City of Fernley In Town Park Mural Request for Proposal

City of Fernley Arts & Culture Task Force The City of Fernley Arts & Cultural Task Force is pleased to work with the Public Works Parks Department in offering this opportunity. The In Town Park is the city’s oldest park built over 50 years ago and currently includes amenities for both young children as well as teenagers. Construction of the skatepark was completed in May of 2004 and has been improved upon and expanded throughout the last 15 years. The skatepark provides a recreational, safe environment for extreme sports such as in-line skating, , and biking. The park consists of a concrete surface with ten steel and concrete obstacles.

The vision of the Fernley Arts and Culture Task Force is to bring together artists and art organizations to foster an environment which art and culture enhance our community. The mission of the Arts and Culture Task Force is to encourage creativity and enrich resident’s lives through arts and culture. Our guiding principles: • Advocacy: to promote the essential value of the arts in the lives of all Fernley residents. • Appreciation: to encourage the creative spirit and recognize the arts as a valuable platform to promote economic vitality in the community. • Education: to engage all ages in visual, performing, and literary art forms through diverse programming and community outreach. • Support: to facilitate the creative endeavors of artists and small arts organizations.

Description of Project Opportunity: Skatepark Mural The City of Fernley Arts & Cultural Task Force is seeking an artist to design and implement a mural installation on the concrete and steel surfaces of the Fernley In Town skatepark. The goal of this project is to create a public art mural on the skatepark surfaces to enhance the visual appeal of the skate park amenities and work with surrounding neighborhoods to establish ownership and pride of the park. Public art at this location should promote activity, creativity, playfulness, and relevance to the park location. The selection committee will give preference to artists/artist teams whose proposals incorporate community engagement.

Restrictions on mural art: Business names/logos, branded tags, acronyms, trademarks, and any commercial advertising are prohibited in artwork.

There will be an informal opportunity for interested artist/artists teams to ask City staff any questions about the project on May 16th from 5:00 pm to 6:00 pm at the City of Fernley In Town Park Skate Park, 90 S. Center Street, Fernley, Nevada. Surfaces available for the mural installation include concrete floor and concrete and steel obstacles. Design should make use of available skate park space including the concrete floor and obstacles (bank ramps, vert ramps, a wave ramp, stairs, decks, pyramid corners, boxes, quarter pipes, ramp sides, ramp walls, etc.) and offer creative solutions to deter graffiti and vandalism. Photos of the skate park are included in back of the request for proposal.

Proposal Submission Requirements A complete application must include all of the materials listed below:

1. Submit a resume with your name, address, telephone number, email address and include relevant work experiences to mentioned project. 2. References: Each artist should provide three (3) professional references or recommendation letters with contact information for each reference. 3. Submit work samples, visual representations of past artwork that demonstrate qualifications for this project. To be considered for this project, candidates must upload 5-10 images. Slides, prints, or any physical submissions of artwork will not be accepted. Imaged must be formatted as high- resolution jpeg files or pdf, other formats will not be accepted. 4. A written summary describing the proposed mural, taking into account the location, it’s surroundings, the history of the area, and the community. The summary must include why the artist is interested in painting the mural. 5. A rough or loose concept drawing and dimensions for the proposed mural design for this location. 6. A budget for the proposed mural including which materials/mediums will be used.

Also, all information submitted in response to this proposal is itself a public record without exception. Submission of any materials in response to this proposal constitutes a waiver by the applicant of any claim that the information is protected from disclosure. By submitting materials, (1) you are consenting to release of such materials by the City of Fernley and Arts and Culture Task Force if requested under the Public Records Act without further notice to you and (2) you agree to indemnify and hold harmless the

parties named herein for release of such information. Furthermore, all proposals may be considered for future public art projects.

Artist Eligibility This call for proposals is open to professional artists with reviewable portfolios are eligible. Community groups, youth and student artists who work with a professional artist on the project are also eligible. Art teachers who are interested in mentoring a group of students are encouraged to apply if they have mural or public art experience or work in collaboration with a professional artist that has such experience. Youth artists or volunteers should be between the ages of 12 and 19 years of age with an aptitude in the arts appropriate to the project.

Members of the City of Fernley Arts and Culture Task Force who wish to participate in the proposal, must remove themselves from the selection committee review and selection process.

