I. EXECUTIVE SUMMARY

A. Brief of the VCICDP:

1. ADB supported the preparation of a conceptual development plan (CDP) and a regional perspective plan (RPP) for the VCIC, which included an infrastructure strategy to drive economic growth and the identification of nodes for industrial development, high- potential industrial sectors, and a set of priority projects. The CDP indicated that VCIC, with its long coastline and strategically located ports, provides multiple international gateways to connect India with vibrant global production networks. The proposed Visakhapatnam– Chennai Industrial Corridor Development Program (VCICDP) will complement the ongoing efforts of the Government of Andhra Pradesh (GoAP) to enhance industrial growth and create high-quality jobs. The VCICDP comprises: (i) a proposed multitranche financing facility (MFF), (ii)a proposed policy-based loan (PBL), and (iii)a proposed administration of a grant to be provided by the Urban Climate Change Resilience Trust Fund (UCCRTF) under the Urban Financing Partnership Facility.

2. The proposed investment program will involve development of infrastructure in selected industrial clusters; improve transport infrastructure, such as connectivity of nodes to ports, urban areas, other nodes and critical hinterland areas; develop and improve power infrastructure, such as establishing substations, strengthening of transmission and distribution system; and improving critical urban infrastructure in selected urban areas. VCICDP will complement the on-going efforts of the Government of Andhra Pradesh (GoAP) to enhance manufacturing sector growth and create high quality jobs in the state of Andhra Pradesh. The envisaged outputs of VCICDP include: (i) ease of doing business improved; (ii) Visakhapatnam-Chennai Industrial Corridor (VCIC) infrastructure strengthened; and (iii) institutional capacities and program management strengthened.

B. Scope of Work

3. The State of Andhra Pradesh acting through its Department of Industries and Commerce, the executing agency, and Andhra Pradesh Road Development Corporation (APRDC), Andhra Pradesh Industrial Infrastructure Corporation Limited (APIIC), Greater Visakhapatnam Municipal Corporation (GVMC), and Transmission Corporation of Andhra Pradesh (APTransco), the project implementing agencies, are wholly responsible for the implementation of ADB-financed projects.

4. Detailed components of MFF investment are as under: (i) Investment in Industrial Infrastructure; (ii) Urban Investments: Water Sector for GVMC; (iii) Investments in Connectivity- Roads; and (iv) Investments in Power Sector.

C. Resettlement Framework

5. A Resettlement Framework has been prepared conforming to the National laws, the State laws and the Asian Development Bank’s (ADB’s) Safeguard Policy Statement (SPS), 2009. The policy framework describes the principles and approach in avoiding, minimizing and mitigating adverse social impacts that may arise during implementation of subprojects proposed under VCICDP.

6. The Resettlement Framework also describes the process for: (i) screening subprojects; (ii) assessment of involuntary resettlement impacts; (iii) categorization of subject based on significance of involuntary resettlement impact; (iv) structure and process for consultations; (v) approach and methodology in undertaking census and socio-economic surveys; and (vi) preparation and implementation of resettlement plans.

7. All sub-projects proposed under Tranche-I of VCICDP have been screened for social impacts, in compliance with this framework. The VCCIDP Tranche -1 project is classified as Category “A” for involuntary resettlement impact in accordance with ADB's Safeguard Policy Statement (SPS). ADB’s SPS covers both temporary and permanent impacts to titled and non-titled persons, which includes both physical and economic displacement. This Resettlement Framework will be reviewed and updated from time to time to reflect the changes in applicable State and/or National laws. PIU wise Social Safeguard documents for Tranche –I are mentioned in table-2. The resettlement plans for 5 subprojects has been updated based on detailed final design and census surveys. D. Public participation and consultation

8. Total 30 consultations has been conducted during the reporting period with 1399 participants (male 855 and female 544). These consultations are conducted where civil works are in progress, are gender inclusive and responsive and tailored to the needs of disadvantaged and vulnerable groups. Consultations enables the incorporation of all relevant views of affected people and other stakeholders in the decision making, such as project design, mitigation measures, the sharing of development benefits and opportunities, and implementation issues. Public consultation and outreach program under VCICDP is being undertaken by the Contractors, PIUs, and PMU with the support of the Public Communication Specialist of PMSC. E. Grievance Redressal Committee (GRC)

9. GRC has been established at three-levels2, one at project (PIU) level, one at district level and another at State (PMU) level, to receive, evaluate and facilitate the resolution of displaced persons concerns, complaints and grievances. The GRC is providing an opportunity to the affected persons to have their grievances redressed prior to approaching the jurisdictional sub court. The GRC’s aim is to provide a trusted way to voice and resolve concerns linked to the project, and to be an effective way to address affected person’s concerns without allowing it to escalate, which may result in delays in project implementation.Particular attention has been paid to the need of the disadvantaged or vulnerable groups, especially those who are under BPL, the landless, the elderly, female-headed households, women and children, Indigenous People/ Scheduled Tribes (if any), and those without legal title to land.

10. During this reporting period grievances are reported from GVMC/01, APRDC/01 and APIIC/05 Projects. Total 49 grievances were recorded and 47 has been resolved.

F. Institutional Arrangement

11. The State of Andhra Pradesh acting through its Department of Industries (DoI) is the executing agency. The Project Management Unit (PMU), established under the Directorate of

Industries with the Commissioner / Director of Industries as Project Director, is responsible for planning, implementation, monitoring and supervision, and coordination of all activities under the Program and the MFF. The PMU is being supported by Project Management and Construction Supervision Consultant. The Project Implementation Units (PIUs) are established in APIIC, APRDC, APTransco, and GVMC, and are responsible for implementing the MFF. The respective PIUs are responsible for screening subprojects, categorisation based on involuntary resettlement and indigenous people’s impacts, conducting the social assessment, preparation and implementation of Resettlement Plans and Indigenous Peoples Plan as required, as outlined in the Resettlement Framework.

12. A full-time Social Safeguard and Gender officer (SSGO), takes care of social safeguards and gender at PMU level and each PIU has a Social Safeguard and Gender officer. The Resettlement and Rehabilitation Specialist and Social Development and Gender Specialist who are positioned in the PMSC assist the concerned officers of PMU and PIUs.

G. Monitoring Results – Findings

13. Findings during reporting period are as under:

(i) Approval of Resettlement Framework and Entitlement Matrix is pending at the GoAP level and after the finalization, the Resettlement Framework will be disclosed.

(ii) For the subproject APRDC-01- updation of disbursement of compensation and R&R issues are as under • During reporting period compensation paid Rs 10.35 crore to 92 landowners. Total 42.01 Crores has been disbursed to 415 (60.66%) land owners out of total 683 land owners. Balance disbursement of compensation amount 27.24 Crore for 268 landowners is pending with Finance Department of AP for release of funds.

• R&R Compensation has to be paid to 392 beneficiaries and the same is yet to be finalized by the Revenue authorities. Total R&R compensation with annuity Rs.5.00 lakhs is approximately Rs.16.66 Cr (i.e., Rs.11.43 Cr for 147 title holders & Rs.5.23 Cr for 245 Non-title holders). Total R&R compensation with annuity Rs.0.50 lakhs is approximately Rs.10.04 Cr (i.e., Rs.4.81 Cr for 147 title holders & Rs.5.23 Cr for 245 Non-title holders).

• Additional Land acquisition will be involved due to modification of Peddapuram flyovers design as per representation of MP and minsters for changes in the flyover design with suitable changes in plan as suggested by PMSC.

