The Company’s brief is to generate industry, tourism and regional development in the wider Shannon area, known as the Shannon Region. This covers an area of some 10,000 square kilometres spanning counties Clare, Limerick, North Tipperary, South Offaly and North Kerry, which collectively have a population of over 407,000. In announcing the new arrangements, the Minister indicated that his Department would prepare an economic and tourism development plan for the region. The transitional arrangements for Shannon Airport provide that the 1:1 Shannon stop requirement for transatlantic air services serving Ireland (1 stop at Shannon for every stop at Dublin) would change to 1:3 for the period from October, 2006 to the end of March, 2008 after which the Shannon stop requirement would end. During this transition period, Irish air carriers are allowed to operate services to three points in the United States in addition to Boston, Chicago, Los Angeles and New York. The proposed Air Transport Agreement between the European Community and its Member States on the one hand and the United States on the other was signed at the EU US Summit on 30 April 2007. While it will not enter into effect until 30 March 2008, the transitional arrangements relating to Ireland are being applied in the terms originally agreed with effect from 23 March 2007. -

Birr Town & Environs Development Plan 2010-2016 Chapter 9 Employment, Economy, Enterprise & Tourism Chapter 9 Employment, Economy, Enterprise & Tourism 9.0 Aim The following are the main aims of this chapter: To build on Birr’s current economic strengths, recognise its challenges and strive to improve same, therefore ensuring that its people will have access to a range of quality employment opportunities in the town’s catchment area, “bringing people and jobs closer together”: To promote Birr as a “Tourism Centre” for the “Western Area” of the Midlands and to continue to support/facilitate the development and diversification of tourism in an environmental and sustainable manner. These aims are of high importance to Birr’s success as a “Key Service Town” and will allow for a greater quality of life for the inhabitants of South-West Offaly. 9.1 Context 9.1.1 The National Economy The NDP 2007-2013 sets out the economic and social investment priorities necessary to realise the vision of a better quality of life for all. In excess of €54.6 billion will to be invested nationally over this period to address economic infrastructure deficits, which are vital for the Country’s future economic growth, regional development and environmental sustainability. A further €20 billion is to be invested in Enterprise, Science and Innovation. At county and regional level, development of the Midlands Gateway as the economic driver of the region is set to be the largest beneficiary of national funding. However, Birr and neighbouring towns and villages, are also broadly included as priority areas for investment which may address the following areas: infrastructure, enterprise and employment, agriculture and food, tourism, culture & sport and social inclusion, as resources permit. -

Trailhead: Devil’s Bit Car 12. SLIEVE FELIM WAY Trailhead: Clare Glens Amenity 14. LOUGH DERG WAY Area, North Tipperary Park, Barnane, Templemore, The Lough Derg Way is a spectacular linear route that stretches from Limerick City, to Killaloe/Ballina (26km) Co Tipperary Stretching from Murroe in County Limerick to Silvermines Village in County Tipperary, a total distance of Services: Murroe (5km) and from Killaloe/Ballina to Dromineer (43km). The route is located along the banks of the River Shannon, the approximately 44km, the Slieve Felim Way takes you into the very heart of beautiful, rural countryside. The Way Services: Templemore (4km) old Shannon navigational canal and the eastern shores of Lough Derg. The terrain is a mix of riverbank, canal provides walkers with a series of stunning views from different mountains along the route. The total aggregate Distance/Time: Nature Loop bank, forest track, open countryside, old roadway and minor road. The Lough Derg Way explores some of the Distance/Time: 5km / 1hr ascent over the route is less than 900m, and there are no significant climbs. Commencing with the Slieve Felim (Green Arrows) 2km / 30mins - fascinating heritage of the old Limerick Navigation system and showcases some of the finest scenery around 30mins – 2 hours range to the south, valleys and hills run east-west in the general area. The 2,279 ft (694m)-high Keeper Hill – 1hr Glen Loop (Purple Arrows) Lough Derg. the highest mountain in the Shannon Region – comes into view as you move northwards through the Mauher 4km / 1-1hr 30mins Ascent: 430m/200m Slieve Hills, which predominately lie to the east of the walk. -

MID-WEST REGIONAL PLANNING GUIDELINES 2010 – 2022 Vol.1 Mid-West Regional Authority Údarás Réigiúnach an Mhean-Iarthair Mid-West Regional Planning Guidelines 2010 – 2022 FoReWoRd It is my pleasure to present the Mid-West Regional Planning Guidelines 2010-2022. The first Regional Plan- ning Guidelines for the Mid-West Region were produced to cover the period 2004-2016. The new Guidelines learn from and build upon these earlier Guidelines bringing them up to date and reflecting current and an- ticipated development trends in the Mid-West Region. They also take into consideration new legislation that was introduced in 2010, i.e. The Planning and Development (Amendment) Act which requires local planning authorities to develop ‘core strategies’ consistent with these Regional Planning Guidelines and the National Spatial Strategy. The review of the 2004 Guidelines comes at a time of great change in the economic climate both worldwide and in Ireland. There is no doubt that these changes present real challenges to policy makers and implementa- tion bodies at a local, regional and national Government level. However, they also create both an opportunity and a necessity to improve policy development mechanisms and coordination across implementation bodies so that the country and its regions are well positioned to benefit from and contribute to future economic improvement. The Guidelines offer a long term strategic planning framework for the Mid-West Region and have been developed through a collaborative process involving elected representatives, Local Authorities and other public bodies in the region, private sector and civil society organisations and members of the public. These Guidelines are set within the overall policy framework established by the National Spatial Strategy first adopted in 2002 and updated in 2010 and the National Development Plan 2007-2013. -

27 March 2001 Mr Cathal Guiomard Head of Economic Affairs Commissioner for Aviation Regulation 36 Upper Mount Street Dublin 2 Dear Mr Guiomard, The attached brief commentary shows the positive performance of the Mid-West region and the importance of Shannon Airport underlying that success. The ability of the airport owner/operator to further market and develop Shannon Airport will be a vital criterion in the economic growth potential of the Mid-West (and surrounding) regions. The determination by the Commission of an airport charges regime will be a key factor in the airport performance. It is recommended by Rural Resource Development & EC Leader Organisation that very careful consideration be given to regional dimension of Shannon Airport and its competitive position particularly relating to Dublin Airport. The charging structure should: (a) allow Shannon Airport to be competitive viz a viz Dublin i.e. its charges should not be greater; (b) provide Shannon Airport with the ability to invest in required facilities for the future by the provision of adequate funding. (c) allow Shannon Airport to market itself in an appropriate manner and with adequate funding. One way of ensuring that Shannon’s Airports contribution to the region will be maintained and enhanced is for the Commission to regulate the three airports as a group.
