TECHNICAL NOTE i-Transport LLP Grove House Project No: ITB 7205 Lutyens Close Chineham Court Project Title: Pylands Lane, Bursledon and North East Boorley Green Basingstoke Hampshire Title: Transport Assessment Addendum RG24 8AG Technical Note 2 – Pylands Lane – Access by Sustainable Tel: 01256 338640 Fax: 01256 338644 Modes www.i-transport.co.uk Ref: MG /ITB 7205 -015 TN 2 Date: 7 December 2012 1 Introduction 1.1 This document should be read in conjunction with the transport assessment (report reference ITB7205-009B) and provides a response to the comments by Hampshire County Council on access by sustainable modes to the Pylands Lane site. 2 Walking and Cycling Dodwell Lane / Bursledon Road – Pedestrian / Cycle Improvements 2.1 Following the opening of the Sunday’s Hill bypass there will be a significant decrease in traffic on Dodwell Lane / Bursledon Road (Sunday’s Hill) between the bypass junction and the Heath House Lane junction. In addition the presence of a new roundabout at the Dodwell Lane / Pylands Lane / bypass junction will assist in slowing speeds on Dodwell Lane / Bursledon Road (Sunday’s Hill). This alone will provide a significant benefit to pedestrians and cyclists along this route. 2.2 There is a footway on at least one side of the road along this section of Dodwell Lane / Bursledon Road. The reduced traffic volumes and speeds will make on-street cycling along this section of road acceptable. 2.3 Notwithstanding this it is considered that there is the scope for further improvements to pedestrian and cycle provision along this section of Dodwell Lane / Bursledon Road. The potential improvements are shown in Drawing no ITB7205- GA-119 in Appendix A which include the following: • Potential on-line bus stop north of the bypass roundabout; • A widened footway with a build out (just to the north of the Peewit Hill Close junction) on the eastern side of Dodwell Lane; • A series of visual narrowings along Dodwell Lane / Bursledon Road; and Ref: MG /ITB 7205 -015 TN 2 Date: 7 December 2012 Page 1 Transport Assessment Addendum Technical Note 2 • A potential mini roundabout at the Heath House Lane / Bursledon Road junction. 2.4 Additional footway widening was considered however the carriageway along Dodwell Lane / Bursledon Road is around 5.5m – 6.0m wide and it is not considered appropriate to further reduce this especially given the vertical alignment of the road in this location. 2.5 As part of the detailed design process, it is anticipated that the indicative improvements to Dodwell Lane will go through an element of consultation locally and will accommodate detailed constraints and subsequent Stage 1 and beyond road safety audit comments. Access to Schools 2.6 Appendix B shows the access routes to local schools in Hedge End (Kings Copse Primary School, Freegrounds Junior and Infant Schools and Wildern School). 2.7 In summary, there are 3m footways / cycleway proposed along the bypass with pedestrian refuge crossing points. A new 3m footway / cycleway is proposed along the eastern side of Heath House Lane between the bypass junction and the Kings Copse Avenue roundabout. The park and stride facility at the Heath House Lane / Kings Copse Avenue roundabout allows for safe crossing for children and then there is a network of minor / residential roads through Hedge End allowing safe and convenient access on bike or on foot to the local schools in Hedge End (noting that Lower Northam Road which is a busier road needs to be crossed). 2.8 The removal of traffic from the section of Dodwell Lane between the bypass junction and the Heath House Lane junction makes walking and cycling a more attractive option in that direction towards central Hedge End and Wildern School. 2.2 Public Transport 2.1 Since the production of the transport assessment there have been two notable changes to the bus network. These are summarised below: • The Bluestar 3 service has been extended to take in Boorley Green; and • The Velvet A service no longer serves Boorley Green but now operates a service to Southampton (as of 3 December 2012). Ref: MG/ITB7205 -015 TN 2 Date: 7 December 2012 Page 2 Transport Assessment Addendum Technical Note 2 Service 15 2.2 Service 15 (operated by Brijan buses) is unchanged and operates: • A service between Hamble and Hedge End Superstores, stopping on Dodwell Lane; • Between 07:03 (from Windhover Tesco’s) and 18:40 (Hamble square); • On Monday to Saturday with a varied service through the day with a frequency of around one bus per 1.5 to 2 hours; • On Saturdays the first bus is at 08:34 from Hedge End Superstores with the last bus back at 17:20 from Hamble Square. • There is no service on a Sunday. Velvet A 2.3 The Velvet