(iii) APTRansc-01, the agency is facing difficulties in taking up execution work at Chandanada SS, public has been staging protests at Chandanada substation site for payment of pending compensation. Land owners are not satisfied with Diminution of land value, and refuse to receive the compensation amount, at present determination of compensation is under review/revision with DC. Difficulties on APTransco-01 site are as under:

• Tower foundations location were completed for 48 out of 60 tower location and impacted 49 landowners. Balance due to Tower line alignment is likely to change, as the substation location is not yet finalized. R & R Compensation to the land losers is yet to be decided by the District Collector & the farmers are not willing to consent unless compensation is not paid. APTRANSCO has requested to the District Collector, Visakhapatnam vide letter no. SE/OMC/VSP/Tech/AEE-T2/F.208/D. no. 6054 dated 28/12/2019 regarding tower base compensation. APTRANSCO officials expressed that the compensation amount shall be at par with the amount fixed by the District Collector Kakinada, as Chandanada / Nakapalle area is at the border of East Godavari district and the land rates in both the areas are nearly equal.

• The allocation of land for Chandanada substation is still pending and APIIC is not in position to decide as to which plot to be handed over to APTRANSCO. Out of 10 acres of land for SS, compensation for nearly 1.5 acres of land is pending.

• Compensation for trees / bore well etc. is yet to be received by the affected persons.

• A convergence meeting was conducted to resolve ROW issue between Junction to NVT Law College Road with NHAI and APTRANSCO and Metro officials. for laying of UG cable proposed between Dairy Farm substations to substation (13.8 km) will be carried out within the right of way (RoW) along the NH-16 and arrange stake holder consultation to address NHAI permission issue.

• Socio-economic survey work was completed by the M/s rahul cables for private farm land for erection of 60 transmission towers (2.45 acres), Door step consultation were also conducted along the erection of transmission towers Vempadu, Ramayyapeta and Chinna Doddugallu village on dated 01.12.2020. Resettlement Plan was updated and submitted to ADB for concurrence and disclosure.

(iv) For APTransco-03- As per meeting with Chief Engineer (Construction) on dated 23rd November, 2020 reg. socio-economic survey of the project affected persons due to erection of tower and stringing of wire. The CE –APTransco (construction) instructed to Contractor M/s Kalpataru for conducting the survey at the earliest. M/s Kalpataru has started to conduct the socio-economic survey of affected persons affected due to erection of towers and stringing of wire.

(v) For GVMC-02, the work will commence after the dispute with the petitioners are resolved and necessary permission are granted about the hindrance in laying of pipeline in 1 km in Padmanabapuram. • In this subproject procurement of water meter is major concern, as of now only 2000 water meter out of 48,000 are procured. • The risk of impact of 208 persons were avoided by providing engineering and public communication measures till completion of work in 115 kms till September 2020. However, an additional impacts have been emerged up due to a court cases in Padmanabapuram and that has hindered the progress of work in 650 meters for laying of 1200 mm dia MS pumping main as part of Padmanabapuram pump house to Ground Level Balancing Reservoir located at hillock and 350 meters for laying of 1300 mm dia MS gravity main as part of transmission main from Balancing reservoir to the Simhachalam Arch.

• GVMC is following up with Sri Varaha Lakshmi Narasimha Swamy Devasthanam (SVLNSD), Simachalam-Endowment Department and office of Collector of Visakhapatnam for necessary permission. The Endowment Department and office of Collector are following up with Honorable High Court of Andhra Pradesh on petition filed by 5 persons, who claim the ownership of land. • Resettlement Plan was updated and submitted to ADB for concurrence and disclosure

(vi) APIIC-05 – APIIC needs to process for obtaining NoCs & approval of concerned departments for laying pipelines in land belongs to NH, R&B, Railways & Forest in these stretches. For minimizing socio-economic impact alternate alignment suggested and is under process are as under:-

• For Pipeline planned to go through Gilakapadu village is in process to avoid laying the 1100 mm dia DI pipe through the village. • Proposal for 700 mm dia DI K9 to avoid passing through Gudur town limit is being proposed.

(vii) Approval of Social & Gender expert’s CV by the PMU. PMU is in Process of appointment of GESI Expert by Q-1 (2021).

(viii) Road Safety Awareness (RSA) Consultant Technical Bid Evaluation Report submitted to ADB for NOC and Concurrence.RSA Consultants contract award expected in Q-2 (2021)

(ix) External Monitoring Consultant for Implementation of Resettlement Plan. Technical Bid evaluation completed. RP Consultants contract award expected in Q-2 (2021).

(x) PMU has instructed to all PIUs for Engagement of NGO for conducting stakeholder consultations and socio-economic survey work. Expression of Interest (EOI) called for shortlisting by the PIU APRDC and PIU –APIIC.

(xi) Ensure that the Insurance Policies as per contract conditions, like Contractor All Risks (CAR), Workmen Compensation Policy (WC), Other Material /Marine Policy etc., are renewed. PMSC to assist PIUs in notifying the contractors.

(xii) Damaged Personal Protective Equipment (PPE’s) for workers, if any shall be replaced, in periodical intervals.

(xiii) Ensure Hygienic measures shall be in place and to be maintained at work site as per COVID- 19 guidelines

17. Subproject components (civil works) proposed under the package APIIC/01 include construction of Common Effluent treatment plant at Naidupeta industrial cluster. The Physical Progress of the subproject is 91.51% up to December, 2020.

18. No involuntary resettlement impacts are assessed at identified sites for sub-project components, as the CETP site belong to APIIC and adequate vacant and unused land is available within the APIIC SEZ area.

2) DDR-Subprojects APIIC-03 Augmenting utility services for Naidupeta Industrial cluster comprises of the Naidupeta MPSEZ, IP-Naidupeta and IP- Attivaram.

19. This land acquisition and resettlement due diligence report is prepared for the proposed tranche- 1 package APIIC/03, under which construction of internal infrastructure in Naidupeta industrial cluster is proposed. Appraisal to APIIC expedite the pending permission from concern R&B department. i.e, road crossing of SWD & water supply pipeline in SEZ 11. The Physical Progress of the subproject is 73.90% up to December, 2020.

20. The total land in possession of APIIC in the Naidupeta industrial clusters is 4556.84 acres. APIIC has the relevant land possession certificates for its land in Naidupeta. Components proposed under the subproject include internal road network, storm drains, power transmission and communication lines and internal water distribution pipelines, elevated storage reservoir and a one-stop service centre. Sites of 1 acre each required for the 2 proposed power substations area available within the boundary of APIIC Naidupeta industrial cluster, and construction is in progress. A site of 2.05 acres has been identified for the proposed one-stop service centre building with built-up area of 1640 sq.m for which construction is under final stages of completion.

21. Since all the facilities are proposed on vacant, unused APIIC lands that had already been acquired for the purpose of setting up industrial clusters, industrial parks and SEZs, there is no involuntary resettlement impacts.

3) Resettlement Plan - Subprojects APIIC-04 Providing 21 MLD bulk water facility and summer storage in Naidupeta Industrial cluster

22. This Resettlement Plan is prepared for investments proposed for subproject components of providing bulk water facility and summer storage in Naidupeta Industrial cluster subproject under tranche- 1 of VCICDP based on detailed design and detailed measurement survey. It addresses the IR impacts of the proposed subproject components and is consistent with the agreed Resettlement Framework and ADB’s SPS 2009.

23. No work at site since Sep’19 in progress at Intake works nearby TG Canal, SST, Raw water and clear water pumping main. The Physical Progress of the subproject is 75.27% up to December, 2020.

24. The total land requirement for the intake and summer storage tank has been estimated as 65.50 acres. Intake land and proposed for Summer Storage Tank is owned by Andhra Pradesh Industrial Investment Corporation (APIIC). No land acquisition is envisaged for proposed components and alignment.

