Continuing its partnership with DCED, CAAP is presenting a 3-day symposium geared towards enhancing our understanding and use of data. We will introduce concepts that will make us stronger, more thoughtful leaders as we guide our organizations through these challenging times.

The opening afternoon will begin with a deep dive into cyber security and how we can protect our data, followed by a welcome from Dennis Davin, Secretary, DCED. Then, Lynette Praster, Director, Center for Community Service, will provide an update on the Center’s activities. We will end the business portion of the day with CAAP’s Annual meeting and Election of Officers. But there is still more to come: dinner and a chance to network with your colleagues. The food and conversation will be as great as the entertainment – all you jazz aficionados will especially enjoy the evening!

Day two’s speakers will talk about how to use data to inform strategic planning and community development; and a panel of our colleagues will describe their coordinated databases and how they work within their agencies. , Secretary, Pennsylvania Department of Human Services, will present an overview of her plans for changes in workforce development as well as the statewide information and referral case management system she envisions. DCED staff will provide a comprehensive overview of the latest changes and updates that are critical for all PA Community Action Agencies, and seek feedback for the upcoming 2020-21 CSBG State Plan. One of the highlights of the Symposium will be dinner that evening with our friend and advocate, David Bradley, CEO, NCAF. David will update us on all things CSBG, WAP and LIHEAP. You won’t want to miss this!

Our final day will open with breakfast with the DCED Deputy Secretary of Community Affairs and Development, Rick Vilello. We will hear from speakers who will help us understand how racism and implicit bias affect our relationships with staff, clients and the broader world. Regional meetings and a working lunch with DCED will wrap up the Symposium. Throughout the three days, we will have drawings for the amazing baskets so many of you have created.

Our goal, as always, is to provide relevant and high-quality content that will help you accomplish what is one of the most important missions facing our society – reducing poverty across the nation.

TERRILL FRANTZ, PH.D., ED.D. - Associate Professor of eBusiness and Cybersecurity, Harrisburg University of Science and Technology Cybersecurity: Understanding Threats and How to Manage and Reduce Risk This session aims to instill a better understanding of: what cyber security is, what the common threats are, how attacks occur, and what we can do to improve our cyber security protocols at our respective agencies. Moreover, to overcome the understandable confusion, the National Institute of Standards and Technology (NIST) Cybersecurity Framework will be presented; this framework is “based on existing standards, guidelines, and practices for organizations to better manage and reduce cybersecurity risk. In addition to helping organizations manage and reduce risks, it was designed to foster risk and cybersecurity management communications amongst both internal and external organizational stakeholders.”

Cybersecurity has become everyone’s responsibility. The security of data and computer systems under the stewardship of Community Action Agencies across the Commonwealth has become an organizational charge approaching the same degree of responsibility as fiscal and community-service matters. This session intends to bring everyone into the cyber-conversation and hopefully provides just enough material so individuals can overcome any personal apprehension about the path forward for your agency as it pertains to the cyber threat we all face.

Dr. Terrill Frantz is an Associate Professor of eBusiness and Cybersecurity at Harrisburg University of Science and Technology (HU). He was first captivated by computer software and programming as a teen in 1974 and has been engaged with software in countless forms and applications ever since. Recently, he pivoted to a focus on the security aspects of computer systems with specialties in organizational management issues and technology aspects of the Internet-of-things and blockchain smart contracts. Dr. Frantz holds a Ph.D. in Computer Science from Carnegie Mellon University and an Ed.D. in Organization Change from Pepperdine University, along with having earned MBA and MS degrees along the way. Having lived in both Delaware and Allegheny counties, he and his family have recently settled in Harrisburg to establish some notion of balance; this, after having lived and worked in China for 15 years. Presently, he is the Program Lead for the B.S. in Cybersecurity Management and Operations degree at HU.

