Potreba za Master planom ove tematske rute proizlazi iz sledećih obeležja: • neiskorišćeni i nevalorizovani visokovredni kulturni resursi; • neiskorišćena mogućnost u domenu razvoja atraktivnih turističkih proizvoda; • slabo razvijena turistička industrija s nezadovoljavajućim rezultatima poslovanja; • opasnost od devastiranja visokovrednog prostora; • značajan uticaj na razvoj turizma kao mogućeg generatora privrednog razvoja i faktora povećanja kvaliteta života lokalnog stanovništva; i • turizam kao investiciona mogućnost sa atraktivnim prinosima na investicije. Master plan razvoja tematske kulturne rute će stvoriti okvire za usklađen, harmoničan sistem istraživanja, zaštite i turističke upotebe (interpretacije) rute i njenih klučnih atrakcija/lokaliteta, i time, uz ostale master planove, dati osnove za aktiviranje malog i srednjeg biznisa i perspektivan razvoj regije i osiguranje kvaliteta života njenog stanovništva. U izradi projekta uzete su u obzir sledeće osnovne odrednice: • Strategija razvoja turizma Republike Srbije, naročito u pogledu vizije razvoja turizma, održivosti razvoja turizma, te podsticanja strategija turističkog razvoja srpskih regija sa ključnim turističkim proizvodima, kao i plan konkurentnosti i marketinški plan; i • postojeća organizacija turističkog sistema u zemlji. Osnovni zaključci na osnovu uvida u dokumentaciju i iskustva su sledeći: • postoji interes da se njegovim razvojno investicionim aktivnostima inicira oživljavanje ovog prostora kao internacionalne turističke destinacije; • radi se o atraktivnom prostoru koji ne funkcioniše kao usklađeni sistem ponude i iskustava, niti kao razvijena internacionalna tržišna turistička struktura koja se može značajnije internacionalno komercijalizovati; • postoje jaki regionalni i lokalni interesi za razvojem turizma kao potencijalnim pokretačem privrednog napretka i blagostanja stanovništva; • postoji problem nedostajućeg efikasnog modela upravljanja razvojnim procesom generalno, i modela upravljanja rutom specifično, kao i nedostatka identifikovanih jakih igrača koji će se uključiti u proces; i • postoji jaka potreba za kontrolisanim razvojem i zaštitom prostora. 1 II RADNE PROCEDURE U toku izrade Master plana rute korišćene su sledeće radne procedure: • kabinetsko istraživanje opšte društveno-ekonomske situacije, a naročito dosadašnjih razvojnih performansi turističke industrije na području obuhvata opština Požarevac, Veliko Gradište, Golubac, Majdanpek, Kladovo, Negotin, Zaječar, Knjaževac, Svrljig i Niš; • detaljni uvid i evaluacija dosad izrađenih programa i studija turističkog razvoja šireg područja kroz koje prolazi ruta i pojedinih njegovih delova; • uvid u postojeće kartografske podloge, te analiza važećih planova prostornog i urbanističkog razvoja, kao i planova i sistema važeće zaštite prostora ovog područja; • tržišna analiza sadašnjeg stanja srpske turističke privrede, analize međunarodnih turističkih trendova, kretanja srpskog turističkog tržišta i uvid u dobru praksu razvoja kulturnih ruta u područjima sa sličnim karakteristikama; • ciljane radionice sa ključnim predstavnicima javnog sektora iz domena kulture i kulturnog turizma, kao i sa predstavnicima privatnog sektora; • fizički obilazak terena i stvaranja fotodokumentacije o ključnim elementima sadašnjeg lanca vrednosti na ruti; • individualni intervjui i razgovori s ključnim igračima u domenu kulturne politike i kulturnog turizma Srbije i odnosnog područja; i • nekoliko stručnih rasprava članova projektnog tima. Sprovedena procedura je odraz strukture i zahteva internacionalno relevantne metodologije u izradi Master planova koja na najbolji način udovoljava postavljenim zadacima naručioca. 