25. Efforts have been made in detailed design to avoid or minimize resettlement impact through careful design of pipe alignments for transmission mains through available, existing right of way of the Venkatagiri-Naidupeta road. Potential impact of 17.80 kms proposed transmission main was assessed through detailed measurement survey and no relocation or permanent economic impact has been identified as a result of proposed pipe-laying activity. Only potential temporary income loss to 8 shopkeepers and 2 kiosks for transmission main pipelaying activity for a period of 15 days each has been identified. The impacts identified during project preparatory phase were avoided during construction by adopting good practices during civil works as explained in the section below (para 27).

26. The Resettlement Plan proposes assistance for temporary loss of income to affected persons based on the entitlement matrix prepared for the project. Mitigation measures are also included in the Resettlement Plan. Potential losses that can be avoided/mitigated through proper scheduling of work, avoidance of impact to businesses where possible, provision of planks for access to shops and businesses and traffic management plans to avoid disruption have been proposed.

27. To avoid the temporary loss of income Contractor arranged wooden planks during trenching work. Shopkeepers business was not disturbed during laying also the work done in a good manner to minimize the source effect to the people and their environment.

28. This Draft Resettlement Plan is prepared for the proposed subproject of bulk water supply to prioritized industrial clusters in southern region under VCICDP based on detailed design and detailed measurement survey. To propel industrial growth, APIIC has proposed to take up bulk water supply project for major industrial areas in the Southern Region viz. Krishnapatnam, Naidupeta, Yerpedu- Srikalahasti, IP Mambattu, Chinnapanduru and Sri City. It addresses the IR impacts of the proposed subproject components and is consistent with the agreed Resettlement Framework and ADB’s SPS 2009.

29. The Physical Progress of the subproject is 13.28% up to December, 2020. APIIC needs to process for obtaining NoCs & approval of concerned departments for laying pipelines in land belongs to NH, R&B, Railways & Forest in these stretches. For minimizing socio-economic impact alternate alignment suggested and is under process are as under:-

31. During the preparation of DPR for VCIC DP -05, the Krishnapatnam & CBIC nodes are not finalized. Hence the alignment of pipeline is proposed up to nearest location of Chintavaram Village impact was assessed for proposed transmission main 204.75 kms. Now the above nodes are finalized. Hence the pipeline is extended up to Start up area of CBIC node in Thamminapatnam Village. Hence the length of alignment is increased by 22.90 Km. The extended pipeline alignment has to cross the Buckingham Canal which is National Waterway (NW 4) at the Chainage No. 13.3 Km. Resettlement Plan updated due to impacts were identified in extension of alignment for laying of Water Supply Pipeline 22.90 km and thus total potential impact is 227.65 km..

33. Proposed subproject components for GVMC 24x7 water supply involving civil works include: (i) construction of 3 elevated level service reservoirs (ELSR): 1 ELSR of 3000 KL capacity at Ramamurthy Pantulupeta; 1 ELSR of 320 KL at Narsimha Nagar and 1 ELSR with 800 KL capacity at Abid Nagar (ii) construction of 2100 KL GLSR Madhavdhara; construction of 1 GLSR with 2200 KL capacity at Indira Nagar and 1 GLSR of 2200 KL at Shramik Nagar; (iii) 30.65 Km of transmission mains/feeder mains (MS/DI) (iv) 353.5 Km of water supply distribution network both HDPE & DI; and (vi) provision of 48000 house service connections. The Physical Progress of the subproject is 41.67% up to December, 2020.

34. Measures to avoid and minimize private land acquisition and involuntary resettlement impacts include identification of government land for construction of each of the proposed 6 reservoirs and pump house and municipal/government road right of way for laying of all pipelines.

35. The risk of impact of 208 persons were avoided by providing engineering and public communication measures till completion of work in 115 kms till September 2020. However, an additional impacts have been emerged up due to a court cases in Padmanabapuram and that has hindered the progress of work in 650 meters for laying of 1200 mm dia MS pumping main as part of Padmanabapuram pump house to Ground Level Balancing Reservoir located at hillock and 350 meters for laying of 1300 mm dia MS gravity main as part of transmission main from Balancing reservoir to the Simhachalam Arch. At the stretch Padmanabapuram the work will commence after the dispute with the petitioners are resolved and necessary permission are granted about the hindrance in laying of pipeline in 1 km. GVMC is following up with Sri Varaha Lakshmi Narasimha Swamy Devasthanam (SVLNSD), Simachalam- Endowment Department and office of Collector of Visakhapatnam for necessary permission. The Endowment Department and office of Collector are following up with Honorable High Court of Andhra Pradesh on petition filed by 5 persons, who claim the ownership of land. The following mitigation measures were adopted to avoid and/or mitigate temporary impacts on commercial and residential PAPs during laying of pipeline: (i) provision of advance notice to community, (ii) conducting awareness campaigns on the proposed project, its benefits, potential temporary impacts and mitigation measures, grievance redress mechanism, etc., (iii) The contractor ensured access to the shops and residences by providing planks, guiding barricades, and leaving spaces to avoid disturbance to residents and businesses, (iv) managing traffic flows as per the traffic management plan prepared by the contractor in coordination with local authorities and communities, (v) undertaking pipe laying works, civil works during night time along congested commercial stretches, heavy traffic movement roads and limiting the amount of time of open trenches, (vi) placing details of telephone hotlines and contact information of PIU officers in signage’s in visible places and in coordination with utility agencies, (vii) providing assistance to mobile vendors and hawkers to shift to alternative nearby locations, (viii) Mobile vendors as well as those with moveable structures are assisted to relocate to the opposite side of the road, where there is no civil works, or to the adjacent street until civil works are completed in a particular road, and (ix) Avoiding pipe laying in festival season.

36. In this subproject procurement of water meter is major concern, as of now only 2000 water meter out of 48000 are procured.

37. The total land requirement for new reservoirs is estimated as 2.07 acres. One pump house and two proposed reservoir sites (0.6 acres) and alignments for subproject components are owned by GVMC, while 1 proposed reservoir site (0.47 acres) belongs to state government and three proposed reservoir site belongs to Simhachalam Devasthanam (1 acre). No land acquisition is envisaged for proposed sites and alignments. For details of land requirement at each location, refer Table 12 below. ,

Design erection, commission and operate a grid connected 3 MW floating type solar power project on Meghadri Gedda reservoir in Vishakhapatnam

39. The main objective of this subproject is to design erect, commission and operate a grid connected 3 MW floating type solar power project on Meghadri Gedda reservoir in Vishakhapatnam. The proposed project brings in advantages of producing clean, pollution free energy, demonstrate use of reservoir area for solar power generation and provide employment to the people living around the area. The Physical Progress of the subproject is 68.74% up to December, 2020. (Procurement of panels & inverters 100%, floats 100%, supply of transformer & inverters are completed)

40. Subproject components proposed under the 3MWp grid connected floating type Solar PV Power Project include (i) installation of solar panels floating on the reservoir, (ii) feeder line to 33kV Narawa substation and (iii) floating walkway for access to solar unit.

41. The floatation device will be prefabricated and designed for simple mechanical on-site installation. There shall be no requirement of welding, masonry or complex machinery at the installation site. The floatation device will be modular, such that the installed assembly can be easily expanded and scaled up if required. Each module/combination of maximum two modules should support at least one solar panel. All modules should be standardized and independently created.

3) DDR -UCCRTF/05

Water shed development and Rejuvenation of Mudasarlova Lake Catchment area

42. The subproject Rejuvenation of Mudasarlova Lake is falling under Vishakhapatnam node. Subproject components proposed under the rejuvenation of Mudasarlova reservoir and desilting and lining of the inlet channels to the reservoir include (i) desilting of the reservoir, (ii) desilting and lining of 2958m long channel in the western side of the reservoir, (iii) desilting and sectioning of 400m long channel in the northern side of the reservoir (iv) disposing of desilted soil in the northern side of the reservoir and (v) contour trenches on the foothills. The Physical Progress of the subproject is 56% up to December, 2020.

