    Graciela Chichilnisky (*1944) acted as a US Lead Author of the Intergovernmental Panel on Climate Change, which received the 2007 Nobel Prize. She is a world renowned economist and mathematician whom the Washington Post calls an “A-List Star” and who appeared in the 2009 Time Magazine on “Heroes of the Environment”. Chichilnisky is the author of the carbon market of the UN Kyoto Protocol that became international law in 2005. Chichilnisky has a Masters and a PhD in Mathematics from MIT and a second PhD in Economics from UC Berkeley. She taught previously at Harvard, Essex and Stanford Universities and is a founder and Managing Director of Global Thermostat LLC. Dr. Chichilnisky has authored 14 books and over 250 articles published in leading academic journals including Nature, American Economic Review, Transactions of the American Mathematical Society, and the Journal of Mathematical Economics, as well as in popular news media, such as Time Magazine and the Financial Times. She is a frequent commentator on CNN, ABC, BBC TV News, and Bloomberg News. Her books include Saving Kyoto, published in 2009, and The Economics of Climate Change, published in 2010. Dr. Chichilnisky is currently a Visiting Professor at Stanford University. Silicon Valley magazine Fast Company just selected her company, Global Thermostat, as the “World’s Top Ten Most Innovative Company” in Energy.     Climate Change Policy: Dynamics, Strategy, and the Kyoto Protocol1 Saleh Zakerinia and C.-Y. Cynthia Lin Lawell Abstract International environmental agreements are difficult to forge owing to a “tragedy of the commons” problem and free riding. In this paper, we use machine learning and structural econometric modeling to develop and estimate a structural econometric model of the dynamic game among countries making decisions regarding whether to adopt a national greenhouse gas emissions target under the Kyoto Protocol, what target level to adopt, and how much CO2 to emit. We use the estimated parameters to simulate the effects of counterfactual scenarios on climate change policy, emissions, economic outcomes, and welfare. Results are consistent with the presence of a free-rider problem, and also suggest that the Kyoto Protocol may have had some unintended or even perverse effects. Nevertheless, our counterfactual simulations provide evidence that having the US and the EU as members of the Conference of the Parties (COP) is important for reducing aggregate CO2 emissions and for reducing mean temperatures in EU countries, but at a cost to GDP. Our results have important implications for climate policy decision-making and the design of international environmental agreements.     The Journal ofInternational Trade & Economic Development 7:139-54 The knowledge revolution Graciela Chichilnisky Columbia University Abstract We are on the threshold of a truly revolutionary era of discovery - ranging from the origins of the universe to new states of matter and microscopic machines, from a new understanding of the oceans and of the biological connections across the Earth's species to the functioning of the human brain and the origins of consciousness. This `golden age' of discovery, with frequent breakthroughs occurring virtually in every field, is inducing far-reaching social changes. We are undergoing a social and economic revolution which matches the impact of the agricultural and industrial revolutions. This is a `knowledge revolution' driven by knowledge and by the technologies for processing and communicating it. Knowledge is an intangible public good. It is privately produced, and it is replacing land and machines as the primary factor of production prevailing in the agricultural and industrial revolutions. This alters the terms of the debate between capitalism and socialism, and leads to a human-centred society with different types of markets, corporate structure and financial structures. Property rights on knowledge are key. Human capital is the engine of development . Markets require more egalitarian distribution of wealth for efficient functioning . The golden age of industrial society, with its voracious and unequal use of the Earth's resources, is reaching its logical limits. A new pattern of economic growth, knowledge-intensive growth, replaces the resource-intensive patterns that prevailed since World War II. This leads to a vision of society that is very innovative in the use of knowledge and very conservative in the use of the earth's resources, a new society centred on diversity and human capital and offering the prospect of substantial economic progress without damaging the ecosystems that support life on earth.

SUMMARY Markets are a dominant force in the world economy, in many ways a force for change and progress. During the course of this century market economies have led the race for industrialization, overcoming planned economies and traditional agricultural societies. The rapid expansion of international trade during the sec- ond part of the 20th century' has led to an extensive extraction of resources in developing nations, resources that are exported and consumed mostly in industrial nations and traded often at prices which are below replacement costs. This pat- tern of North-South trade in resources underlies the main global environmental problems we face today: biodiversity destruction and the risk of climate change. As the century turns, the market itself is evolving. Two major trends, the knowl- edge revolution and global environmental stress, lead to new and different types of markets involving a combination of private and public features and to new glo- bal challengesz. Environmental markets and markets for knowledge-based products3 will play a pivotal role in the new century. The Price of Macroeconomic Imprecision: How Should the Law Measure Inflation? by JIM CHEN* I. Wobbly Times Are Here Again Inflation, that old economic scourge, will someday ride again. Two decades of robust, "non-inflationary growth" have abruptly stopped, casting into sudden doubt whether the United States can remain "at the world productivity frontier in many industries."' As the prospect of "a new era of greater economic prosperity and possibility" fades with each dot-coin mirage and each shocking corporate scandal, cautious Americans must question how quickly their country will reverse what had been a period of "sustained economic strength with low inflation., 2 The hope that the United States economy might have transcended macroeconomic cycles is reminiscent of the "childish illusions that dominate[] elementary mathematics. ' But when the mind finally comprehends the intractable complexity of macroeconomics, economic optimism, "like first love [and] elementary mathematics[,] passes into memory."4 Of late the principal macroeconomic concern in the United States has not been inflation, but its opposite, deflation.
