Purpose of the Position You will be required to work alongside communities to listen to their aspirations, to assist in community planning, to support community engagement and to strengthen community capability. This position will require you to work alongside the East Arnhem Children's Services Initiatives Manager to contribute to strategic planning. You will ensure that a strong and cooperative working interface is maintained with the Initiatives Manager, Head Office, other Regions and Divisions and build cooperative approaches to service delivery and resource sharing, support Aboriginal employment opportunities and promote child friendly communities, organisational priorities and approved initiatives. Within this role the Project Officer will provide respectful strengths-based case management for families with children (0 -12 years of age) using a bicultural support model. You will undertake culturally sensitive child - focused assessments, develop family plans which build parents/carers knowledge and skills and improve child wellbeing. You will provide and/or support locally based group activities which promote family wellbeing, meet client needs, promote positive peer and service provider relationships and increase participation in community and economic life. Overview of East Arnhem Children’s Services Since 2005 Anglicare NT has been involved in initiatives focused on families of children 0-12 years of age in the East Arnhem Region and the culturally linked communities (within the Roper Gulf Region) of Numbulwar and Ngukurr. All communities worked with are considered very remote and geographically isolated with small and dispersed populations of predominantly Aboriginal people. The East Arnhem Children’s Services division is currently comprised of the East Arnhem Communities for Children initiative, 2 remote Community Playgroups (Numbulwar and Ngukurr) and the Home Interaction Program for Parents and Youngsters (HIPPY) in Yirrwi. The Division is guided by a Strategic Advisory Committee, locally based Community Advisory Groups and key Community Leaders and involves a mix of direct service delivery and funding of Community Partners to deliver agreed activities. Staff working in this Division are based in multiple locations including Darwin, Nhulunbuy, Yirrwi, Numbulwar and Ngukurr – Darwin based staff undertake regular field work in Groote Eylandt and Yirrwi and other communities on an as needs basis Page 1 of 4 Printed documents are uncontrolled unless otherwise specified on the document. Selection Criteria Position specific requirements 1. A minimum of 5 years’ experience in the direct provision of early childhood, children’s, community, family support, social work, allied health related services along with an Early Childhood, Social Science, Community Development or Allied Health qualification (essential). 2. Sound understanding of child development, family work, community building and community development. 3. Experience in providing culturally relevant and child inclusive case management/client support and/or family engagement services for vulnerable families. 4. Demonstrated understanding of bi-cultural service delivery approaches (two-way learning) and respect for the central role of first language and traditional cultural considerations. 5. Ability to network, build rapport and sustain constructive working relationships with diverse stakeholders, service providers, interagency forums and community leaders. 6. Effective project management skills including organising region wide and community specific activities and events and supporting quality improvement, planning and evaluation processes. 7. High level ICT skills and ability to become adept with data collection systems and advanced writing skills to produce impactful substantial documents, strategic plans, funding proposals and reports. 8. Commitment to reflective practices and experience in integrating client feedback and evaluation findings into program design along with the willingness to participate in supervision, appraisal processes and adhere to work plans. 9. Ability to work competently with minimal supervision, be respectful to individuals and form part of a dynamic team. 10. Ability to prioritise, collect data, organise and undertake a wide range of administrative and operational tasks including high quality report writing and document production. General Requirements 1. Demonstrated capacity and willingness to adhere to legislation, Anglicare NT policies and procedures and a commitment to EEO, WHS, risk management and quality improvement practices. 3. Northern Territory Working with Children Clearance (Ochre Card). 4. National Police Criminal History Report (less than three months old) with acceptable outcome. 5. Northern Territory Driver’s Licence. 6. First Aid Certificate (or willingness to obtain if required). Key Accountabilities and Responsibilities 1. ▪ Analyse and report on community needs, identify funding sources, develop agreed proposals (tenders, submissions / concept papers) which strengthen service delivery, build partnerships and grow business. Position Description ▪ Collaborate with key staff and consultants to undertake evaluation processes and progress the development of culturally informed evidence-based practices applicable to the East Arnhem region ▪ Seek, capture and compile feedback from participants (ensuring a strong focus on hearing children’s and families voices), service providers and stakeholders using agreed processes ▪ Provide culturally appropriate, strengths-based case management assistance to vulnerable families using a respectful bi-cultural support model. ▪ Provide group and individual information sessions which strengthen parent/carer roles, develop family skills and build peer support systems to promote improved family functioning. ▪ Undertake orientation in the Play and Learn Support (PALS) Resource Kit, and with support from the Play & Learn (PALS) Trainer, facilitate PALS training/mentoring sessions on child/brain development with parents/carers. ▪ Maintain active and engaged regional level Strategic Advisory Committee, Community Advisory Groups and links with key Community Leaders to ascertain community needs and to guide and inform program development, resource allocation and work priorities. ▪ Contribute to key events such as regional meetings, good practice forums and learning festivals for staff, Community Partners and/or stakeholders. ▪ Provide practical assistance to programs at times of peak demand including assistance with adhoc client related tasks/program delivery when required. ▪ Facilitate positive internal communications within EACS through general staff meetings, regional updates, regular communiqués, team building processes and review and planning forums. ▪ Contribute to external networks, interagency forums and local working parties and contribute to strengthening the regional service system. Other Duties and Requirements ▪ Comply with Federal, NT and Local Government legislation, regulations, permits and / or by laws. ▪ Adhere to Anglicare NT delegations, policies and procedures and general conditions of employment. ▪ Model Code of Conduct by working cooperatively and effectively with clients, colleagues, management and external stakeholders. ▪ Comply with funding contracts, operational guidelines, budgets, approved work plans, data collection, reporting requirements and task directives. ▪ Comply with Anglicare NT’s WHS requirements – remain vigilant about the potential for client / customer related behavioural risks and contribute to a safe working environment. ▪ Support organisational activities linked to Anglicare NT’s Reconciliation Action Plan (RAP) including undertaking Aboriginal and Torres Strait Islander cultural competency training. ▪ Maintain confidential client, personnel and organisational information
