VERSUS Workshop 4 July 2019 — 1st Draft Yemen’s Salafi Network(s): Mortgaging the Country’s Future Thanos Petouris Introduction The takeover of the Yemeni capital Sanaʿa by the Huthi forces in September 2014 and their subsequent coup of February 2015 that led to the ousting of the incumbent president ʿAbd Rabbu Mansur Hadi and his government signify the beginning of the current Yemeni civil war. The restoration of president Hadi’s rule is also the ostensible primary aim of the direct military intervention by the Saudi and Emirati-led Arab coalition forces, which is also intent on defeating the Huthi movement. The rise of the Huthis, or Ansar Allah as they call themselves, has been inextricably linked with the rise and activities of Salafi activists in the northern Yemeni heartland of the Zaydi Shiʿa sect and has been depicted as a response, in part, both to the doctrinal challenge and social pressure exerted over the Zaydi community by Salafism.1 Since the beginning of the Yemeni civil war Salafi militiamen, either individually or as leaders of larger groups, have participated in numerous military operations mostly under the control of the Arab coalition forces.2 Their active involvement in the conflict marks a significant departure from the doctrinal tenets of Yemeni Salafism, which are generally characterised by a reluctance for participation in the politics of the land.3 Today, more than four years into the conflict, what can be termed as Yemen’s Salafi Network is conspicuous by its established presence both within local political movements (Southern Transitional Council; hereafter STC), and as part of coalition-led military units (Security Belt forces, local Elite forces, Giants Brigades etc). -

The Adaptive Transformation of Yemen's Republican Guard By Lucas Winter Journal Article | Mar 7 2017 - 9:45pm The Adaptive Transformation of Yemen’s Republican Guard Lucas Winter In the summer of 1978, Colonel Ali Abdullah Saleh became president of the Yemeni Arab Republic (YAR) or North Yemen. Like his short-lived predecessor Ahmad al-Ghashmi, Saleh had been a tank unit commander in the YAR military before ascending the ranks.[1] Like al-Ghashmi, Saleh belonged to a tribe with limited national political influence but a strong presence in the country’s military.[2] Three months into Saleh’s presidency, conspirators allied with communists from the Popular Democratic Republic of Yemen (PDRY), or South Yemen, staged a coup and briefly seized key government installations in the capital Sana’a. The 1st Armored Brigade, North Yemen’s main tank unit at the time, was deployed to quell the insurrection. The 1st Armored Brigade subsequently expanded to become the 1st Armored Division. Commanded by Saleh’s kinsman Ali Muhsin al-Ahmar, it became North Yemen’s premiere military unit and took control of vital installations in the capital. The division played a decisive role in securing victory for Saleh and his allies in Yemen’s 1994 Civil War. Although the 1st Armored Division functioned as President Saleh’s Praetorian Guard, his personal safety was in the hands of the Yemeni Republican Guard (YRG), a small force created with Egyptian support in the early days of the republic.[3] YRG headquarters were in “Base 48,” located on the capital’s southern outskirts abutting the territories of Saleh’s Sanhan tribe. -

مركز أبعاد للدراسات والبحوث Abaad Studies & Research Center Yemen's National Army in the Hot Fighting Fronts Introduction The National Army and the Popular Resistance have been fighting the Houthis since the formation of the Yemeni government forces after the launch of the Saudi-led Arab Coalition in March 2015 (1) to confront the Houthi coup against the internationally-recognized legitimate government. The Arab Coalition depends upon these forces in its military operations in most of fighting fronts with the Houthis. The Houthis took control of the Yemeni state including military and security camps and weapons following their takeover of the capital Sana›a in September 2014 and the announcement of their Popular Committees /Revolutionary Committee as the main apparatus in the security, military and political institutions of the state. The army and security institutions were the most prominent institutions where the national creed was bulldozed into a sectarian creed and tens of thousands of fighters, loyal to the Houthi armed group, were recruited in both institutions. Research Methodology This analytical study is based on the collection of field information from the hottest military fronts and strategic fronts affecting the military equation. Those fronts are in contact points between the National Army forces under the authority of President Abd Rabbo Mansour Hadi and the Houthi armed group. Those contact areas are included within five military regions (seventh, sixth, fifth, fourth and third). The Abaad Center held field meetings with new recruits and military officers in the National Army. The researchers also met with 15 military leaders to investigate the situation of the armed forces in the new Yemeni Army, the reasons behind the delay in the military decisiveness, information about military forces fighting on the fronts, their loyalty, their decision and their military plans. -

