(2) The requirements of subsection (1) also apply where a Minister of the Crown proposes to conclude an agreement with the European Union for the future relationship of the United Kingdom with the European Union. (3) In the case of a proposed agreement setting out the arrangements for the withdrawal of the United Kingdom from the European Union, the statement under subsection (1)(a) must be laid before the proposed terms are agreed with the Commission with a view to their approval by the European Parliament or the Council.” Member’s explanatory statement This new clause requires Ministers to seek the approval of Parliament of any proposed Withdrawal Agreement before final terms are agreed with the Commission and prior to endorsement by the European Parliament and Council. (2) The Secretary of State must, by regulations, appoint the day on which the referendum is to be held. Committee of the whole House: 7 February 2017 5 European Union (Notification of Withdrawal) Bill, continued (3) The day appointed under subsection (2)— (a) must not be 4 May 2017; (b) must not be between 1 November 2017 and 1 January 2018; (c) must not be 3 May 2018; (d) must not be 2 May 2019; and (e) must be more than three months before 7 May 2020. (4) The question that is to appear on the ballot papers is— “Do you support the Government’s proposed United Kingdom and Gibraltar exit package for negotiating withdrawal from the European Union or Should the United Kingdom remain a member of the European Union?” (5) The alternative answers to that question that are to appear on the ballot papers are— “Support the Government’s proposed exit package Remain a member of the European Union”. (6) In Wales, the alternative answers to that question must also appear in Welsh. (7) The Secretary of State must by regulations made by statutory instrument subject to annulment by resolution of either House of Parliament specify the wording in Welsh of the alternative answers to that question. In any of these situations the Prime Minister would seek extra time to continue negotiations with the EU.

Doing so will require a stronger vision of what he means by ‘new politics’ and, crucially, a better communications strategy. By Westminster standards Labour’s shadow cabinet reshuffle was ‘shambolic’ and had the key ingredients of a ‘pantomime’. At least, it was in those terms that it was described by a large number of Labour politicians and Westminster watchers. It certainly wasn’t slick, or edifying. Taking the best of a week to complete a modest shadow cabinet reshuffle was revealing of the limited authority the leader Jeremy Corbyn has over the Parliamentary Labour Party (PLP). Against the wishes of the Labour leader, the Shadow Foreign Secretary Hilary Benn and the Shadow Chief Whip Rosie Winterton kept their posts. However, Corbyn was able to assert his authority in other ways. He moved the pro-Trident Maria Eagle from Defence and appointed the anti-Trident Emily Thornberry to the post. He also imposed some ground rules on Hillary Benn and got rid of Michael Dugher and Pat McFadden on the grounds of disloyalty.

    Dods Monitoring International Development - manifesto commitments 2015 February 2015 Introduction By Chris Fairbank Senior Political Consultant In previous years the major three parties have made general and vague commitments to support international de- velopment and humanitarian projects. The success of Michael Moore and Bill Cash’s Private Members Bills, as well as the Department for International Development’s (DFID) budget of 0.7 per cent have forced parties to look beyond their typical commitments and go further than their previously ‘obvious’ ideas. Climate change had been one area NGOs, such as Christian Aid, have called on the parties to make explicit pledges. Manifestos are normally just a nod to a deeper, yet unpublished party policy, and 2015 will be no exception, espe- cially as the Conservatives face off against UKIP in many seats. UKIP will use the fact the coalition have provided aid to India, China and Russia in the past few years and a recent NAO report as a tool to attack the modern Conserva- tives. Labour have looked to the public for inspiration on their policy, ‘Britain’s Global Role’ policy commission for ideas and the thrust of policy stance which pledges to focus on tax, climate change and eliminating global poverty by 2030. The Liberal Democrats share the same target and have relied on their membership to steer them towards poli- cies on malaria, gender equality, female genital mutilation (FGM), disability, tax and women's rights. The Conservatives are more of a mystery when it comes to policy formation and development, although would struggle to justify reversing coalition policy which has been pushed by Justine Greening, Andrew Mitchell and David Cameron.

A packed event saw apprentices from a range of backgrounds and from a range of unions mixing with guests and ministers. The enjoyable and inspiring evening showed off the benefits of apprenticeships and brought together some exceptional young people. Three of the apprentices (Adam Matthews from the PFA and Cardiff City FC; Leanne Talent from UNISON and Merseytravel; Richard Sagar from Unite and Eden Electrics) addressed the audience and impressed everyone there. A big thank to them for their professionalism and eloquence when speaking on the day. 10 14 A thank you too to ministers Kevin Brennan, Pat McFadden and Iain Wright for joining us, as well as Children’s Secretary Ed Balls and 16 Business Secretary Lord Mandelson. A strong commitment to support and expand apprentices was given by Gordon Brown, which was warmly welcomed by all those there.     REGISTER OF INTERESTS OF MEMBERS’ SECRETARIES AND RESEARCH ASSISTANTS (As at 29 September 2015) INTRODUCTION Purpose and Form of the Register In accordance with Resolutions made by the House of Commons on 17 December 1985 and 28 June 1993, holders of photo-identity passes as Members’ secretaries or research assistants are in essence required to register: ‘Any occupation or employment for which you receive over £335 from the same source in the course of a calendar year, if that occupation or employment is in any way advantaged by the privileged access to Parliament afforded by your pass. Any gift (eg jewellery) or benefit (eg hospitality, services) that you receive, if the gift or benefit in any way relates to or arises from your work in Parliament and its value exceeds £335 in the course of a calendar year.’ In Section 1 of the Register entries are listed alphabetically according to the staff member’s surname. Section 2 contains exactly the same information but entries are instead listed according to the sponsoring Member’s name. Administration and Inspection of the Register The Register is compiled and maintained by the Office of the Parliamentary Commissioner for Standards. Anyone whose details are entered on the Register is required to notify that office of any change in their registrable interests within 28 days of such a change arising. An updated edition of the Register is published approximately every 6 weeks when the House is sitting. Changes to the rules governing the Register are determined by the Committee on Standards in the House of Commons, although where such changes are substantial they are put by the Committee to the House for approval before being implemented.

This is the first election to be fought under the party’s new system, following the recent controversy over trade union involvement with the process. Eunice Goes argues that these new rules are stifling the current contest, which so far can be characterised as monotone and lacklustre. Frontrunner Andy Burnham (Credit: NHS Confederation, CC BY 2.0) The official campaign to elect the new leader of the Labour Party has not started yet (the official contenders will be announced on the June 12) but it has already proved to be a disappointment. Instead of offering an opportunity to discuss in a frank and dispassionate manner the causes of Labour’s devastating defeat and deliberate about possible pathways for the future, the new rules to elect the leader have had the effect of narrowing the scope of that debate. The candidates to the leadership of the Labour Party are not responsible for this state of affairs. In fact, they are the guinea pigs of new rules, outlined by the Collins Report on Party Reform to elect the Labour leader that were approved in 2014 at a special conference. The purpose of the new rules was to reduce the power of the trade unions in the party’s decision-making (by putting an end to block voting), the power of MPs in the election of the party leader and ultimately to open the party to new voices and democratise its structures.