3 Community Action Association of Pennsylvania DENNIS DAVIN, SECRETARY - Pennsylvania Department of Community and Economic Development Dennis M. Davin was appointed to serve as Secretary of the Department of Community and Economic Development (DCED) in January 2015 by Governor DAY 1: TUESDAY, MAY 7th . In this position, Secretary Davin leads the commonwealth’s efforts to support business growth, strengthen the workforce, and revitalize communities across Pennsylvania. He oversees DCED’s $1.6 billion investment in community and economic development projects since 2015, serving nearly 13 million Pennsylvanians.

Since the beginning of the Wolf Administration, Secretary Davin has had the pleasure of visiting more than 750 businesses to gain a first-hand understanding of Pennsylvania’s industries and the challenges faced by businesses of all sizes. He serves as chairman for several authorities and boards including the Ben Franklin Technology Development Authority (BFTDA), the Commonwealth Financing Authority (CFA), Pennsylvania Industrial Development Authority (PIDA), and the Pennsylvania Economic Development Financing Authority (PEDFA). Under Secretary Davin’s leadership, DCED launched critical economic development initiatives like the PA Business One Stop Shop, the Manufacturing PA initiative, and the new branding of Pennsylvania with “Pursue Your Happiness,” and “Work Smart. Live Happy.” He has also achieved success in attracting corporations to Pennsylvania, including major international projects like the Royal Dutch Shell plant in Beaver County.

Prior to his appointment, Secretary Davin served as Director of the Allegheny County Economic Development and the Director of the Allegheny County Redevelopment Authority. His experience also includes Executive Director of the: Industrial Development Authority, Hospital Development Authority, Higher Education Building Authority and Residential Finance Authority. LYNETTE PRASTER, DIRECTOR - Center for Community Services, DCED Community Action Program Update Lynette Praster is the Director of DCED’s Center for Community Services. Ms. Praster has been with DCED in the Community Services Block Grant, Weatherization Assistance and the Neighborhood Assistance Tax Credit Programs for more than 10 years and with the Commonwealth for 20 years. Prior state experience includes positions in the Child Care Resource and Referral quality system efforts and the development of Keystone Stars. Prior to joining the state in 1997, Ms. Praster’s initial twenty years of career experience includes Big Brothers/Big Sisters Executive Director, Children and Youth Services Case Management, and School-based Alcohol and Drug Prevention and Early School Success efforts. She graduated from Shippensburg University of Pennsylvania with a Bachelor of Social Work degree and earned a Master of Education in Training and Organizational Development from Pennsylvania State University. Ms. Praster is originally from Conway in Beaver County and resides now in Enola, PA.

BELVA DORSEY & ANGEL WALKER - Enrichment Services Program, Inc.

What is This Thing Called “Theory of Change”? Have you been wondering what exactly is this Theory of Change (TOC)? Creating a TOC doesn’t have to be complicated as it can be a diagram, picture or a combination of both. Belva and Angel will explain what a TOC is, how to create a TOC, and how it can be used as the road map that can guide the transformation efforts of your agency. This interactive presentation will give you the tools and resources that can be taken back to your agency so you can create a visual that will explain your agency’s pathway to success.

Belva Dorsey is the CEO of Enrichment Services Program, Inc. (ESP), a non-profit Community Action Agency. ESP serves nine (9) counties – 8 counties in Georgia and 1 county in Alabama (Russell). The organization provides educational, employment training, stabilizing, and family strengthening services with a goal of helping families become self-sufficient.

Belva is a graduate of Columbus State University and has worked in the non-profit sector for approximately 20 years. She is a member of the NCAF (National Community Action Foundation) Board, SEACAA (Southeastern Association for Community Action Agencies) Board, Columbus Rotary, the state DFCS (Division of Family and Children Services) Advisory Board and serves on several local boards. She is also a Bridges Out of Poverty Certified Trainer.

Angel Walker is the Community Services Program Manager at Enrichment Services Program, Inc. and has served in this capacity for almost 15 years. She has an Associate’s Degree in Human Services and a Bachelor’s Degree in I/O Psychology. She is a Nationally Certified Master ROMA trainer. She is also the Secretary for the Georgia Community Action Association. During her tenure at ESP, Inc. she has gained a wealth of knowledge, expertise and insight on Community Action. She has a strong desire and is dedicated to improving the lives of others. She is a champion for “all things ROMA”, integrated services, and other change initiatives for Community Action.

