In exercise of the powers vested in me by virtue of my appointment by the Governor as the Competent Authority for the purposes of Regu­ lation 61 of the Defence Regulations, 1940, I hereby order as follows :— 1. This Order shall be cited as the Defence (Hill and Plain Villages Definition) Amendment Order, 1940, and shall be read as one with the Gazette. In pursuance of the provisions of section 19 of the Irrigation Divisions (Villages) Law, 1938, the following Rules made by the Committee of the Irrigation Division of Argates, in the District of Nicosia, are published in the Gazelle. (M.P. G82/40.) IRRIGATION DIVISION OF ARGATES. Rules. 1. These Rules may be cited as the Irrigation Division of Argates Rules, 1940. 2. In these Rules, unless the context otherwise requires:— " Commissioner" means the Commissioner of the District of Nicosia ; " Committee " means the Committee of the Irrigation Division ; "Irrigation Division" means the Irrigation Division of Argates; " Law " means the Irrigation Divisions (Villages) Law, 1938 ; " List " means the list of the names and residence of the proprietors and of the lands and extent thereof which are to be benefited or are capable of being benefited by the works prepared under the provisions of section 15 of the Law as finally settled under the provisions of section 16 of the Law ; " Works " means the irrigation works of the Irrigation Division. 3. The Committee shall hold office for a period of two years beginning on the 31st March, 1940. Thereafter the election of the Committee shall take place every second year in the first week of the month of March, and it shall hold office for a period of two years from the 31st March next following its election. 4.—(1) The Committee shall appoint a treasurer who shall collect the rates and charges assessed upon the proprietors mentioned in the list. (2) The treasurer shall, on the 1st January in every year, prepare a statement of all rates or charges still due and unpaid on that date and shall forward such statement to the Commissioner .

    1 The Ghosts of Famagusta by Allan Langdale In the summer of 1974 Turkey invaded Cyprus, forcibly partitioning the Island into a northern, Turkish sector and a southern region known as Greek Cyprus. The international community interpreted the Turkish exploit as an illegal annexation rather than, as the Turks saw it, a justifiable intervention to prevent the ethnic cleansing of Turkish Cypriots. When the area declared itself the Turkish Republic of Northern Cyprus (TRNC) in 1983 the international community refused to recognize it. The occupation of the north meant that only the southern two-thirds of Cyprus continued to be recognized as the legitimate nation of Cyprus, while the north has persevered— propped up by subsidies and immigrants from Turkey—as a ‘military occupied zone’, a designation that has resulted in the region’s economic and cultural isolation for the past forty years. This has had innumerable political and social ramifications for Cyprus and Cypriots, both Greek and Turkish, but one of the more urgent issues is the preservation of archaeological and cultural sites in the north, many of which have been subject to neglect for four decades. The situation has become critical for many historical sites. The following is a report on some of the challenges faced by people trying to conserve the region’s incomparably rich archaeological and architectural past. We routinely hear about the U. S. economic embargos of Cuba and North Korea, but the embargo of northern Cyprus doesn’t get much press. Yet that four decade long prohibition, observed by the United States and by virtually all of the world’s nations, is one of the decisive factors impeding efforts to save the region’s numerous archaeological sites and historical works of architecture.

Indeed, we cannot simply take for granted that at the time under scrutiny Cyprus was overwhelmed by Arab incursions turning the island into a no man’s land, severing commercial and shipping routes, bringing to an end any economic, social and cultural form of life in the countryside, causing massive depopulation and abandonment of prosperous rural villages along the coasts in favor of hastily built and fortified (often seasonal) hilltop settlements. In the light of the latter remark, the authors will use the preliminary results of a recent extensive rural survey conducted in the plain of Galinoporni/Kaleburnu on the Karpas peninsula to propose a picture of the Cypriot landscape as characterized by the early medieval resilience of the varied range of rural settlements (farms, hamlets and villages) dating back to previous centuries and by the lack of any catastrophic occupational gaps after the mid-seventh century.

