The General Manager, East Arnhem Region, Top End Health Service, is responsible for managing the region’s performance while providing strong, executive leadership to deliver Primary Health Care, Mental Health, Community & Oral Health, Health Development and Hospital Services. This position contributes high level strategic influence promoting service integration, collaboration with non-government health providers, transition to community control, systematic reform and continuous quality improvement. The position is located in the East Arnhem land township of Nhulunbuy - a vibrant seaside location with excellent recreational opportunities and steeped in rich cultural Aboriginal heritage. HardyGroup International Executive Search and Recruitment | General Manager East Arnhem Region EAST ARNHEM REGION & NHULUNBUY The East Arnhem Region is one of the most remote regions in Australia, covering roughly 33,6000 sq km in the north-eastern corner of the Northern Territory. The region has a population of around 16,000 living in and around the main centre of Nhulunbuy and the major remote towns of Alyangula, Angurugu and Umbakumba (Groote Eylandt), Ramingining, Milingimbi, Yirrkala and Gapuwiyak. There are around 100 homelands and outstations. Nhulunbuy was created on the Gove Peninsula in the Northern Territory of Australia when a bauxite mine and deep-water port were established nearby in the late 1960’s, followed by an alumina refinery which closed in 2014. Rio Tinto still runs a small bauxite mining operation. The town now has a population of about 2,000, mainly direct and support employees, but there are many people who live in Nhulunbuy simply for the beautiful surroundings and lifestyle. Nhulunbuy is located on traditional aboriginal land within a mining lease area. HardyGroup International Executive Search and Recruitment | General Manager East Arnhem Region Nhulunbuy is a service hub for the more remote locations in the region, with services including education (pre-school, primary and secondary schools), health and law and order being delivered through a cooperative arrangement between the Northern Territory and the Australian Government. The region supports the fishing, mining and tourism industries. The Garma Festival is held annually as one of the largest celebrations of aboriginal culture. Nhulunbuy’s education services range from early learning centres to preschool, primary and high school. Both Qantas and Air North have multiple flights each day from Darwin to Nhulunbuy (one hour 10/15 minutes flying time). There is a road link to Darwin via the Bulman Track (700km gravel track), then the Stuart Highway. It is only suitable for four- wheel drive vehicles and only during the dry season. There are many beaches, rivers, forests and cliffs in short driving distance from Nhulunbuy, e.g. Little Bondi Beach, Latram River, Cape Arnhem and the Giddy River. The dry season (May to October) brings cool nights and fine dry days. The wet season is humid and hot with frequent showers and storms. Temperatures range from minimums of low to mid 20’s to maximums of mid 30’s right throughout the year. HEALTH SERVICES IN EAST ARNHEM LAND The Northern Territory’s Top End Health services has responsibility for the East Arnhem region, which includes Gove Hospital, Government-controlled Primary Health Services and remote clinics and it administers the grants for Non-Government Organisations providing health services, principally the Miwatj Health Aboriginal Corporation. Government controlled Primary Health Care Clinics include clinics on Groote Eyland, South East Arnhem and North East Arnhem. HardyGroup International Executive Search and Recruitment | General Manager East Arnhem Region The Gove District Hospital has 30 acute overnight beds, and its role is to provide an appropriate range of medical, surgical, paediatric, and maternity services as well as two respite beds. It includes a 24-hour Emergency Service, 24-hour medical Imaging, as well as 24-hour Pharmacy and Pathology services. It provides inpatient and outpatient specialist care services to patients referred from the 15 remote community centres in the region. A district Medical Officer services the region, giving medical advice and organising patients to be admitted to hospital or evacuated by air to Royal Darwin Hospital. Visiting Specialist services include Ophthalmology, Orthopaedics, Ear, Nose and Throat (ENT), Plastics and General Surgery. Additionally, the hospital is supported by Physiotherapy, Social Work, Nutrition, Mental Health, Audiology, Mental Health, Alcohol and other drug services. Access is also available to family and community services, aged and disability services, dentistry and domestic violence services. HardyGroup International Executive Search and Recruitment | General Manager East Arnhem Region NT HEALTH & TOP END HEALTH SERVICE The Northern Territory’s Department of Health delivers its health services through three main operational services: • Department of Health, responsible for strategic leadership and funding; System-wide policy development and planning; and system governance, performance and accountability • Central Australia Health Service, encompassing Alice Springs Hospital, Tennant Creek Hospital and various primary health services • Top End Health Service, incorporating Darwin Hospital, Katherine Hospital, Gove Hospital and numerous remote health clinics including those within the East Arnhem Region The Top End Health Service comprises the Darwin Region, the Katherine Region and the East Arnhem Region. The General Manager, East Arnhem Region is a member of the Top End Health Service Operational Executive Group. VISIT WWW.HEALTH.NT.GOV.AU HardyGroup International Executive Search and Recruitment | General Manager East Arnhem Region GENERAL MANAGER EAST ARNHEM REGION POSITION PURPOSE The primary function of this position is to manage the Top End Health Service in the East Arnhem Region and provide strong leadership for the delivery of services at the Gove Hospital as well as Primary Health Care, Mental Health, Community and Oral Health Services. This position contributes high level strategic influence promoting service integration, collaboration with non-government health providers, transition to community-control, systematic reform and continuous quality improvement. KEY ACCOUNTABILITIES Key accountabilities of the General Manager, East Arnhem Region are to: • Ensure the human, financial and physical resources of the region are managed effectively and efficiently • Lead the development of a professional and dynamic organisational service culture, focussed on integration, multi-disciplinary teamwork, continual improvement and the empowerment of Aboriginal people and communities. • Develop effective linkages and service coordination between Aboriginal Medical Services, Government services, and Non-Government Organisations by working with all stakeholders to identify emerging issues, including family support needs. • Ensure compliance with appropriate legislative and statutory requirements. • Ensure high quality, safe services and workplaces • Foster a positive workplace culture through exemplary leadership and role-modelling behaviour. SELECTION CRITERIA 1. Contemporary experience and success as a senior manager in a relevant health service, focussed on outcomes and performance 2. Demonstrated high level strategic, conceptual, analytical and collaborative skills including the ability to interpret and manage the social, political and organisational environment 3. Robust management of human and financial resources 4. Proven ability to lead and participate in diverse teams, and to manage through performance frameworks to achieve outcomes while creating a positive organisational culture 5. Demonstrated experience in implementing, sustaining, monitoring and evaluating clinical governance, accreditation processes, and quality and safety and risk management systems 6.