5 Community Action Association of Pennsylvania TERESA MILLER, SECRETARY - Pennsylvania Department of Human Services Teresa Miller has served as Secretary of the Department of Human Services (DHS) since August 2017. In her time at DHS, Secretary Miller has focused on collaborating across agencies to advance Governor Wolf’s health innovation and workforce development agendas, overseeing the successful launch of managed care for long term care services, and supporting efforts to address social determinants of health such as food security and housing. Prior to leading DHS, Secretary Miller served as Pennsylvania’s Insurance Commissioner beginning in January 2015. As Insurance Commissioner, Secretary Miller prioritized increasing the Insurance Department’s consumer protection, outreach, and education efforts. Before coming to Pennsylvania, Secretary Miller held positions at the federal Centers for Medicare and Medicaid Services, where she worked on implementation of the Affordable Care Act. Secretary Miller also previously served as the administrator of the Oregon Insurance Division. Secretary Miller received her J.D. from Willamette University College of Law, and her B.A., magma cum laude, from Pacific Lutheran University. KATHLEEN BODEK, COMMUNITY RESOURCES DEVELOPMENT SPECIALIST - Center for Community Services, DCED Organizational Standards Kathleen Bodek is a Community Resources Development Specialist for the Center for Community Services, DCED. She has been with DCED and the CSBG and FSA program for over 6 years. Ms. Bodek spent 25 years in the mental health field working in various positions at the Stevens Mental Health Center in Carlisle, PA. She also worked for Tri County Community Action for 8 years as a Case Manager and Team Leader. Ms. Bodek graduated from Mansfield University with a Bachelor of Science degree in Elementary Education. She attended Shippensburg University for post-graduate course work in Special Education. In August 2017, Ms. Bodek acquired her Nationally Certified ROMA Implementer Certification. MELISSA TABB, COMMUNITY RESOURCES PROGRAM ANALYST - Center for Community Services, DCED Community Services Block Grant State Plan Update Melissa Tabb is a Community Resources Program Analyst for the Center for Community Services. Ms. Tabb has been with DCED and the CSBG program for 7 years. Her prior experience includes direct service delivery through Workforce Development/Welfare to Work programs, including EARN and Work Ready. Ms. Tabb has a Bachelor of Science from Lock Haven University in Criminal Justice and Sociology. She is from Juniata County, PA, where she currently resides. In August 2017, Ms. Tabb acquired her Nationally Certified ROMA Implementer Certification.

www.thecaap.org 6 DR. AARON E. WICKS & SUSAN KERVIN - Action for a Better Community, Inc. Data in Community Action: The Solution to All (or None) of Our Challenges Data and analytics can easily overpromise. Funders, community leaders and the media often give deference to information that can be quantified and displayed graphically. But what is behind the numbers may not tell the story the consumers think they are seeing. We need an honest and transparent approach in Community Action regarding what we can and cannot do with data in the areas of community assessments, strategic planning, program implementation and evaluation.

Dr. Aaron E. Wicks, PhD, NCRT, CCAP, is the Vice President for Planning and Evaluation at Action for a Better Community in Rochester, NY. Dr. Wicks works with a staff of five in the areas of grant writing, advocacy, customer satisfaction, program monitoring/evaluation and the development and implementation of the agency’s strategic plan. He is a nationally-certified trainer in the practices of Results Oriented Management and Accountability – a management paradigm that guides the national network of community action agencies. He is also a Certified Community Action Professional (CCAP), a distinction recognizing his management knowledge and skills in the field of anti-poverty work. Dr. Wicks is currently a member of the Evaluation and Data Work Group, a component of the Rochester Monroe Anti-Poverty Initiative. This group supports the initiative regarding data analysis and ongoing project evaluation and support. His prior work experience includes working as a statistical specialist for a market research company and as a political science professor at the University of Memphis and several colleges and universities in the Rochester area. Dr. Wicks holds a Ph.D. in political science from the University of Rochester.