Çalışma kapsamında Kuzey Kıbrıs’ta İskele İlçesi sınırları içinde kalan Karpaz bölgesindeki arkeolojik yerleşimler, mezarlıklar ve kutsal alanlar ele alınmıştır. Karpaz Yarımadası’nda ilk iskân izleri Akeramik Neolitik Dönem’e tarihlendirilen Kastros yerleşi- minde karşımıza çıkmaktadır. Tunç Çağı’nda Karpaz Yarımadası’nda yerleşim sayısının oldukça art- tığı görülmektedir. Demir Çağı’nda ise bilinen yerleşim alanlarının sayısı Tunç Çağı’na göre azdır. Karpaz Yarımadası genelinde Arkaik ve Klasik Dönem’lere yönelik araştırmaların sayısı ise fazla olmadığından ve bölgede çok iyi bilinmediğinden bu dönemlerle ilgili arkeolojik bilgilerimiz sınırlı- dır. Hellenistik ve Roma Dönem’leri ise Karpasia ve Urania gibi büyük yerleşimlerin yanında yüzey araştırmalarında tespit edilmiş küçük ölçekli yerleşimler ile temsil edilmektedir. Abstract: The archaeological settlements of the Karpass Peninsula This essay aims to evaluate the settlement history of the Karpass Peninsula in northern Cyprus in light of the available evidence derived from archaeological excavations and surveys. It places a spe- cial emphasis upon the archaeological settlements, cemeteries and sanctuaries that may help us to reconstruct the settlement history of the Karpass Peninsula. The first traces of human occupation in this region have been attested at the Aceramic Neolithic site of Kastros. A noticeable increase seems to have occurred in the number of sites in the Bronze Age.

The President has the legitimate and fundamental right to visit citizens of the Republic in any part of the territory, particularly when, as in this case, the visit is motivated purely by humanitarian reasons, having regard to the situation of the Greek Cypriot citizens in the Karpass.

    DOCUMENT WITH THE COMMENTS OF THE ASSOCIATION OF CYPRIOT ARCHAEOLOGISTS CONCERNING TURKEY’S REPORT ON THE ‘IMPLEMENTATION OF THE ‘INTERNATIONAL COVENANT ON ECONOMIC, SOCIAL AND CULTURAL RIGHTS’ In 1974 the Turkish armed forces invaded Cyprus in violation of international law, including the UN Charter. Turkey still occupies over 36% of the territory of the Republic with 43,000 troops, and is therefore responsible for the actions of its army and the subordinate local administration. It is also pertinent to recall that in 1983 the then Turkish Cypriot leader Mr. Denktaş, declared the establishment of the so-called “TRNC” in the occupied part of Cyprus. This action was condemned by the UN Security Council in Resolutions 541(1983) and 550 (1984) which calls upon the international community neither to recognize such an entity nor to assist or in any way cooperate with it. Monahan August 2010 © 2010 Eilis M. Monahan ABSTRACT The Prehistoric Bronze Age is a tremendously important period on Cyprus for understanding the later development of the island. During this period architecture, settlement patterns, technologies, and subsistence practices changed drastically, and of greatest interest to this thesis, the dead were buried in discrete cemeteries. It has been historically stated by scholars that these cemeteries were located outside, and within view, of the associated settlements. The recent publication of the excavations and surveys of several Prehistoric Bronze Age sites allows these assumptions to be tested, and their implications considered. The shifts in settlement form and organization and in mortuary behavior clearly reflect major changes in the organization of society during this time period. By analyzing the various relationships between settlement and cemetery within the landscape, this thesis attempts to better understand the dimensions of variation and patterns of practice that shaped the changing society of the Cypriot Bronze Age. Using data from the excavations and surveys at Marki-Alonia, Alambra-Mouttes, and Sotira- Kaminoudhia, and the survey data from the Vasilikos Valley Project, as well as a reconnaissance survey undertaken by the author during the summers of 2008 and 2009, this thesis takes a behavioral and phenomenological approach to the PreBA Cypriot mortuary landscape, addressing four key aspects.
