It is mandatory for all the bidders to have Class-III Digital Signature Certificate (With Both DSC Components i.e. Signing & Encryption in the name of authorized signatory (who will sign the Bid) from any of the licensed Certifying Agency (Bidders can see the list of licensed CA’s from the link www.cca.gov.in to participate in e-tendering of NHAI. To participate in the e-bid, it is mandatory for the Applicants to get themselves registered with NHAI e-Tendering Portal (http://etenders.gov.in) free of cost. The detailed tender document can be viewed / downloaded from the website https://etenders.gov.in from 16.08.2017 to 23.08.2017(upto 12:00 Hrs) The complete Bid Document can be downloaded from the NHAI e-tendering portal free of cost. The amendments / clarifications to the bid document if any will be hosted on the above website. The bid should be submitted online in the prescribed format given in the website. No other mode of submission is acceptable. The authorized signatory holding Power of Attorney shall only be the Digital Signatory. In case authorized signatory holding Power of Attorney and Digital Signatory are not the same, the bid shall be considered non-responsive. The last date of submission of online Bid is 23.08.2017 upto 12:00 Hrs (as mentioned on the e-portal only) (“Bid Due Date”). The last date of submission of Physical Bids is 24.08.2017 upto 12.00 Hrs (IST). The Technical Bids (Online & Physical) would be opened on 24.08.2017 at 15.00 hrs., in presence of representatives of the bidders who choose to attend. However, such representatives shall be allowed to attend the opening of the bids only if they produce letter of authority on the letterhead of the bidder, at the time of opening of bids as mentioned above.
