Continuing its partnership with DCED, CAAP is presenting a 3-day symposium geared towards enhancing our understanding and use of data. We will introduce concepts that will make us stronger, more thoughtful leaders as we guide our organizations through these challenging times. The opening afternoon will begin with a deep dive into cyber security and how we can protect our data, followed by a welcome from Dennis Davin, Secretary, DCED. Then, Lynette Praster, Director, Center for Community Service, will provide an update on the Center’s activities. We will end the business portion of the day with CAAP’s Annual meeting and Election of Officers. But there is still more to come: dinner and a chance to network with your colleagues. The food and conversation will be as great as the entertainment – all you jazz aficionados will especially enjoy the evening! Day two’s speakers will talk about how to use data to inform strategic planning and community development; and a panel of our colleagues will describe their coordinated databases and how they work within their agencies. Teresa Miller, Secretary, Pennsylvania Department of Human Services, will present an overview of her plans for changes in workforce development as well as the statewide information and referral case management system she envisions. DCED staff will provide a comprehensive overview of the latest changes and updates that are critical for all PA Community Action Agencies, and seek feedback for the upcoming 2020-21 CSBG State Plan. One of the highlights of the Symposium will be dinner that evening with our friend and advocate, David Bradley, CEO, NCAF. David will update us on all things CSBG, WAP and LIHEAP. You won’t want to miss this! Our final day will open with breakfast with the DCED Deputy Secretary of Community Affairs and Development, Rick Vilello. We will hear from speakers who will help us understand how racism and implicit bias affect our relationships with staff, clients and the broader world. Regional meetings and a working lunch with DCED will wrap up the Symposium. Throughout the three days, we will have drawings for the amazing baskets so many of you have created. Our goal, as always, is to provide relevant and high-quality content that will help you accomplish what is one of the most important missions facing our society – reducing poverty across the nation. Moreover, to overcome the understandable confusion, the National Institute of Standards and Technology (NIST) Cybersecurity Framework will be presented; this framework is “based on existing standards, guidelines, and practices for organizations to better manage and reduce cybersecurity risk. In addition to helping organizations manage and reduce risks, it was designed to foster risk and cybersecurity management communications amongst both internal and external organizational stakeholders.” Cybersecurity has become everyone’s responsibility. The security of data and computer systems under the stewardship of Community Action Agencies across the Commonwealth has become an organizational charge approaching the same degree of responsibility as fiscal and community-service matters. This session intends to bring everyone into the cyber-conversation and hopefully provides just enough material so individuals can overcome any personal apprehension about the path forward for your agency as it pertains to the cyber threat we all face. Dr. Terrill Frantz is an Associate Professor of eBusiness and Cybersecurity at Harrisburg University of Science and Technology (HU). He was first captivated by computer software and programming as a teen in 1974 and has been engaged with software in countless forms and applications ever since. Recently, he pivoted to a focus on the security aspects of computer systems with specialties in organizational management issues and technology aspects of the Internet-of-things and blockchain smart contracts. Dr. Frantz holds a Ph.D. in Computer Science from Carnegie Mellon University and an Ed.D. in Organization Change from Pepperdine University, along with having earned MBA and MS degrees along the way. Having lived in both Delaware and Allegheny counties, he and his family have recently settled in Harrisburg to establish some notion of balance; this, after having lived and worked in China for 15 years. Presently, he is the Program Lead for the B.S. in Cybersecurity Management and Operations degree at HU. 3 Community Action Association of Pennsylvania DENNIS DAVIN, SECRETARY - Pennsylvania Department of Community and Economic Development Dennis M. Davin was appointed to serve as Secretary of the Department of Community and Economic Development (DCED) in January 2015 by Governor DAY 1: TUESDAY, MAY 7th Tom Wolf. In this position, Secretary Davin leads the commonwealth’s efforts to support business growth, strengthen the workforce, and revitalize communities across Pennsylvania. He oversees DCED’s $1.6 billion investment in community and economic development projects since 2015, serving nearly 13 million Pennsylvanians. Since the beginning of the Wolf Administration, Secretary Davin has had the pleasure of visiting more than 750 businesses to gain a first-hand understanding of Pennsylvania’s industries and the challenges faced by businesses of all sizes. He serves as chairman for several authorities and boards including the Ben Franklin Technology Development Authority (BFTDA), the Commonwealth Financing Authority (CFA), Pennsylvania Industrial Development Authority (PIDA), and the Pennsylvania Economic Development Financing Authority (PEDFA). Under Secretary Davin’s leadership, DCED launched critical economic development