Susan Kervin is the Planning and Evaluation Data Analyst at Action for a Better Community in Rochester, NY. She is responsible for monthly, quarterly, and annual reporting for programs and for the agency, and she is the administrator for the CAP60 database used by ABC. Ms. Kervin evaluates program data based on the principles of Results Oriented Management and Accountability (ROMA), and is currently in the process of becoming a certified ROMA trainer. She is always looking for new and exciting ways to present data to programs, directors, funders, and ultimately to the community at large. Ms. Kervin has followed an unconventional route to her current position. She began as a secondary school teacher but found her niche as a high school equivalency instructor. After 30 years of teaching, creating, and analyzing data for her own programs, Ms. Kervin transitioned into the role of Data Analyst at ABC. She has unique insights into the data needs of an agency based on her work at the program level.

7 Community Action Association of Pennsylvania RACHELLE ABBOTT, DAN JURMAN, & JOHN LITZ Coordinated Databases Rachelle Abbott is currently the Chief Operations & Planning Officer for the Lycoming-Clinton Counties Commission for Community Action (STEP), Inc., a Community Action Agency primarily serving Lycoming and Clinton Counties in the central Pennsylvania region. Prior to working at STEP, Ms. Abbott was the Lead Planner for the County of Lycoming. Before moving to Pennsylvania, Ms. Abbott prepared the Master Plan for Pinedale, Wyoming. Ms. Abbott, who grew up in Western New York, received two Bachelor of Arts degrees from the University of Buffalo, one in Urban and Public Policy and the other in Sociology, in 2004. She received a Master of Science in Planning Degree from the University of Toronto, Ontario, Canada with a specialization in Social Planning & Community Development in 2007. Ms. Abbott is a certified instructor for the Pennsylvania Municipal Planning Education Institute (PMPEI) in the courses of Community Development, Zoning, and Subdivision and Land Development Review. She is also a National Results Oriented Management Accountability (ROMA) Trainer providing training to Community Action Agencies in the national network.

Dan Jurman got his start in nonprofit work over 30 years ago providing summer enrichment programing to at-risk youth in places like Camden, Newark and Atlantic City. He has a Bachelor’s Degree from Rowan University and a Master’s Degree from Lancaster Theological Seminary, where he is now pursuing his Doctorate. For the past 19 years, Mr. Jurman served in senior leadership roles in nonprofits of varying sizes and missions, almost all with a focus on serving the poor and the vulnerable. Since July 1st of 2015 Mr. Jurman has served as the CEO of the Community Action Partnership of Lancaster County. He is a member of the Lancaster Housing Opportunities Partnership, Housing Development Corporation, Community Action Association of Pennsylvania, and United Way of Lancaster County Board of Directors. He serves on the Community Advisory Board of the Penn State Hershey College of Public Health, and in 2016 completed his time serving as the Chair of the Mayor’s Commission to Combat Poverty. As a result of that effort, and the anti-poverty plan he co-authored, Mr. Jurman is now the Vice Chair of the Lancaster Coalition to Combat Poverty and the founding President of the Lancaster Equity Community Development Corporation Board of Directors. Mr. Jurman currently serves as the co-chair of a Department of Human Services Advisory Committee focused on bringing a unified social services data system to all of Pennsylvania.

John Litz is a Planner and Program Manager in the Office of Community Services, a program office of Allegheny County Department of Human Services (DHS). Since 2008, Mr. Litz has been responsible for programs and services funded under the Community Services Block Grant (CSBG) and the point person for the community action work of the department. Mr. Litz has worked in public and private sector human services organizations in areas that include child welfare, juvenile justice, behavioral health, education, safety net and self-sufficiency programs. Mr. Litz has a Bachelor’s degree in Individual and Family Studies from Penn State University and a Master’s degree in Social Work from the University of Pittsburgh. He is a nationally certified ROMA (Results Oriented Management and Accountability) trainer. www.thecaap.org 8 DAVID BRADLEY - Dinner Keynote Speaker National Community Action Foundation Update For more than 30 years, David Bradley has been one of Washington’s leading advocates on behalf of low-income programs. In 1981, David helped found the National Community Action Foundation (NCAF). As a private non-profit organization funded solely by non-governmental contributions, NCAF represents funding and policy interests of the nation’s 1000 community action agencies before Congress and the Executive Branch.