2 III SITUACIONA ANALIZA Turističko područije kroz koje prolazi ruta, onako kako je to dato projektnim zadatkom, predstavlja područje itinirera koji se prostire od grada Niša i arheološkog lokaliteta Medijana do Trajanove table u opštini Kladovo. Ovde moramo da naglasimo da pravi itinerer Put rimskih careva mora obuhvatiti i druge značajne lokalitete. Tu nesumnjivo spadaju Viminacium (kod Kostolca), Sirmium (Sremska Mitrovica) i Beograd (Singidunum) kao nesumljivi turistički hub (čvorište). Perspektivno, ovde treba uključiti i Caričin grad kod Lebana. Držeći se projektnog zadatka, ipak nismo mogli da mimoiđemo Viminacium jer se logično uklapa u ovaj itinerer, te je stoga deo ovog projekta, uz napomenu da smo spremni, po posebnom projektnom zahtevu Ministarstva, proširiti ovaj plan i na spomenute lokalitete. Drugim rečima, projekat tretira planiranje sistema profesionalne interpretacije ove rute, uključujući i same lokalitete, a ključni su, dakle, Naissus/Mediana, Romuliana, Trajanov most, Dijana, Trajanova tabla i Viminacium. Reč je o području koje se pruža pravcem, prateći saobraćajni pravac: Niš – Svrljig – Knjaževac – Zaječar – (Gamzigrad) – Zaječar – Negotin – Kladovo – Donji Milanovac – Golubac – Veliko Gradište – Požarevac (Kostolac), i u administrativnom smislu, obuhvata delove opština Niš, Svrljig, Knjaževac, Zaječar, Negotin, Kladovo, Majdanpek, Golubac, Veliko Gradište i Požarevac. Geografski položaj područja je relativno dobar zbog blizine koridora E-75 u krajevima rute, ali s obzirom na obuhvat teritorije, dosta je loše povezano poprečnim saobraćajnicama. Lokalitet Medijana udaljen je od Beograda oko 230 km, lokalitet Romuliana oko 250 km (a od Niša oko 100 km), dok je lokalitet Trajanova tabla udaljen od Beograda oko 200km (a od Niša takođe oko 200km). Viminacium je od Beograda udaljen oko 100 km. Projekat pretpostavlja postavljanje kulturnoistorijskog itinerera vezanog za starorimsko nasleđe. Projekat mora uključiti adekvatno osposobljavanje i označavanje panoramskih puteva od Niša do Zaječara i dalje prema Đerdapu. Projektom treba obuhvatiti bolje putno povezivanje sadašnjeg putnog koridora X prema Zaječaru i prema Knjaževcu. 3 Na ruti se nalazi veliki broj kulturnoistorijskih spomenika koji datiraju od doba neoloita, rimskog perioda i srpskog srednjeg veka. Projekat pretpostavlja postavljanje kulturnoistorijskog itinerera vezanog za starorimsko nasleđe. Najznačajniji kulturnoistorijski spomenici iz rimskog perioda su: • Mediana koja potiče iz IV veka. Pored značajnih arheoloških iskopina vezano za ovaj lokalitet značajna je i činjenica, koja se navodi u nekim izvorima, da je u palati boravio Konastatin Veliki koji je rođen u Nišu; • Timacum Minus, rimski logor i utvrđenje, čiji temelji datiraju iz prvog veka naše ere i traju kasnije do Justinijanove obnove carstva u VI veku. Lokalitet se nalazi severno od Knjaževca; • Vrelo Šarkamen je rezidencijalno-memorijalni tetrarhijski carski kompleks koji potiče s kraja III i početka IV veka. Nalazi se u blizini Negotina; • Felix Romuliana je rezidencija imperatora Gaja Valerija Galerija Maksimilijana (297-311), mesto u kome je on rođen, sahranjen i uznesen među bogove. Lokalitet je sredinom 2007. godine ušao na UNESCO-vu listu svetske kulturne baštine. Nalazi se u Gazigradskoj banji nadomak Zaječara; • Trajanova tabla koja je bila postavljena iznad puta koji su gradili rimski imperatori. Tablu je postavio car Trajan 100. godine kada je završen put. Tabla se danas nalazi iznad toka Dunava dok je put potopljen; • Trajanov most koji je od kamena izgradio car Trajan 103. - 105. godine, tokom drugog pohoda rimskog cara Trajana na Dačane. It aims at realising the full potential of a region's resources to develop integrated, competitive and specific tourist products with high added value which contribute to sustainable regional development and improve the quality of life through increased tourism demand. There are many military sites of the Roman Empire preserved on the Bulgarian section of the Danube. Their inclusion in a common cultural route will promote the development of the tourist destination and the whole Danube region. The article contributed to the topic through the assessment of the potential of the Roman militum сastra "Dimum" as a cultural and historical tourist resource. An evaluation is made under the following criteria: potential for development, degree of impact / interaction, degree of modification with relevant indicators. The fieldwork and surveys were made in the summer of 2017 before active archaeological season and they show an instant "snapshot" of the actual state of the object. The tourism policy in the region is analysed and finally appropriate conclusions and recommendations are provided. The study will be continued through a new antique site.