A service provides a half hourly frequency between Eastleigh and Southampton via Hedge End and Heath House Lane. During the morning peak hour services to Southampton from Heath House Lane are approximately hourly, while services to Eastleigh have a 30 to 40 minute headway. First and last buses are as follows: • First bus from Heath House Lane to Southampton is at 06:40; • Last returning bus departs from Southampton to Heath House Lane at 20:40; • First bus from Heath House Lane to Eastleigh is at 06:26; • Last returning bus departing from Eastleigh to Heath House Lane is at 20:45; and • A later bus runs on Fridays with the last bus being from Eastleigh to Heath House Lane at 23:30. Ref: MG/ITB7205 -015 TN 2 Date: 7 December 2012 Page 3 Transport Assessment Addendum Technical Note 2 2.4 On Saturdays the first bus leaves Heath House Lane for Southampton at 07:55, while the Eastleigh bus leaves at 07:56 with a half hourly frequency between Eastleigh and Southampton. On Sundays the service is run by First group bus between Hedge End Barleycorn and Southampton (above Bar Street) running between 09:28 and 18:00, on an hourly service. Bluestar 3 2.5 The Bluestar 3 currently operates along Bursledon Road / Heath House Lane and provides a regular hourly service between Boorley Green and Southampton (with 7 services in morning peak), with buses leaving from Boorley Green at 06:09 and returning from Southampton at 18:35. Between 19:00 and 23:00 the service runs between Southampton and the Oaklands estate. 2.6 On Saturdays an hourly service runs between Boorley Green and Southampton between 06:59 and 18:39 and then from the Oaklands estate after 19:40 with the last bus returning from Southampton to Boorley Green at 18:35 and at 23:00 to the Oaklands Estate. On Sundays the service runs hourly between 08:44 and 17:44 with the last bus returning from Southampton to Boorley green at 18:55. 2.7 A copy of the timetables are included as Appendix C. 2.8 Public transport provision will form an important part of the comprehensive transport strategy for the development. A phased approach to bus access is proposed. Pylands 2.9 In advance of completion of the Sunday’s Hill bypass, the site will be served by the existing Brijan service 15 (Hamble - Hedge End Superstores service) from the existing / relocated bus stops on Dodwell Lane near to the proposed roundabout (the northbound stop on Dodwell Lane is to be relocated just to the south of the proposed junction). Brijan 15 operates Monday – Saturday. The existing operating hours of Brijan service 15 are to be extended in the morning (to commence at 06:00) and also in the evening (last journey at around 20:40). Furthermore, the service will be extended to Hedge End Station within the current timetable. The extended service to Hedge End Station will provide residents with a 20 minute journey time to Hedge End Station. Ref: MG/ITB7205 -015 TN 2 Date: 7 December 2012 Page 4 Transport Assessment Addendum Technical Note 2 2.10 Future residents will also have the opportunity to walk to Heath House Lane / Bursledon Road to access Velvet A (Eastleigh – Southampton service) and Bluestar 3 (Southampton – Hedge End – Boorley Green service). 2.11 There would be at least 4 buses per hour in the peak periods and up to 4 buses per hour throughout the day running near to the site. 2.12 Following completion of the Sunday’s Hill bypass, the operators of both the Velvet A and Bluestar 3 services and the Borough Council have identified the potential to divert these services along the new road. In addition, there is the potential for Brijan 15 to also be diverted through the site, then King’s Copse / Tanhouse Lane and regaining its present route on Hobb Lane. It is recognised that the potential diversion of these routes though the site would impact on the current bus service provision on the western section of Heath House Lane, although the operators of the Bluestar 3 and Velvet A services have identified that these stops have relatively low patronage. Diverting these bus services therefore requires careful consideration but existing users would be able to access the bus services either from Bursledon Road (Bluestar 3 or Velvet A) or from new bus stops close to the Sunday’s Hill bypass / Heath House Lane junction. Indeed, existing residents along Dodwell Lane / Sunday’s Hill would benefit from the diverted Bluestar 3 and Velvet A services. 2.13 The proposed strategy therefore connects the site to Boorley Green, Botley, Hedge End, Hedge End Station, Eastleigh, Southampton Parkway Station and Southampton. 2.14 Real time information will be provided at any new / relocated bus stops on the Sunday’s Hill bypass / Dodwell Lane.