Project Budget Funding is inclusive. Depending on artist, design size and design complexity, costs will vary. Include all material and costs in the proposal. The project budget is $7,500 and should be inclusive of all artist fees, and all expenses related to design development, materials, community engagement activities, travel, installation of the artwork, insurance, and all other project related expenses. This includes sealant layers as specified or alternates as approved.

Payment of the artist will be based on the following scheduled: • 25% Completion of community engagement if included in the proposal • 75% Completion of mural installation OR • 100% Completion of mural installation if community engagement is not included in proposal

Selection Process and Evaluation Criteria A selection committee will review applications for completeness and may reject incomplete applications.

A selection committee will review and evaluate applicants resume, references, work samples, and budget based on criteria that may include but is not limited to the following: • Aesthetic excellence of past projects • Experience, success, and/or interest in community engagement in the process of creating public artwork • Proven track record of using the materials and methods appropriate for this project • Demonstrated ability to manage projects with similar budgets on time and on budget During the review process and at the City’s discretion, artist/artist teams may be invited to interview with the selection committee.

The selection committee will evaluate the written summary describing the proposed mural, concept drawings and dimensions for the proposed mural design on the following criteria: • Originality of design – Is the artwork unique and original to the proposing artist? • Artistic merit of design – Is the design visually and conceptually stimulating? • Design’s relevance to Fernley – How will the design interact with its viewers in this community?

Artwork submitted must be the Artist’s original, creative work. Concept drawings which contain imagery that is copyrighted by a different entity, stolen, or copied from any other source will not be considered. Historic images/imagery may be incorporated if public domain or with permission of use.

Estimated Completion Timeline • May 1-31, 2019: Accepting Proposals • Deadline to submit proposals: 4:00 pm local time Friday May 31st, 2019 • June 1-7th, 2019: Selection committee review proposals • June 10-14th, 2019: Artists are notified of selection • June 17-21st, 2019: Forms signed • June 24th, 2019: Execution of Skatepark Mural project may begin • On Completion: Final payment of Artist Fees Note: These dates are subject to change.

Artist Compliance The artist is responsible for worksite safety and will be asked to sign a City of Fernley liability waiver prior to work beginning. All contracts are subject to review by the City of Fernley’s legal counsel, and a project will be awarded upon signing of a City of Fernley agreement or contract which outlines the terms, scope, budget, and other necessary items.

No artists may begin any installation until the design is approved and all required liability and City of Fernley agreement/contract forms are completed and submitted to the City Manager’s Office, and a permit is issued by the City of Fernley. Where an artist(s) or volunteer(s) is under age 18, a parent or guardian is required to sign all forms.

Upon completion, the property owner, City of Fernley, will retain all rights of ownership to the artwork, including the right to alter, repair or remove the work as needed. A good faith effort will be made to consult the artist about repairs, if needed, but the property owner, City of Fernley, is not obligated to work with the artist to make repairs. Copyright license will be granted to the City of Fernley for publicity, educational and reasonable promotional purposes.

Artists/art groups who complete a mural project may be featured in digital and traditional promotional materials and media.

Finishing Once the murals are completed and approved by the City of Fernley, an anti-graffiti clear-coat must be applied. This clear-coat project will be supplied to the artist by the City of Fernley.

Rights and Disclaimers This request for proposal does not obligate the City to pay any cost incurred by the respondents in the preparation and submission of a response. Furthermore, the request for proposal does not obligate the City to accept or contract for any expressed or implied services.

The City reserves the right to reject any and all proposals. The City reserves the right to: i. To negotiate changes of any nature with any Finalist or Awardee with respect to discrepancies between the designs selected for the contract and the art that will be commissioned by the City, and 4

ii. To enter into an agreement for some or all of the work with one or more candidates that do not submit proposals.

Although candidates should make their best faith effort to comply with the requirements outlined in this proposal, the City may, in its discretion, waive non-compliance. The evaluation criteria are intended to be used to make a recommendation to the entity or person within the City authorized to award the contract. That entity or person is not bound to use these criteria or to award on the basis of the recommendation. The City reserves the right to change the criteria and to otherwise vary from this procedure as it determines to be in the City’s interest.

The City of Fernley and the Fernley Arts and Culture Task Force does not discriminate on the basis of age, race, sex, color, national origin, religion, or disability in admission to, access to, or operations of its programs, services, or activities.

In Town Park View The skatepark consists of two concrete sections and ten total concrete and/or steel obstacles. The west side concrete section is 4178 square feet and the east side is 4452 square feet; for a total of about 8630 square feet.