43. The subproject also involves planting of 7500 trees in the foreshore of the reservoir in the northern side and western side and inside the reservoir area in the southern side. On the existing bund of the reservoir, grass laying and stone pitching will be done. Further, 75 recharge wells are proposed in the public buildings of the catchment area.

44. Provision for sitting and solar lamp post on reservoir bund, installation of automated water level recorder for surface and ground water and a climatic station in the reservoir to record the data and plan for decision making.

45. All subproject components are proposed in the reservoir area and adjoining land belonging to GVMC that are free from any encumbrance and there are no non-titleholders in these lands. The Simhachalam hill in the southern side is under control of Simhachalam Devasthanam Temple Board.

Procurement of E-vehicles along with supporting Charging Infrastructure Including Operation & Maintenance for a period of 5 years

46. The objective of subproject is Procurement of E-vehicles along with supporting charging infrastructure including Operation & Maintenance for a period of 5 years. The procurement of e- vehicles will be done by the GVMC to substitute in-use vehicles for solid waste collection, Buses and Cars under use for operational purpose on a pilot basis. GVMC has proposed to introduce e-vehicles in its key operations. The following areas are being considered in the initial phase:

• Solid waste collection using E-Rickshaws • E–Rickshaws for passenger movement at Beach Road. • Buses on BRTS on a pilot Basis

47. This will also serve as a demonstration phase for monitoring the operational performance and the accrued environmental benefits particularly relating to the GHG reductions and mitigation of high carbon pattern of growth through such sustainable transport initiatives. The project will also help in capacity building of local operators and charging stations.

48. The proposed subproject is procurement of environment and climate friendly e-vehicles that will replace in-use petrol and diesel vehicles. The project will bring positive environmental and socioeconomic benefits because thee-vehicles will not generate any air or noise pollution and will replace gasoline powered cars, vans and buses that use lead acid batteries.

49. The subproject is unlikely to cause any adverse impacts because it involves procurement of environmental and climate friendly e-vehicles. The subproject will have positive

impacts in terms of reducing GHG emissions from there placement of petrol and diesel vehicles and set up and demonstration of electric vehicle charging facilities in the city of Visakhapatnam.

50. For Solid waste collection using E-Rickshaws: Land for parking and maintenance of e-rickshaws belongs to GVMC at Shanti Ashram near MUPP colony. No involuntary resettlement impacts are assessed at the identified sites

51. E–Rickshaws for passenger movement at Beach road: Land for parking, maintenance and charging of e-rickshaws belongs to GVMC at Aqua Sports Complex. No involuntary resettlement impacts are assessed at the identified sites.

1) Resettlement Plan APTransco-01

Augmenting power distribution capacity for meeting Industry demand at Kapuleppada, Nakkapalle/ Chandanada and Achutapuram locations – AP Transco 01

55. The subproject will require use of private farm land for erection of transmission towers (2.45 acres), and is likely to result in damage to crops during erection of transmission towers and lines (due to laying of 12 km long transmission line to Chandanada substation. Temporary disruption to access during underground cable laying work, resulting in potential temporary loss of income to an estimated 48 shop owners/vendors and 16 employees, for a maximum period of 10 days each during implementation, as well as temporary access disturbances to residents living along and/or having land along the corridor of transmission line.

56. Tower foundations location were completed for 48 out of 60 tower location and impacted 49 landowners. Balance due to Tower line alignment is likely to change, as the substation location is not yet finalized. R & R Compensation to the land losers is yet to be decided by the District Collector & the farmers are not willing to consent unless compensation is not paid. APTRANSCO has requested to the District Collector, Visakhapatnam vide letter no. SE/OMC/VSP/Tech/AEE-T2/F.208/D. no. 6054 dated 28/12/2019 regarding tower base compensation. APTRANSCO officials expressed that the compensation amount shall be on par with the amount fixed by the District Collector Kakinada, as Chandanada / Nakapalle area is at the border of East Godavari district and the land rates in both the areas are nearly equal.The Physical Progress of the subproject is 48.38% up to December, 2020.

57. The agency M/s Rahul Cables is facing difficulties in taking up execution work at Chandanada SS, public has been staging protests at Chandanada substation site for payment of pending compensation. Land owners are not satisfied with Diminution of land value, and refuse to receive the compensation amount, at present determination of compensation is under review/revision with DC. Difficulties on APTransco-01 site are as under: • The allocation of land for Chandanada substation is still pending and APIIC is not in position to decide as to which plot to be handed over to APTRANSCO. Out of 10 acres of land for SS, compensation for nearly 1.5 acres of land is pending. • Compensation for trees / bore well etc. is yet to be received by the affected persons. • To resolve ROW issue between Hanumanthavaka Junction to NVT Law College Road with NHAI and APTRANSCO and Metro officials. for laying of UG cable proposed between Dairy Farm substations to Kapuluppada substation (13.8 km) will be carried out within the right of way (RoW) along the NH-16 and arrange stake holder consultation to address NHAI permission issue. • Socio-economic survey work was completed by the M/s rahul cables for private farm land for erection of 60 transmission towers (2.45 acres), • Door step consultation were also conducted along the erection of transmission towers Vempadu, Ramayyapeta and Chinna Doddugallu village on dated 01.12.2020 • Resettlement Plan was updated and submitted to ADB for concurrence and disclosure.

58. APTransco has proposed to construct three substations that includes two substations of 220 kilovolt (kV) and one substation of 132 kV. The details are as follows:

o Supply, Erection, Testing and Commissioning of 132/33kV GIS substation at Kapuluppada and Laying of 132kV DC line with XLPE underground (UG) cable from

2) Resettlement Plan APTransco-03 Augmenting Transmission Infrastructure in Yerpedu-Srikalahasti Node

60. Subproject (package APTransco 03, for Yerpedu-Srikalahasti node) under tranche 1 of VCICDP multitranche financing facility (MFF) aims to augment power distribution capacity to meet industry demand at Rachagunneri, Naidupeta and Yerpedu locations. Proposed civil works under the subproject include construction of three substations, one each of 132 kilovolt (kV), 400 kV and 220 kV capacity, and laying of 111.271 (kms) transmission lines. The Physical progress is 97.72% up to month December, 2020

61. The Resettlement Plan has been updated for the subproject based on technical information, maps, and drawings available with APTransco. The subproject is classified as “Category B” for Involuntary Resettlement impact as per ADB’s Safeguard Policy Statement (SPS), 2009.

62. The proposed subproject will involve involuntary resettlement impacts such as resumption of assigned land for substation, use private land for erection of transmission towers and is likely to cause damage to crop during erection of transmission lines. Land has been resumed for the construction of substation in Yerpedu and Rachagunneri. The 9 assigned landowners affected due to resumption of land for SS Yerpedu and 18 assigned landholders for SS Rachagunneri, totaling 27 landholders have been compensated.

63. Compensation for land diminution is paid in three installments i.e. the first, after completion of foundation, the second after erection of tower and last after stringing work is completed. The compensation amount is based on the extent of land taken for construction of tower. First installment paid to 384nos (100%), Second Instalment paid for 384nos (100%) Third Instalment paid for 369nos (96.10%) out of total 384 towers and crop compensation paid to 207 farmers.

Rajanagaram’ Road to ‘2 Lane Dual Carriageway Standard’

65. The subproject involves reconstruction and widening of 29.600 km stretch of the Samarlakota to Rajanagaram section of Kakinada to Rajanagaram road, also known as ADB Road, which connects the Samarlakota town with the National Highway-16 (OldNH-5) at Rajanagaram. The start point of the corridor is Samarlakota near the RoB junction at chainage 26.400km and ends at chainage 55.970 km at National Highway in Rajanagaram village. The road is the main artery of Kakinada Port and is one of the most important roads in the East Godavari district. The proposed corridor traverses along 13 villages.