Berry Shell UK Exploration and Production ABSTRACT The Marib-Shabwa Basin is part of an extensive west-northwest oriented, petroliferous rift system straddling Southern Arabia and the Horn of Africa. The history of the basin has been unravelled using well and seismic data gathered by Nimir Petroleum Company between 1992 and 1995. Four megasequences have been defined using seismic data and these have been further subdivided using integrated well and seismic information. A fifth megasequence is identified from regional information but has been eroded within Nimir's Block 4. Pre-Rift Megasequence sedimentation began in the Middle Jurassic when transgression from the southeast resulted in the deposition of paralic clastic rocks and shallow-marine carbonates of the Kohlan and Shuqra formations. Rapid deepening in the Oxfordian resulted in the deposition of anoxic shales in the basin immediately prior to rifting. The Syn-Rift Megasequence is of Kimmeridgian-Tithonian age. Adjacent to basin margins and elevated intra-basinal highs, thick turbidites of the Lam Formation accumulated. However, over much of Block 4, rift geometries produced sediment-starved areas where Madbi Formation carbonates accumulated. As rift topography was infilled, fine-grained clastics of the upper Lam Formation spread throughout the basin. Following minor fault reactivation, rifting stopped in the mid-Tithonian. Carbonate deposition (Ayad Formation) in early post-rift times was rapidly followed by isolation of the basin from the open ocean to the southeast. -

United Nations S/2013/383 Security Council Distr.: General 28 June 2013 Original: English Report of the Secretary-General on children and armed conflict in Yemen Summary The present report is the first to deal specifically with the situation of children and armed conflict in Yemen. The report, which covers the period from July 2011 to March 2013, contains detailed information on incidents of all six types of grave violations against children, by both the armed forces and armed groups in Yemen. Such incidents include recruitment and use, killing and maiming, rape and other grave acts of sexual violence, abductions and attacks on schools and hospitals, as well as denial of humanitarian access. Children in Yemen continue to be victims of grave child rights violations. Overall, violations such as attacks on schools and hospitals and the killing of children have decreased during the course of the reporting period as a result of reduced numbers of incidents of armed violence and civil unrest and the progress made in the implementation of Yemen’s Transition Agreement, signed in Riyadh on 23 November 2011. However, there has been an increase in the numbers of child casualties related to mines, unexploded ordnance and explosive remnants of war. Incidents of association of children with armed forces and armed groups, as well as attacks on schools, also continue to be reported. During the course of the reporting period, the United Nations and its partners progressively expanded their monitoring and reporting network, which has contributed to an increase in verified reports of the recruitment and use of children by the armed forces and various armed groups, as well as of cases of sexual violence and the killing and maiming of children by mines, unexploded ordnance and explosive remnants of war. -
Attacks on Protesters
JANUARY 2012 COUNTRY SUMMARY Yemen Human rights violations increased significantly in Yemen in 2011, as authorities sought to quash largely peaceful demonstrations challenging the 33-year rule of President Ali Abdullah Saleh. State security forces, often acting together with armed plainclothes assailants, responded to anti-government protests with excessive and deadly force, killing at least 250 people and wounding more than 1,000. Clashes on several fronts between government forces and various armed groups killed scores more civilians and displaced more than 100,000 others. State security forces, opposition tribal fighters, and Islamist militants may have committed laws of war violations during some of these confrontations. Attacks on Protesters In January, inspired by popular uprisings in Tunisia and Egypt, thousands of Yemenis began protests in major cities to force President Saleh’s resignation. Popular discontent, fueled by widespread unemployment and government corruption, soared in late 2010 after the ruling party proposed to amend electoral laws and the constitution so that Saleh could stand for re-election when his seventh term expires in 2013. Security forces responded to the largely peaceful demonstrations with excessive force, often firing live ammunition directly at unarmed protesters. These forces include Central Security, a paramilitary unit commanded by President Saleh’s nephew, Yahya Saleh; the Republican Guard, an elite army unit led by the president’s son, Ahmed Saleh; and General Security. Central Security includes a counterterrorism unit that receives United States training, but Human Rights Watch was unable to verify allegations that the unit participated in the attacks on protests. The security forces sometimes attacked protesters together with armed assailants in civilian clothing, or stood by during attacks by armed gangs.
