This goal is elaborated in the ILO Declaration 2008 on Social Justice for a Fair Globalization,1 which has been widely adopted by the international community. Comprehensive and integrated perspectives to achieve this goal are embedded in the Employment Policy Convention of 1964 (No. 122), the Global Employment Agenda (2003) and – in response to the 2008 global economic crisis – the Global Jobs Pact (2009) and the conclusions of the Recurrent Discussion Reports on Employment (2010 and 2014). The Employment Policy Department (EMPLOYMENT) is engaged in global advocacy and in supporting member States in placing more and better jobs at the center of economic and social policies and growth and development strategies. Policy research and knowledge generation and dissemination are essential components of the Employment Policy Department’s activities. The resulting publications include books, country policy reviews, policy and research briefs, and working papers.2 The Employment Policy Working Paper series is designed to disseminate the main findings of research on a broad range of topics undertaken by the branches of the Department. Yet, many resource rich countries find it challenging to translate their wealth into instruments to support inclusive growth and sustainable development. In such cases, a broad set of pro-employment policies is critical for exploiting the resource potential to create productive and sustainable jobs, and thereby support structural transformation and contribute to achieving the Sustainable Development Goals (SDGs), especially Goal 8 “to promote inclusive and sustainable economic growth, employment and decent work for all”. The International Labour Organization (ILO) has been conducting research on pro- employment policy frameworks and providing technical support to member States for a number of years. It has also acquired a knowledge base in sectoral analysis to assess the job- creation potential of specific policies, as called for by the 2014 International Labour Conference resolution to support member States devise comprehensive employment frameworks to “promote employment, enhance productivity and facilitate structural transformation processes.” (ILO, 2014: 7(b)). This paper analyses the challenges faced by a number of resource dependent countries in Sub-Saharan Africa to provide recommendations on how to design a set of policies to encourage productive employment growth. It examines the policy framework relating to extractive industry in a number of African, Asian and American countries to identify productive uses of the revenues for inclusive growth in other sectors of the economy, diversification away from the extractive industries through industrial and sectoral policies, as well as investment in social protection and infrastructure. The paper underlines the importance of strong institutions for governance, transparency, effective policy design and implementation. It advocates for a comprehensive approach to development relying on social protection, labour legislation and investment in social infrastructure (healthcare and education), along with cooperation with social partners and civil society through social dialogue. Abstract: Direct current electrical surveys were carried out in the vicinity of the Poring Hot Springs. These surveys have detected the presence of low resistivity layers due to the presence of hot water systems and a sheared zone. The results of electrical sounding and profilings suggest that the hot-water systems are in the form of channels. Electrical surveys carried out to the east and southeast of the hot springs did not detect any low resistivity layer. INTRODUCTION Although electrical methods have been applied to numerous geophysical studies, the major application has been in the exploration of geothermal resources, such as in New Zealand, Italy, USA and several other parts of the world (Zohdy et al., 1973; Kumar et al., 1982; Singh et al., 1983). Electrical resistivity surveying is now regarded as one of the most valuable geophysical methods available for geothermal exploration. It was recognised in the early of distinguishing ground saturated with cold water from areas containing hot saline water of geothermal origin. The bulk resistivities of rocks vary with such factors as temperature, rock type, presence of a steam/gas phase and porosity. According to White et al., 1971, geothermal systems are of two types; hot-water systems and vapour-dominated systems. The electrical resistivity of a hot-water system is lower than the surrounding rocks (Gupta, 1980; Singh et al., 1983).

