DES No. 01 of 2016 GOVERNMENT OF KARNATAKA ANNUAL REPORT ON THE REGISTRATION OF BIRTHS AND DEATHS ACT, 1969 2014 OFFICE OF THE CHIEF REGISTRAR OF BIRTHS & DEATHS AND DIRECTORATE OF ECONOMICS & STATISTICS KARNATAKA, BANGALORE PREFACE Registration of Births and Deaths Act, 1969 (Central Act No. 18/1969) envisages uniform procedure for registration of vital events throughout the Country. Sections 4(4) and 19(2) of the Act lay down that the Chief Registrar of Births and Deaths in the State to prepare an Annual Report on the working of the Act and submit it to both Central and State Governments. The present Report is the 44th in the series since commencement of the enforcement of the Act in the State in 1970 and 15th after the amendment of the Karnataka Registration of Births and Deaths Rules brought into force on 1.1.2000 throughout the Karnataka. The statistical tables in this Annual Report – 2014 are in accordance with the model tables in the KRBD Rules, 1999 and are as per the instruction of Registrar General, India. I hope that information in this Report will fulfill the needs of data users and health planners. In particular information regarding deaths is expected to be useful in the research and analytical studies. I place on record the co-operation extended by the registration functionaries and concerned authorities at various levels. This Report is prepared under the overall supervision of the Chief Registrar of Births and Deaths. The effort of the office and officers of the CNL division of this Directorate is appreciable. Suggestions are most welcome for the improvement of this report. STATE PROFILE: The Indian State of Karnataka is located within 11°30' North and 18°30' North latitudes and 74° East and 78°30' East longitude. It is situated on a tableland where the Western and Eastern Ghat ranges converge into the Nilgiri hill complex, in the western part of the Deccan Peninsular region of India. The State is bounded by Maharastra and Goa States in the north and northwest; the Arabian Sea in the west; Kerala and Tamil Nadu States in the south and the State of Andhra Pradesh in the east. The state covers an area of 191,791 square kilometres (74,122 sq mi), or 5.83% of the total geographical area of India. Geographically, the state is divided into 3 principal regions: the coastal region of Karavali, the hilly Malenadu region comprising the Western Ghats and the Bayaluseeme region comprising the plains of the Deccan plateau. After Indian independence, Maharaja Jayachamarajendra Wodeyar acceded the princely state of Mysore to India. In 1950, Mysore became an Indian state. Following the long-standing demand of the Ekikarana Movement, Kodagu and Kannada-speaking regions from the adjoining states of Madras, Hyderabad and Bombay were incorporated into the Mysore state, under the States Reorganization Act of 1956. Thus expanded state was renamed Karnataka, seventeen years later, in 1973. Karnataka now has 30 districts and 4 administrative divisions. Districts are administered by a District collector, and divisions are administered by a Divisional Commissioner. Bangalore is the capital of the state. 2. ADMINISTRATIVE SET UP OF THE REGISTRATION MACHINERY AT VARIOUS LEVELS: 2.1 The Registration of Births & Deaths Act, 1969 (Central Act no. 18 of 1969) came into force in the State with effect from 1st April, 1970. The Karnataka Registration of Births & Deaths Rules, 1970 were framed & issued by Government of Karnataka vide Government Notification No PD 172 PST (1) 69 dated the fifteenth December, 1970, effective from 1st January, 1971. These rules subsequently were amended in December, 1999 as per the instruction and guidelines i of Registrar General, India through the Gazette Notification No. PDS 208 SMC 99 Dated 30.12.1999. Revamped system of Registration of Births and Deaths is in force in Karnataka since the first day of January, 2000. 2.2 STATE LEVEL: Government of Karnataka have appointed the Director, Directorate of Economics & Statistics as the Ex-Officio Chief Registrar of Births & Deaths for the State of Karnataka [vide no.
