(FOUO) Health: Detaineehas been seen 85 times by medicalin the clinic (novisits for psychiatricreasons). The rehabilitationdoctor last sawdetainee 5 December2002 for an evaluationof his prostheticleg. He hasrequired a prolongedadmission to the hospitalfor treatmentof severeosteomyelitis in his left foot, which resultedin the subsequentamputation of his left legbelow the knee. His in-processingweight was 110lbs., and his mostrecent weight on 22 November2002 was 137lbs. He hasreceived his completetetanus series. He wasplaced on latentTB protocolbut wasdiscontinued due to patientnon-compliance. He hasbeen followed extensivelyby physicaltherapy, orthopedics, and rehabilitation. He hasmade good progress in the useof his prostheticleg. He hasno outstandingmedical problems at this time. 3. (S) JTF GTMO Assessment: a. (S) Summary: It hasbeen assessed detainee is a memberof EasternTurkistan Islamic Party(ETIM) andaffiliated with Al-Qaidaand/or its globalterrorist network. He fought alongsidea groupof IslamicMovement of Uzbekistan(IMU) membersagainst the Northern Alliance. Dueto detainee'sproximity, associations and activities, he is likely to possess informationon ETIM andIMU seniormembers, operations, and training. Basedon the above,detainee poses a low threatto theUS, its interestsor its allies. 4. (S//NF)Detainee Background Summary: a. Prior History: Detaineewas born on26 JanuaryI97l lnXinjiang,CH with threeyears of highereducation in oil refiningand exploration. Detainee speaks English, Uighur, Uzbek andPersian-Farsi. He is marriedand has two children.In September2000, the Chinese govemmentarrested detainee while he wasin a line seekingemployment, though it remains unclearwhy he wasarrested. b. Recruitment & Travel: Detaineedeparted China via taxi in September2000. He traveledto Bishkek,Kyrgyzstan(KG) wherehe stayedfor 3-5 daysthen boarded a planeto Islamabad,Pakistan (PK) with a two-daystay over in Karachi,PK. Detaineetook a busto Kabul,AF then ataxito a guesthouseran by EastemTurkistan Islamic Movement (ETIM), (Analystnote: The ETIM is a Tier 4 target,Tier 4 targetsare defined as other foreign terroristgroups which areconsidered to be anti-USbut includedin Tiers0-3.) which had approximately100 Uighurs working in the area.Detainee worked at the guesthousein an administrativeposition from September2000 to October200I. A few weeksafter his family arived, detaineeleft Kabul andwent to Konduz,AF. c. Training & Activities: While in Pakistan,detainee became involved with theETIM. He wasalso advised that an ETIM trainingcamp existed in the mountainsnear Jalalabad, AF, in which individualswere instructed in variousforms of fightingtactics. Detaineedid not know the nameof that facility or specifictactics that weretaught there. Detainee traveled to Kabul,where he wasemployed at an office of the ETIM. He identifiedhis dutiesas typing dictatedinformation into a computer.Detainee claims that afterthe Americansbegan bombingAfghanistan, he wastold he would haveto fight againstGeneral Dostum's forces in the north. Detaineeclaims he was giventwo daystraining on smallarms and sent to the front lines.About eightdays later, he wasmanning a fightingposition when the American bombersattacked his group.He stayedat an IslamicMovement of Uzbekistan(IMU) safehouseand fought with the IMU againstthe NorthernAlliance. Detainee fled Konduz,AF with otherpersonnel in a vehicle. (Analystnote: The IMU is a Tier 1 target. Gapture lnformation: GeneralDostum stopped the vehicle detainee was riding in near Mazar-E-Sharif,AF. Whenhis weaponwas confiscated, he wasput backon the vehicleand transportedto QalaiJanghi Prison inMazar-E-Sharif, where detainee was present for the uprising. He receivedan injury duringthe uprisingthat eventuallyled to the amputationof his left leg belowthe knee. ICRC cameto the campand the prisonerswere transferred to Sheberghan,AF, thentransfered to US Control.He hadtwo businesscards affiliated with the internationalpress. Detainee did not haveany money,passport or otherdocuments. e. (S) Transferred to JTF GTMO: 2l January2002 f. (S/NF) DetaineeThreat: a. Assessment:It hasbeen determined detainee poses a LOW risk, ashe is not likely to posea threatto theUS, its interestsand allies. b. (S//NF)Reasons for Releaseor Transfer to Another Country: o (S/A[F)Detainee is a memberof the EasternTurkistan Islamic Movement (ETIM) andfought against the Northern Alliance with membersof the IslamicMovement of Uzbekistan(IMU). o (S/A[F)Detainee is an admittedmember of the EasternTurkistan Islamic Movement(ETIM). o (S/AIF)Detainee worked as a typist at an ETIM office in Kabul,AF between September2001 and October 200I. Thisoffice produced a varietyof politicaland religiouspropaganda. He claimshe receivedno military trainingwhile in Afghanistanother than rudimentary lxK-47 training in preparationfor fighting the NorthernAlliance. (Analystnote: It is suspectthat detaineereceived no military trainingvia the Uighur trainingcamp near Tora Bora, AF. Almost all Uighurswent throughtraining at the trainingcamp.) o (S/A{F)Early in 2001the ETIM arrangedfor detainee'sfamily to moveto Kabul, AF andprovided a residencefor them. (S//NIF)According to reporting, The ETIM and IMU Islamic extremist groups merged in2003 and their new name is the Islamic Party of Turkistan (IPT). o (S/Af$ In previous JTF-GTMO assessmentsdetainee was identified as a trainer and leader at the Uighur training camp in the Tora Bora Mountains. After a complete search ofnational-level counter-terroristdatabases and detainee'shard and soft files, corroborating documentationhas not been found validating this claim. c. (S) Detainee's Conduct: Detaineehas a pasthistory of passivebehavior. Detaineeis currently in camp four and has been at level one for three hundred and sixty days. Detainee has recently been observedmaking a weapon out of an MRE wrapper. Detaineehas also beenreported as a lookout and in possessionofcontraband. Detainee has beenassessed as a moderateforce protection threat. 6. (S/NF) Detainee Intelligence Value Assessment: a. (S//NF) Assessment: JTF-GTMO has determineddetainee is of MEDIUM intelligencevalue. o Due to detainee'sproximity, associationsand activities, the detaineemay be able to provide extensiveinformation on the East Turkistan Islamic Party's operations,training, locations of training facilities and trainers. He should also be able to provide information on the Islamic Movement of Uzbekistan operationsand personnel. b. Areasof PotentialExploitation: o East Turkistan Islamic Party o Senior members o Plannedoperations against Uzbekistan and Turkistan o Plannedoperations against US and Allied targetswithin Afghanistan o ETIM and IMU training .