Common methods in managing these wastes include pond storage, dry sacking, underground and ocean disposal and phytho-stabilisation but these does not address the associated risks regarding migration of contaminated liquid or when the soil structure is compromised during natural disaster such as earthquake. Due to these limitations, microbiologically induced calcite precipitation method (MICP) is an exciting alternative as it is sustainable and environmentally friendly. This research evaluates mine waste obtained from two sites; Mamut and Lohan Dam, both located at earthquake-prone Ranau Sabah, Malaysia, in term of their physical, mineralogy and morphological characteristics for stabilisation using MICP. Physically, mining wastes from Mamut are of well graded soil with sand (53.9%) and gravel (43.5%), classified as SW (USCS) and A-1-a (AASHTO). Meanwhile, waste from Lohan Dam are of sand (49.9%) and gravel (10.1%), classified as SM (USCS) and A-4 (AASHTO). Constant head test of the soils from the sites showed results of 3.607 x 10-1 and 3.407 x 10-2 cm/s respectively indicate high permeability.

It lies between elevations of 1,300 to 1,600 metres above sea level. General collection of plants was carried out on the five main waste rocks dumping sites: Mamut Valley Dump, Lohan Dump, Nasapang Dump, North Dump and West Dump. The enumeration recognizes 204 species represented by 73 different families and 152 different genera. Of these, 59 are tree species, 55 shrub species, 64 herbaceous species (including ferns), 23 graminioid species, and two moss species. This study has identified 25 plant species that are frequently found at all of the waste dumpsites around the abandoned MCM. This checklist can be used for a rehabilitation programme of mine wastes. Keywords: Colonization, mine rehabilitation, waste dump Introduction Mamut in Ranau is an ex-copper production site and was the first opencast mine in Malaysia. The former Mamut Copper Mine (MCM) was in operation for 24 years from 1975 to 1999. It produced copper concentrate that also contained significant amounts of gold and silver. The mining lease covers an area of 1942 hectares of rugged montane terrain on the southeastern slopes of Mount Kinabalu.

As part of safety assessment and future planning, knowledge of soil characteristics in this risky area is necessary. This paper presents some findings on geotechnical properties of unprocessed soil obtained from the abandoned mine. Results found that Mamut soil can be classified as SW and has higher coarse-grained percentage (97.4%) compared to other copper mines elsewhere. The soil also has higher permeability (3.61 x 10-3 m/s), lower organic content (0.15%), lower pH (4.53), higher specific gravity (2.75) and higher maximum dry density (1780 kg/m3).

    MINING GEOLOGY, 27, 201•`212, 1977 Fluid Inclusion Study of the Mamut Porphyry Copper Deposit, Sabah, Malaysia* By Ken-ichi NAGANO**, Sukune TAKENOUCHI***, Hideki IMAI*** and Tetsuya SHOJI*** Abstract: The fluid inclusion study of the Mamut porphyry copper deposit, Sabah, Malaysia was carried out as part of studies of the ore-forming fluids and mineralization of porphyry copper deposits from the Southwestern Pacific island arcs. Polyphase fluid inclusions which contain halite, sylvite, hematite, anisotropic unidentified minerals, and opaque minerals, are observed abundantly in the vein quartz. Gaseous inclusions are also abundant , but liquid inclusions are few. It is inferred from the disappearance temperature of halite that the salinity of fluid would have been in a range between 35 to 55 wt.% NaCl equivalent concentration. The homogenization temperature of polyphase inclusion ranges from 300•‹ to 480•Ž, whereas that of liquid inclusion is between 280•Ž and 325•Ž. The "boiling" of the fluid is manifested by an intimate coexistence of gaseous and polyphase inclusions , in some samples. The numeral ratio of polyphase inclusion to the total number of inclusion becomes higher in the ore-shell or biotite zone, and at lower levels of the orebody. A low value of the ratio from the core of the orebody is attributable to the abundance of gaseous inclusions. An intimate relation between the abundance of chalcopyrite in sulfide minerals and polyphase inclusions suggests an important role of highly saline fluids in the copper miner- alization. It is concluded that the ore-forming fluids at the Mamut porphyry copper deposit were rich in non- volatile materials including chlorides and that the pressure of the fluids was low enough to emanate the vapor phase.