66. The subproject involves acquisition/transfer of land measuring 72.17 acres, comprising of acquisition of 57.699 acres of private land, transfer of 6.131 acres of government land, acquisition of 2.270 acres of endowment land (belonging to temples and temple trusts) and acquisition of 6.070 acres of land owned by APIIC. The private land of 57.699 acres acquired is mostly strips of land, with the width varying from 5-12m and abutting the existing two-lane road.

68. The private land acquisition process has been completed with the pronouncement of awards. Payment of compensation is in progress and as of December 2020, 415 landowners have received their compensation for a total acquired area of 42.058 acres for an Amount of Rs. 42.01 Cr and the payment for remaining 268 landowners for a total acquired area of 30.11 acres for an Amount of Rs.27.24 Cr is being processed. Brief of the disbursement of compensation amount is as under

• Total Award amount for land and assets is Rs. 69.25 Cr. and paid to 415 landowners amount Rs. 42.01 Cr • Compensation to be paid to 268 beneficiaries for an Amount of Rs.27.24 Cr • R&R assistance amount has to be paid to 392 beneficiaries and the same is yet to be finalized by the Revenue authorities. III. CONSULTATION, PARTICIPATION AND DISCLOSURE

A. Public Consultation & Participation

69. ADB’s SPS defines meaningful consultation as a process that (i) begins early in the project preparation stage and is carried out on an ongoing basis throughout the project cycle; (ii) provides timely disclosure of relevant and adequate information that is understandable and readily accessible to affected people; (iii) is undertaken in an atmosphere free of intimidation or coercion; (iv) is gender inclusive and responsive, and tailored to the needs of disadvantaged and vulnerable groups; and (v) enables the incorporation of all relevant views of affected people and other stakeholders into decision making, such as project design, mitigation measures, the sharing of development benefits and opportunities, and implementation issues. Ensure the following issues/agenda & outcomes during Public Communication/Public Consultation meetings, is being organized by the PIUs:

o ensure the Contractor has abide by the Environmental, Health and Safety (EHS) measures/norms. o establish rapport between the project affected persons and other stakeholders for the success of the project; o build an environment where people understand and appreciate the need and importance of the VCIC project; o learn from the people about the issues in terms of the regional linkages, safety, and other social dimensions of the region/ area that need to be considered while execution of the project; o facilitate the partnership and ownership of the community through their involvement in the decision-making process; o sensitization& coordination with the engineering teams on road safety, priority for engagement of local labor focusing on female, including gender equality and child labor issues. o Sensitization& coordination with bank authorities for opening of bank account with spouse for all affected persons. o sensitize for entrepreneurship development, skill upgradation training, etc. in the line with VCIC projects o awareness on HIV/AIDS related issues and analyze the hot spot in convergence with APSACS. o gather and document information on practices / issues that could provide feedback into project design for future projects. o understand and incorporate the views of the people in the execution process in order to minimize the future resistance and delays. o recording/registering the grievance for redressal by the competent authority/stakeholders.

70. Particular attention has been paid to the need of the disadvantaged or vulnerable groups, especially those BPL, the landless, the elderly, female headed households, women and children, Indigenous People/ Scheduled Tribes (if any), and those without legal title to land. The key informants to be consulted, during the project preparation phase and during the Resettlement Plan updating and implementation, shall include the following stakeholders: (i) Heads and members of households likely to be displaced (ii) Physically and economically displaced households belonging to the vulnerable groups (iii) Host communities (iv) Women in the displaced as well as host communities (v) Local self-government leaders, and, (vi) Government line departments.

B. Public Disclosure 71. All the RPs prepared under VCICDP has been disclosed on the Program website of PMU (www.apindustries.gov.in/VCIC/), PIUs website www.aprdc.ap.gov.in, www.apiic.in, www.aptransco.gov.in, www.gvmc.gov.in as well as on ADB websitewww.adb.org. The hard copies of RPs are also available in the office of PMU-VCICDP. Simplified version of the RP and the Entitlement Matrix has been prepared in local language (Telugu) and distributed in the form of handbills to the concerned stakeholders.

72. Moreover, the Social Safeguard Monitoring Report (SSMR), internal monitoring reports, are also disclosed on the ADB as well as the Program website. Social Monitoring Reports is prepared Semi - Annual and duly uploaded on the websites.

C. Public Consultations and awareness programme

73. Public Consultation, Communication Participations activities including Awareness campaign were conducted mainly related to subprojects APRDC-01, APTransco-01, APTransco-03, GVMC-02 and UCCRTF/05 for sensitization about project benefits and also to record grievances of affected persons during the period July to December, 2020.

D. PIU wise awareness programs conducted:

74. During the reporting period awareness programs are conducted primarily in GVMC Projects – GVMC/02 and UCCRTF/05. Due to COVID-19 pandemic conditions, public and group meetings could not be conducted in GVMC/02 but house campaigns through engaging social mobilizers were pursued for awareness generation on work commencement schedules, worksite safety and water use. In APRDC/01 and APTransco/01 individual meetings were conducted to explain Project details to the public. UCCRTF/05 meetings with residents were conducted. Following are details of awareness programs conducted.

(i) Consultations with project affected persons in APRDC/01 Project:

75. Specialists of PMSC along with NGO staff interacted with affected persons of APRDC/01 in November month, 2020 and recorded the key issues and grievances of affected persons of Rajanagaram Trumpet village regarding payment compensation in APRDC/01 Project. The issues were o Valuation of land is not uniform and differed from one survey number to another. o Determination of market value of land is less than the ground realities. o Valuation made for structures and other assets is very low. o Shopkeeper issue are valuation is done based on considering the lands as agriculture lands not commercial. o Valuation is done as per Registration Department rates not as per market prices. o During initial meetings by Revenue Officials, public were informed that they would be paid 3 times of market value, which is not done. o When the affected persons met District Collector and other officials, they were promised to increase the compensation, but not done. o Revenue officers asked the affected persons to approach Judicial Authority at Visakhapatnam.

76. It is planned to pursue with Joint Collector, East Godavari district to organize District Level Grievance Committee meeting to address compensation issues of affected persons of Rajanagaram Trump. Also, to pursue with PIU and NYA-NGO to arrange posters with contact details which was discontinued.

(ii) Consultations with shopkeepers along the access of laying of pipeline and water consumers in GVMC/02 Project

77. Water connections were given in Murali nagar under GVMC/02 Project and 8 residents were met to record their issues and concerns and how they are benefitted from the project. All those met are working as housemaids and daily wage labor. During interactions, it was informed that:

o They used to collect water from neighboring houses where water used to come only for one hour. Many a times they were going to long distances to fetch water. In their families, bringing water was mainly the mother’s work. Neither the father nor the children supported women in the house. Water connections under GVMC/02 were provided in the year 2019. Now every member of the family is collecting water as it is available within the house premises and 24 hours. They expressed that, many of their problems solved and now they can attend their works better and able to earn more income.

o Interacted with residents and shopkeepers to record inconveniences faced or livelihood loss due to project works. Shopkeepers (3 out of 12 met) told that • advance notice has been served by M/s NCC • Contractor provided planks, guiding barricades, and leaving spaces to avoid disturbance to residents and businesses, • Managed traffic flows as per the traffic management plan prepared by the contractor in coordination with local authorities and communities, • Undertaking pipe laying works, civil works during night time along congested commercial stretches, heavy traffic movement roads and limiting the amount of time of open trenches

o Residents did not face any inconvenience as the contractor provided wooden planks to come to house.