In this role at NCAF, David was the primary architect of the Community Services Block Grant (CSBG). Besides the CSBG, David’s legislative activities include Weatherization Assistance, the Low Income Home Energy Assistance Program, Head Start, and job training programs.

In an age in which partisan gridlock is too often the norm, David has shown an uncanny ability to make poverty issues a concern to both parties. After facing elimination in the 1995 House Republican’s Contract with America, David was able to work with key House Republican leaders to ensure CSBG funding procured the largest percentage received of any domestic program in FY 1997. In his role at NCAF, David has also helped power CAPLAW, a legal resource center for the Community Action Agencies (CAA) network and CAPPAC, a Political Action Committee.

In addition, David Bradley has helped foster a unique partnership between the private sector and the CAA network. His work with Exxon-Mobil provided first hand job training to thousands of workers. His development of a graduate program in Community Economic Development at Southern New Hampshire University has allowed numerous students the opportunity to earn a graduate degree affordably.

Prior to joining NCAF, David worked in Congressional Affairs at the Small Business Administration under President Jimmy Carter. He has Bachelor’s and Master’s degrees from George Washington University. In 1987, he was a Senior Executive Fellow at the John F. Kennedy School at Harvard University.

He and his wife Nancy reside in Fredericksburg, Virginia. David’s passion for politics and poverty is matched by his interest in reading and baseball. David is part owner of a number of minor league baseball teams including the Albuquerque Isotopes, the Triple-A affiliate of the Colorado Rockies; the Bowie Baysox and the Frederick Keys, both in the Orioles System; and the Biloxi Shuckers, the Milwaukee Brewers Double-A franchise.

David’s mentor, Sargent Shriver, perhaps described David’s advocacy best when he wrote “no one has done more to keep the War on Poverty fresh in the hearts and minds of individuals than David Bradley.”