Kuzey Yolu, bölgeden geçen Via Egnatia ve Via Militaris ile birlikte üç ana yoldan biridir. Pontos Euksenos (Kara- deniz)’in batısı veya kuzeyine ya da tam tersi buradan Küçük Asya’ya doğru yapılan seferlerde MÖ 6. yüzyıldan MS 19. yüzyıla kadar tüm kara orduların kullandığı gü- zergâh olmuştur. Buna karşın Kuzey Yolu’nun güzergâhı üzerindeki arkeolojik veriler diğer yollar kadar değerlendirilmemiştir. Bu makalede arazi çalışması sırasında tespit edilen ve incelenen başta Kurtdere Köprüsü olmak üzere köprü, yol kalıntısı ve mil taşı kullanılarak Kuzey Yolu’nun Doğu Trakya Bölgesi içindeki güzergâhı tespit edilmeye çalışılmıştır. T-PVS/Files (2007) 17-2- I NTRODUCTION On 30 November 2006 the Bern Convention on European Wildlife and Natural Habitats ‘opened a new file’ on the case of wind farm development on the Via Pontica bird migration route along the Bulgarian Black Sea coast. There are currently plans for installing over 400 1 wind turbines in the Bulgarian Coastal Dobrudzha region including 166 turbines in the Kaliakra and Balchik proposed Natura 2000 sites. These Important Bird Areas are of special significance as bottlenecks in one of the two main migration routes of birds moving between Europe and Africa. In June 2007, BSPB/BirdLife Bulgaria, the Balkani Wildlife Society and the Society for wild flora and fauna participated in the Bern Convention mission to Bulgaria. While the development of such renewable energy sources are generally to be welcomed in the face of climate change, these are among the least appropriate sites for wind farm development in Europe due to the risk of collision from thousands of birds, including most of the world population of White Pelican, half the European population of White stork and ten species threatened with global extinction.

This will destroy the wintering places of the Red breasted goose and the bottleneck site of birds migration along Via Pontica. About 33% of the IBA Kaliakra were not included in the SPA Kaliakra in order not to destroy plans for future wind mills. Long description of the case : The two Natura 2000 sites are situated on the Black sea coast in the region of cape Kaliakra and the adjacent Black sea shores. The site is a bottleneck site of bird migration along Via Pontica. Every year more than 100 000 White Storks, 3000 Pelicans and about 10 000 raptors cross the site. Twenty percent of these birds cross the region flying under 150 metres above the ground and they are endangered by the windmills. The steppes and the agricultural lands in the sites are favorable place for rest and feeding of White Storks and Red breasted goose. The majority of the Bulgarian Ponto-Sarmatic steppes are included in the Natura 2000 site Complex Kaliakra. The Ponto-Sarmatic steppes are priority habitat for EU. There are plans for hundreds of windmills, new resorts and golf courses which will destroy more than 50% of the surface of the Natura 2000 sites.

After the administrative establishment of the province of Pannonia this road became the main communication route, in the west-east direction, between Italy and the eastern provinces, especially with Pannonia and Moesia. The start of the road, which we follow in the context of the ARCHEST project, was in Aquileia, then across Emona to Neviodunim, passing Aquae Iassae towards Siscia and onwards into Sirmium, Singidunum and Viminacium. Myth-shrouded beginnings: the Amber Road and the Argonauts The territory of modern Slovenia was already covered with various routes during prehistoric times.