(iii) Consultations with project affected persons in APTransco/01 Project

78. Augmenting power distribution capacity at Kapuleppada, Nakkapalle/ Chandanada and Achutapuram locations. (APTransco/01) – Interacted with the project affected persons of Vempadu, Ramayyapeta and Chinnadoddu Kothuru villages of Nakkapalli mandal along with Resettlement and Rehabilitation Specialist (R & R), PMSC. During the consultations, public informed that:

o In some of their fields, transmission towers are in middle of agriculture fields, leading to decreased value of land. Public informed that crops will be lost during stringing of wires. o They want to stop project works till the compensation is paid. o Market value of lands are more than valued by the government. o Some farmers have small holdings and when towers are constructed in their lands, they are afraid that, they cannot sell the little leftover lands. o Due to construction of towers only irrigated crops such as - paddy, sugarcane, horticulture crops can be grown. But as they don’t have irrigation facility, those crops cannot be grown. o In some lands coconut and mango trees were removed for towers. The lands don’t have irrigation facility to raise paddy and other crops.

79. The issues were discussed with the PIU (APTransco, Visakhapatnam) and PIU officials are pursuing with District Officers for better and speedy payment of compensation to the affected persons.

(iv) Alternative methods of Awareness Generation in GVMC/02

80. Information dissemination on work commencement details and worksite safety is mandatory to draw public support for execution of project works smoothly and to avoid any kind of inconveniences to the residents. In this context, alternative methods such as arranging posters on work commencement and safety precautions were arranged at worksites. Posters were arranged in , Murali nagar and BRTS worksite locations. An estimated 655 persons including 456 women informed through the posters.

81. Residents of Butchirajupalem (Block-31) and Narsimha nagar were informed by Tele callers engaged by NCC (Contractor) . A total of 253 residents including 186 female members were informed about work commencement, schedules, and worksite safety through phone calls.

(v) Convergence with Ward Secretariat – UCCRTF/05

82. In Rejuvenation of Mudasarlova Lake Project (UCCRTF/05), GVMC has taken up various activities such silt removal, bund strengthening, plantation etc. to rejuvenate the lake. However, public residing in catchment areas continue to throw household garbage in the streams. Hence, sensitization of residents in Ramakrishnapuram is planned in convergence with Municipal Administration, Urban Community Development (UCD) Project and Ward Secretariat Staff, S.K Puram. Some of the activities planned are:

• Periodical meetings with Ward Secretariat, UCD, Municipal Administration with GVMC Officials. • Designing, printing and distribution of pamphlets to sensitize residents of R K Puram on solid waste management. • Involving R K Puram area Volunteers and SHG Leaders in sensitization program • Conduct sensitization programs at schools, Anganwadis and religious congregations. • Conduct house campaigns with the support volunteers. • Conduct review meetings with volunteers to assess impact of sensitization program on residents. 83. Above activities were accomplished during the month of December with the support of staff of Ward Secretariat, Volunteers, SHG Leaders and R.K Puram elders.

(vi) Field Visit and Observation regarding disposal of garbage for Ramakrishnapuram subproject UCCRTF/05:

84. Ramakrishnapuram area, which is a catchment area of Mudasarlova Lake was visited on 07.11.2020 to study garbage disposal by the community and to plan awareness programs with existing institutions. The observations were o Sewage pipelines are constructed in the village, but not yet connected to households. People are still releasing household sewage water to drains which go to Mudasarlova Lake. o GVMC is collecting household garbage every day, but people still throw garbage, diapers etc. in the drains. o GVMC has not given garbage bins to households o All houses have sanitary latrines, but open defecation of senior citizens is reported also, outsiders, who visit the lake and construction workers in nearby places defecate near the lake. o Throwing of covers filled with kids’ excreta in drains is common. o Overflowing of drains observed during rainy season due to narrow drains at some places. o GVMC constructed open gutters on both sides of the internal roads of the village. However, the gutters are not maintained proper level for easy flow of water. Hence, sewage water is blocked at many places leading to increased mosquito menace.

(vii) Field Visit and Observation regarding Safety signage board and Contact list for redressal of grievances subproject GVMC/02 :

85. Worksite at Murali nagar, GVMC was visited to observe maintenance of safety and grievance mechanism at worksite.

86. “Work in progress” boards are arranged at worksites o Grievance Redress Mechanism boards with contact details of Dy. Executive Engineer, GVMC and Sr. Project Manager, NCC are given on the board. o All boards have names of – VCICDP, GVMC/02, ADB, GVMC and NCC. A meeting was held on 03.11.2020 in the chambers of Executive Engineer, APRDC, Rajahmundry to discuss about o Issues related to payment of compensation and pursuing with Revenue Officers. o Conducting consultations with affected persons in project villages and discuss with NYA- NGO regarding operationalization of GRM. o To visit Sub-Collector, Rajahmundry , RDO, Peddapuram and Joint Collector, Kakinada to pursue for uploading the bills for payment of compensation. o To record the compensation issues of affected persons belonging to Rajanagaram Trumpet village.

(ix) Stakeholders Meetings and workshops with the Revenue Divisional Officer, Peddapuram

88. A meeting was held on 03.11.2020 to appraise the RDC and Dy. Tahsildar, Peddapuram about the pending compensation issues and request for uploading the bills. Total pending compensation payment Peddapuram division is Rs. 9.1 Cr. Total pending payment is Rs.18 Cr., Rs.5 Cr pending at Finance Department. The Officers agreed to upload bills worth Rs.3.5 Crores by 04.11.2020 and the remaining in one week. The Revenue officers requested PMU/ PMSC to address queries raised by PAO, Kakinada.

(x) Stakeholders Meetings and workshops with BSR Contractor Staff –APRDC-01

89. A meeting was held on 04.11.2020 to assist the BSR Staff to plan and execute Public Communication activities for construction workers and public on safety aspects. During the meeting it was discussed that BSR will undertake

• Awareness programs on work schedules, worksite safety, and grievance redress mechanism for public near worksites. • Meetings with labour groups in nearby villages to engage local labour and female workers. • Skill development training to female workers to make them skilled workers. • Arranging GRM display boards at worksites as well as labour camp and organize safety programs for construction workers

(xi) Stakeholders Meetings and workshops with the Executive Engineer, GVMC-02

90. A meeting was held on 04.11.2020 with the Executive Engineer, GVMC and it was agreed that:

• The officials of All India Radio, Visakhapatnam will be approached to plan and organize a Radio Program on GVMC/02 Projects. • Progress of IT based Customer Feedback System in GVMC/02 Project. • Visit to Ramakrishnapuram village of UCCRTF/05 for assessment of sanitary conditions. • Organize meeting with NCC (Contractor) staff to prepare DMA-Wise Action Plan for Awareness Program. • Conducting meetings with female construction workers to identify female construction workers for providing skill development.

(xii) Stakeholders Meetings and workshops with NCC Contractor Staff -02

91. A meeting was held on 04.11.2020 to assist the NCC Staff in preparation of action plans to conduct of awareness programs. NCC was allotted 180 person days for conduct of awareness programs in GVMC/02 Project. Project works are in progress in 6 DMAs. NCC already used 163 people’s days and left with 17 person days for the remaining 26 DMA. Now NCC is seeking approval for another 130 person days. A DMA-wise plan is proposed to undertake awareness programs in all 32 DMAs. Further, it was discussed that NCC to identify female construction workers, provide them skill development training and engage them skill workers.

92. Conducted meeting with Zonal Manager and Dy. Zonal Manager, APIIC and Resident Engineer, Construction Supervisor, PMSC of APIIC/05 Project on 20.10.2020 at One Stop Center, APIIC, Naidupeta. In the meeting SSGO, PMU, R & R Specialist, PMSC, Project Manager and KLSR participated. During the meeting, it was discussed to

o Arrange posters on work schedules, worksite safety and GRM at project work sites. o Update grievances of public and workers in grievance registers regularly. o Organize meetings with labour in project villages to identify suitable workers for the project. o Organize skill development trainings for female workers to upgrade their skills. o Organize sensitization programs on COVID-19 for construction workers periodically. o Arrange posters on ‘No Child Labour’ at worksites.