Dr. Christopher​ ​is​ ​a​ ​nationally​ ​recognized​ ​leader​ ​in​ ​health​ ​policy,​ ​with​ ​particular​ ​expertise​ ​and experience​ ​in​ ​integrative​ ​ health​ ​and​ ​medicine,​ ​social​ ​determinants​ ​of​ ​health,​ ​health inequities​ ​and​ ​public​ ​policy​ ​issues​ ​of​ ​concern​ ​to​ ​our​ ​nation’s​ ​ future.​ ​Her​ ​distinguished career​ ​and​ ​contributions​ ​to​ ​public​ ​service​ ​were​ ​honored​ ​in​ ​1996​ ​when​ ​she​ ​was​ ​elected​ ​as​ ​a fellowf ​ ​o ​ ​the​ ​National​ ​Academy​ ​of​ ​Public​ ​Administration.​ ​In​ ​2007​ ​Dr. Christopher​ ​received​ ​the Leadership​ ​Award​ ​from​ ​ the​ ​Health​ ​Brain​ ​Trust​ ​of​ ​the​ ​Congressional​ ​Black​ ​Caucus​ ​for​ ​her work​ ​in​ ​reducing​ ​racial​ ​and​ ​ethnic​ ​health​ ​disparities;​ ​ in ​ ​2009​ ​she​ ​was​ ​named​ ​a​ ​Society​ ​for Public​ ​Health​ ​Education​ ​(SOPHE)​ ​Honorary​ ​Fellow​ ​–​ ​the​ ​highest​ ​recognition​ ​given​ ​ to ​ ​a non-SOPHE​ ​member​ ​who​ ​has​ ​made​ ​significant​ ​contributions​ ​to​ ​health​ ​education​ ​and​ ​to public​ ​health;​ ​in​ ​2011​ ​she​ ​ was ​ ​awarded​ ​the​ ​“Change​ ​Agent​ ​Award”​ ​by​ ​the​ ​Schott Foundation​ ​for​ ​Public​ ​Education;​ ​in​ ​2012​ ​she​ ​was​ ​the​ ​recipient​ ​ of​ ​the​ ​Association​ ​of Maternal​ ​&​ ​Child​ ​Health​ ​Programs​ ​(AMCHP)​ ​John​ ​C.​ ​MacQueen​ ​Lecture​ ​Award​ ​for​ ​her innovation​ ​ and ​ ​leadership​ ​in​ ​the​ ​field​ ​of​ ​maternal​ ​and​ ​child​ ​health.​ ​In​ ​2015 she​ ​was​ ​the​ ​recipient​ ​of​ ​the​ ​Terrance​ ​Keenan​ ​award​ ​for​ ​ Grantmakers​ ​in​ ​Health.​ ​She​ ​is​ ​chair of​ ​the​ ​board​ ​of​ ​the​ ​Trust​ ​for​ ​America’s​ ​Health. Dr. Christopher​ ​has​ ​more​ ​than​ ​30​ ​years​ ​of​ ​experience​ ​in​ ​designing​ ​and​ ​managing​ ​national​ ​initiatives and​ ​nonprofit​ organizations. ​ ​She​ ​brings​ ​extensive​ ​knowledge​ ​and​ ​experience​ ​in​ ​creating​ ​a comprehensive​ ​approach​ ​to​ ​well-being​ ​ and​ ​is​ ​nationally​ ​recognized​ ​for​ ​her​ ​pioneering work​ ​to​ ​infuse​ ​holistic​ ​health​ ​and​ ​diversity​ ​concepts​ ​into​ ​public​ ​sector​ ​ programs​ ​and​ ​policy discourse. A prolific writer and presenter, Dr. Christopher is the author or co-author of three books, a monthly column in the Federal Times, and more than 350 articles, presentations and publications. Her national print and broadcast media credits are numerous, and include The Washington Post, Los Angeles Times, Dallas Times, National Journal, Essence, “Good Morning America,” “The Oprah Winfrey Show,” National Public Radio and documentaries on PBS and​ ​CBS. Prior to joining the foundation, Dr. Christopher was vice president of the Joint Center for Political and Economic Studies’ Office of Health, Women and Families in Washington, D.C. There, she led the Joint Center Health Policy Institute, a multi-year initiative created to engage underserved, racial and ethnic minorities in health policy discussions. Previously, she was a guest scholar in the governance studies department at The Brookings Institution in Washington, D.C. and executive director of the Institute for Government Innovation at Harvard’s John F. Kennedy School of Government in Cambridge, Massachusetts. Dr. Christopher has additional experience at the National Academy of Public Administration, Howard University School of Divinity, Americans All National Education Program and Family Resource Coalition of America. She has also launched, led and managed three public commissions. Under her sponsorship, the landmark Dellums Commission research into conditions faced by young men of color produced policy recommendations to reduce racial and​ ​ethnic​ ​health​ ​disparities. Dr. Christopher holds a doctor of naprapathy degree from the Chicago National College of Naprapathy in Illinois and completed advanced study in the interdisciplinary Ph.D. program in holistic health and clinical nutrition at the Union for Experimenting Colleges and ​​Universities​ ​at​ ​Union​ ​ Graduate​ ​School​ ​of​ ​Cincinnati, ​ ​Ohio. www.thecaap.org 10 RICK VILELLO, DEPUTY SECRETARY - Community Affairs and Development, DCED Deputy Secretary Vilello first joined the Department of Community and Economic Development (DCED) in March of 2015 as the Executive Director of the Center for Local Government Services. He was appointed as Deputy Secretary for Community Affairs and Development in February 2017.

As Deputy Secretary, Vilello oversees the work of the entire deputate including: •The Center for Local Government Services; •The Center for Community and Housing Development; •The Center for Community Services; •The Center for Community Enhancement; and •The department’s six regional offices.