(xiv) Circulation of IEC material on COVID-19

93. IEC material available in websites of Ministry of Health and Family Welfare, Govt of AP, Ministry of Health, Government of India, and World Health Organization were studied and posters in various languages were circulated to contractors through Resident Engineers, PMSC. Contractors were pursued to display the posters at labour camps, worksites, and office premises for awareness generation of staff and construction workers.

(xv) Organizing online meetings on social and environmental safeguards and gender equity

In the absence of physical site visit till October month, 2020, it was planned to conduct online meetings with PIU, PMSC and Contractor Staff working at project sites to collect information related to social, environmental, public communication and gender components of the project. A questionnaire in Microsoft Forms was circulated to the contractors, PMSC engineers and PIU’s officers and subsequently a review was undertaken through video conferencing and site review through video call and photographs. The agenda with regards to Public Communication was to collect information related to status of implementation of awareness and sensitization programs, use of IEC material for information dissemination, operationalization of GRM, maintenance of grievance registers, engaging female workers, providing worksite facilities to female workers, sensitization programs on COVID-19 etc.,. The meetings were attended by PMU, PIU Officers, Safeguards Specialists, Resident Engineers, Construction Supervisors of PMSC, Program Managers, Senior Engineers and Safety Officers of Contractors of 10 ongoing projects. A total of 23 online meetings were conducted with the participation 245 participants.

(xvi) Assisting PIUs and Contractors for sensitization programs on COVID-19:

94. To ensure prevention of spread of COVID-19 at worksites and for smooth implementation of project, contractors were provided assistance through online programs. The contractors were also provided posters developed by State and Central Governments.

95. During the period Contractors have 208 staff and 304 construction workers including 81 female workers (26.64%) . The staff were capacitated through online awareness meetings to deal with safety precautions especially against COVID-19. Project-wise number of staff and workers sensitized on COVID-19 during last period is given in the table.

96. Sensitization programs on COVID-19 were organized separately for migrant and local construction workers. Migrant workers were provided information to safeguard themselves against COVID-19 through medical camps and continuous assistance. (xvii) Training to Project Staff on conducting socio-economic surveys:

97. As per the guidelines of the project, socio-economic survey of persons who are impacted permanently or temporarily due to project works. In the ongoing projects, survey must be taken up immediately in APTransco/01, APTransco/03 and GVMC/02 projects. In this regard, online training programs with PMU, PIU Officers, PMSC Specialists and Contractor Staff were conducted. During the program, the need for conducting the survey, methodology, tools, and timelines were discussed. In consequent to the program, survey work started in APTransco/01 and GVMC/02 projects immediately and in APTransco/03 in the month of December 2020.

(xviii) Sensitization for Women Empowerment

98. Efforts were made to sensitize female construction workers on Covid-19. Durng the month, female construction workers were engaged in APIIC/01 and GVMC/02 subprojects. Following is subproject-wise status of female workers in September 2020 month.

IV. GRIEVANCE REDRESSAL MECHANISM (GRM)

A. Common Grievance Redress Mechanism (GRM)

101. Project grievance redress mechanism has been established vide G.O No 163 dated 18.06.2018 from Industries and Commerce (Infra) Department to evaluate, and facilitate the resolution of affected persons’ concerns, complaints, and grievances related to social and environmental issues of the project. The GRM aims to provide a time-bound and transparent mechanism to voice and resolve social and environmental concerns linked to the project.

102. A common GRM is in place for social, environmental, or any other grievances related to the project. Every grievance shall be registered and careful documentation of process with regard to each grievance is undertaken, as explained below. The PIU environmental and social safeguards officers will have the overall responsibility for timely grievance redress on environmental and social safeguards issues, including keeping and maintaining the complaint and redress records. Public awareness campaign is being conducted to ensure that awareness on the project and its grievance redress procedures is generated.

103. Affected persons have the flexibility of conveying grievances/suggestions by sending grievance redress/suggestion in writing, through telephone call to Divisional Engineer, GVMC/ APTransco/ APRDC/ APIIC PIU’s safeguard manager, or by filling forms for complaints/suggestion by email in the VCICD Project site to be installed under the AP Transco/ APRDC/ APIIC/ GVMC websites. The Resettlement Framework provides the sample grievance registration form. Careful documentation of the name of the complainant, date of receipt of the complaint, address/contact details of the person, location of the problem area, and how the problem was resolved has been undertaken. The PIUs’ safeguard officers have the overall responsibility for timely grievance redressal on environmental and social safeguards issues and for registration of grievances, related disclosure, and communication with the aggrieved party.

B. Grievance Redressal Committee (GRC)

104. GRC has been established at three levels, one at Project site, one at district level and another at State/PMU level, to receive, evaluate and facilitate the resolution of displaced persons concerns, complaints and grievances. The GRC provided an opportunity to the affected persons to have their grievances redressed prior to approaching the Land Acquisition, Rehabilitation (LARR) and Resettlement Authority. The GRC is aimed to provide a trusted way to voice and resolve concerns linked to the project, and to be an effective way to address affected person’s concerns without allowing it to escalate resulting in delays in project implementation.

105. The GRC aims to provide a time-bound and transparent mechanism to voice and resolve social and environmental concerns linked to the project. The GRC is not intended to bypass the government’s inbuilt redressal process, nor the provisions of the statute, but rather it is intended to address displaced persons concerns and complaints promptly, making it readily accessible to all segments of the displaced persons and is scaled to the risks and impacts of the project.

106. The district level GRCs functions out of each District where the subproject is being implemented. The GRC is Chaired by Joint Collector and comprising of the Divisional Engineer acting as its member secretary and the following members: (i) Revenue Divisional Officer (RDO)/Sub Collector of the division; (ii) Project Director, DRDA; (iii) Chief Executive Officer, Zilla Parishad; (iv) District Panchayat Officer; (v) District Education Officer; (vi) District Medical and Health Officer; (vii) District Level representative of DISCOM; and (viii) Superintendent, RWS Panchayat Raj Department.

107. The Project Director, PMU is the appellate authority supported by the PMSC and Safeguard Officer of PMU, and concerned PIUs to make final decisions on the unresolved issues.

108. During the reporting period, grievances were mainly related to seeking information related compensation or demanding compensation and worksite inconveniences. The issues were resolved at site level by respective contractors with the support of PIUs.

D. Public protest pipeline. APIIC/05

110. In Gilakapadu village of Rapadu mandal, the alignment of 1100mm dia pipeline from intake well to Rapur junction passes through the village limits of Gilakapadu. During the course of laying of pipeline, the villagers objected for pipeline going through the village. Pipeline alignment passes through CC road, near to Mathamma temple and near to some houses and borewells. The villagers had submitted representation with a request to shift the pipeline alignment to outside of the village. Several meetings were conducted by APIIC Officials and Contractor staff with the villagers of Gilakapadu to convince them for planning laying of pipeline. As the village, did not agree for the proposal field survey was conducted for alternate alignment to avoid laying of pipeline through village.

E. Landowners request compensation for damages for farm fencing. APIIC/05

111. In Veerayyapalem village of Rapur mandal, public demanded compensation for damage to fencing due to pipeline laying. APIIC yet to decide on the payments for the loss and it is in progress.

F. Complained about rising of Dust- GVMC/02

112. At APSEB Colony, Butchirajupalem, residents complained about rising of dust caused by movement of contractor vehicles. Contractor removed all the dust and cleaned the roads.

113. At APSEB Colony, Butchirajupalem, residents complained about damage to road due to vehicle movement. The road was restored with application of gravel.

114. At , Opp CMR Complex, road damaged due to pipeline laying causing inconvenience to vehicle riders. As per the complaint raised by Police staff, the road was restored by doing levelling.

V. INSTITUTIONAL ARRANGEMENT& RESPONSIBILITIES

A. Project Management Unit (PMU)

115. The State of Andhra Pradesh through the Department of Industries (DoI) is the Executing Agency (EA) for the project and the PMU headed by the Project Director; DoI is in charge of overall coordination between the various PIUs and in prioritizing subprojects for subsequent tranches based on social safeguards compliance. A Project Steering Committee has been established to advise the PMU on policy, monitor the implementation of the Investment Program, and coordinate with PIUs on cross-cutting issues.

116. PMU is supported by a full-time Social Safeguard and Gender officer (SSGO).

B. Project Implementation Unit (PIU)

117. PIUs have been set up in each of the implementing agencies. The road subproject is implemented by the APRDC PIU; the energy subprojects are implemented by the APTransco PIU; the infrastructure subcomponents proposed in the industrial estates and special economic zones are implemented by APIIC PIU; and urban infrastructure subproject in GVMC area is implemented by the GVMC PIU. The respective PIUs are responsible for screening subprojects, categorization based on involuntary resettlement and/or indigenous people’s impacts, conducting the social assessment, preparation and implementation of Resettlement Plans and/or Indigenous Peoples Plan as required, and as outlined in the Resettlement Framework with the support of the PIU level Social Safeguard and Gender officer.

VII. MONITORING RESULTS – FINDINGS

120. Summary of Monitoring Results and Findings during reporting period are as under: Issue Remarks /Findings Entitlement Matrix & • Approval of Resettlement Framework and Entitlement Matrix is pending Resettlement Framework at the GoAP level and after the finalization, the Resettlement Framework will be disclosed. Total R&R compensation with annuity Rs.0.50 lakhs is approximately Rs.10.04 Cr (i.e., Rs.4.81 Cr for 147 title holders & Rs.5.23 Cr for 245 Non-title holders). • Additional Land acquisition will be involved due to modification of Peddapuram flyovers design as per representation of MP and minsters for changes in the flyover design with suitable changes in plan as suggested by PMSC.. APTransco-01 • Tower foundations location were completed for 48 out of 60 tower location and impacted 49 landowners. Balance due to Tower line alignment is likely to change, as the substation location is not yet finalized. R & R Compensation to the land losers is yet to be decided by the District Collector & the farmers are not willing to consent unless compensation is not paid. APTRANSCO has requested to the District Collector, Visakhapatnam vide letter no. SE/OMC/VSP/Tech/AEE- T2/F.208/D. no. 6054 dated 28/12/2019 regarding tower base compensation. APTRANSCO officials expressed that the compensation amount shall be at par with the amount fixed by the District Collector Kakinada, as Chandanada / Nakapalle area is at the border of East Godavari district and the land rates in both the areas are nearly equal. • APTRansc-01, the agency is facing difficulties in taking up execution work at Chandanada SS, public has been staging protests at Chandanada substation site for payment of pending compensation. Land owners are not satisfied with Diminution of land value, and refuse to receive the compensation amount, at present determination of compensation is under review/revision with DC. Difficulties on APTransco-01 site are as under: • The allocation of land for Chandanada substation is still pending and APIIC is not in position to decide as to which plot to be handed over to APTRANSCO. Out of 10 acres of land for SS, compensation for nearly 1.5 acres of land is pending. • Compensation for trees / bore well etc. is yet to be received by the

GVMC-02 • For GVMC-02, At the stretch Padmanabapuram the work will commence after the dispute with the petitioners are resolved and necessary permission are granted about the hindrance in laying of pipeline in 1 km.. • In this subproject procurement of water meter is major concern, as of now only 2000 water meter out of 48000 are procured. • The risk of impact of 208 persons were avoided by providing engineering and public communication measures till completion of work in 115 kms till September 2020. However, an additional impacts have been emerged up due to a court cases in Padmanabapuram and that has hindered the progress of work in 650 meters for laying of 1200 mm dia MS pumping main as part of Padmanabapuram pump house to Ground Level Balancing Reservoir located at hillock and 350 meters for laying of 1300 mm dia MS gravity main as part of transmission main from Balancing reservoir to the Simhachalam Arch. • GVMC is following up with Sri Varaha Lakshmi Narasimha Swamy Devasthanam (SVLNSD), Simachalam-Endowment Department and office of Collector of Visakhapatnam for necessary permission. The Endowment Department and office of Collector are following up with Honorable High Court of Andhra Pradesh on petition filed by 5 persons, who claim the ownership of land. • Resettlement Plan was updated and submitted to ADB for concurrence and disclosure APIIC-05 • APIIC-05 – APIIC needs to process for obtaining NoCs & approval of concerned departments for laying pipelines in land belongs to NH, R&B, Railways & Forest in these stretches. Black gram and green gram crops were raised during the year 2020. Entire crop was lost during construction of foundation and 4 coconut trees were cut. The persons informs that the cost of the land is decreased due to construction of tower. The family waits for payment of compensation for land diminution as well as for crops & trees

Mr.K.Satyanarayana Raju, Vempadu Village, Nakkapalli Mandal. The affected family has 2 acres of land. Five towers are planned in the land – T B Towers – 3 and D Towers – 2. Foundation work of the towers completed. Eucalyptus plantation is raised in the land. Entire crop was lost during construction of foundation. The person informs that at present, the land price is Rs. 40 lakhs but the price is decreased due to construction of towers. The family plans to protest against delay in payment of compensation and will not allow further construction of tower

K. Dhana Laxmi, Ramayyapeta, Nakkapalli mandal. Tower No. is 11. The family is having a total 39 cents of land and paddy was cultivated under village tank. The family requests the government to take entire land as they possess only small land. They are afraid that, they cannot cultivate paddy crop as there is no irrigation facility and will not be permitted to grow trees. Hence, keeping small size land will not benefit the family.

G. Sesharao, Ramayyapeta, Nakkapalli mandal. Tower No. is 9. The family is having a total 1.5 acres of land. Tower foundation is constructed in middle of the land. The person expresses that paddy crop can only be grown. Horticulture crops and plantation cannot be promoted. The person worries that, the land cost would decrease as the tower is located in middle of the land. The person wants early payment of compensation.

K. Baburao, Ramayyapeta, Nakkapalli mandal. Tower No. is 5. The family has 3 acres of land. The person afraid that they cannot raise coconut and cashew plants, presently grown. The person is expecting to lose 50 cents crop during stringing.

V.Ganish, Ramayyapeta, Nakkapalli mandal. The family has 33 cents land. Foundation of the tower is constructed at middle of the land. Earlier, cultivating sugarcane, which was cut for laying of foundation. The person afraid that they cannot raise sugarcane, presently grown. Only paddy can be grown, which will not be remunerative for such a small land.

T. Venkata Rao, Chinna Doddugallu village. Tower Number is 20 B. The family has 86 cents. Two towers are proposed in the persons land. One is D Tower covering 3 cents and a TBV Tower covering 2 cents. Had to remove all coconut and mango plants for construction of towers. No irrigation facility to cultivate paddy. Also, can’t go for plantation or fruit crops. The person expresses that the land cost will go down. As the person could not get any income from the crops, wants early payment of compensation.

D. Chittiramarao, two towers are proposed in the persons land. Foundation work completed. The tower - 24 B is D type and proposed in his land which is 30 cents. Another tower – 26 which is multi circuit coming up in 7 8 cents of the land. In 30 cents land, paddy is grown and in 78 cents land mango plantation is raised. The person informs that mango plantation needs to be cleared for the tower and neither paddy nor plantation can be raised. Expresses that land price will go down.

T. Chellaiah. Tower 21 B. The person has 1.30 acres of land. The tower is TBV tower. Paddy is cultivated in the land under village tank. O. Chellaiah, Tower is 21 A. The person is having 70 cents of land and tower foundation is constructed in 4 cents.