Before coming to DCED, Deputy Secretary Vilello served four terms as Mayor of Lock Haven and was previously President of the Pennsylvania Municipal League. DR. TIFFANY JANA - TMI Consulting Inc. Addressing Unconcious, Individual and Institutional Bias Everybody’s biased, whether they are conscious of it or not. The unconscious assumptions we all harbor about people who differ from us get in the way of good intentions, hinder harmonious and efficient living, and impact working environments. In this session, Dr. Tiffany Jana helps to focus on identifying personal bias through preferences and privilege. By becoming more self-aware, you can conquer fears of the unknown and prevail over closed-mindedness. Participants will also learn how to identify and address the systemic and institutional biases to which we are all vulnerable. Dr. Jana will cover what systemic bias is, how it is perpetuated, and how you, as an individual, can disrupt its mechanisms.

Dr. Tiffany Jana is the founder of TMI Consulting Inc., a diversity and inclusion management consulting firm founded in 2003 and headquartered in Richmond, Virginia. TMI Consulting is a Certified Benefit Corporation and earned the 2016 and 2018 ‘Best for the World’ honor for global efficacy and impact from the nonprofit B Lab that certifies B Corps worldwide. Dr. Jana has authored three books. Dr. Jana earned the Style Weekly Top 40 Under 40 Award, Enterprising Women from Enterprising Women’s Magazine, is a Top 100 Inc.com Leadership Speaker, and was recently featured in Forbes.

JESSE KOWALICK, DIVISION CHIEF - Center for Community Services, DCED Community Action Symposium Wrap-Up Presentation Jesse Kowalick is the Division Chief for the Policy and Programs Division of the Center for Community Services. He has nearly a decade of experience in workforce development programs for the Department of Human Services (DHS). Mr. Kowalick joined DCED in December 2016. He graduated from Bloomsburg University of Pennsylvania with a Bachelor of Arts in Social Science and has a Master of Education in Training and Development from Pennsylvania State University. Mr. Kowalick is originally from Centralia, PA, and currently resides in the Harrisburg area.

11 Community Action Association of Pennsylvania john a. powell - Keynote Speaker Building Belonging in a Time of Othering john a. powell is an internationally recognized expert in the areas of civil rights, civil liberties, structural racism, housing, poverty, and democracy. john is the Director of the Haas Institute for a Fair and Inclusive Society at the University of California, Berkeley, a research institute that brings together scholars, community advocates, communicators, and policymakers to identify and eliminate the barriers to an inclusive, just, and sustainable society and to create transformative change toward a more equitable world. john holds the Robert D. Haas Chancellor’s Chair in Equity and Inclusion and is a Professor of Law, African American Studies, and Ethnic Studies at UC Berkeley. Previously, he was the Executive Director of the Kirwan Institute for the Study of Race and Ethnicity at the Ohio State University where he also held the Gregory H. Williams Chair in Civil Rights & Civil Liberties at the Moritz College of Law. john has written extensively on a number of issues including structural racism, racial justice, concentrated poverty, opportunity-based housing, voting rights, affirmative action in the United States, South Africa and Brazil, racial and ethnic identity, spirituality and social justice, and the needs of citizens in a democratic society. He is the author of several books, including his most recent work, Racing to Justice: Transforming our Concepts of Self and Other to Build an Inclusive Society. john also founded and directed the Institute on Race and Poverty at the University of Minnesota. He has also served as Director of Legal Services in Miami, Florida and was the National Legal Director of the American Civil Liberties Union, where he was instrumental in developing educational adequacy theory. john led the development of an “opportunity-based” model that connects affordable housing to education, health, health care, and employment and is well-known for his work developing the frameworks of “targeted universalism” and “othering and belonging” to effect equity-based interventions. john has lived and worked in Africa, where he was a consultant to the governments of Mozambique and South Africa, and has also worked in India and Brazil. He is one of the co-founders of the Poverty & Race Research Action Council and serves on the board of several national and international organizations. john has taught at numerous law schools including Harvard and Columbia University.
