South Australian Aboriginal Football & Netball Sports Carnival (An un-incorporated Aboriginal sporting association) (Version updated July 2017) (CARNIVAL HANDBOOK) INTRODUCTION This Carnival Handbook has been developed as the operational tool for the conduct of the State Carnival. The contents of the handbook will be updated prior to the annual carnival and will provide the relevant and updated information on all operational aspects of the carnival. The Heads of Agreement is the policy document which details the appropriate rules and regulations for conducting the Carnival but the handbook will provide all the necessary forms and documentation teams will require to participate in the carnival. Host Committee Check List To ensure the smooth running of the events throughout the Sports Carnival, the following criteria are for the Host Committee to consider, including but not limited to: • Develop and communicate Football Program for the weekend; • Develop and communicate Netball Program for the weekend; • Develop and communicate a Children’s Program (perhaps for the Saturday); • Develop and communicate an Elders Program (perhaps for the Sunday) which should include suitable and appropriate seating and cover for Elders throughout the venue / facility. • In order to promote inclusiveness, the Host Committee to consider setting up and organising sub-committees that represent the local / regional Aboriginal community’s involvement in both football and netball. • Secure local District Council approval for the use of the oval and facilities AND obtain general public liability insurance for the venue / facility and for all persons in attendance at the Sports Carnival. • Secure funding opportunities from a combination of government, non- government, private sector, community sector, Aboriginal persons and associations, gate takings and team registration fees etc. • Including but not limited to government agencies for stalls – e.g. $500 for the weekend. • Secure Police assistance for crowd control, inclusive of Aboriginal community officers. • Notwithstanding anything said to the contrary, preferably secure regional netball and football association support and guidance especially as it relates to rule interpretation to assist and support the Disputes Committee to assist with resolving any disputes that may arise. • Secure and maintain satisfactory medical coverage and insurance for all players, all coaches, all team officials and all officiating officers (possibly including the general community visiting the facility during the period of the carnival AND additionally to secure public liability insurance. • Secure caterers for weekend. • Advise and inform accommodation type businesses and service providers about the Sports Carnival, and the likelihood that many Aboriginal people will be seeking accommodation during the period of the carnival. 5 South Australian Aboriginal Football & Netball Sports Carnival (An un-incorporated Aboriginal sporting association) (Version updated July 2017) (CARNIVAL HANDBOOK) • Secure Umpires for the weekend (for both football and netball through local associations and/or from state associations). • Including engaging local netball and football associations to secure accredited football and netball umpires. • Gate personnel to collect money. • Arrange security for the weekend to work alongside the police and community constables with crowd control and or incidents. • Secure assistance from SA Ambulance to service any health issues with community members during the Sports Carnival held during the October long weekend. • Market and promote that Sports Carnival amongst local, statewide and national media communication businesses and outlets. • Market and promote the Sports Carnival amongst local, statewide and national football and netball talent scouts and recruiters. • As a guide, secure enough Aboriginal people from your community to assist with the following tasks: o Football coordinator. o Netball coordinator. o Elder’s coordinator. o Children’s coordinator. • Disseminate information throughout the host community and across all participating teams. • Organise and make available before the start of the Sports Carnival, tickets for all players, all coaches, all team officials and all officiating officers. 6 South Australian Aboriginal Football & Netball Sports Carnival (An un-incorporated Aboriginal sporting association) (Version updated July 2017) (CARNIVAL HANDBOOK) ATTACHMENT 5 (FOOTBALL) RULES AND REGULATIONS – A SUMMARY OF PROCESSES AND RESPONSIBILITIES 1. Teams Makeup • It is an expectation and an entitlement that each of those teams and communities across the 14 regions mentioned on page 6 of the Heads of Agreement shall have an automatic right to field a football and/or a netball team in each-and-every Sports Carnival. However, this rule may be varied or amended or departed from where: 1. Where any team or community across the 14 regions at any time expresses in writing that they will not be fielding a football and/or netball team in any Sports Carnival for a particular year or years, in which case the Host Committee may, in collaboration with the State Carnival Committee substitute that team or community with another but only for the period of omission (and not for any longer period). 2. Where any team or community across the 14 regions mentioned on page 4 has not advised, in writing, or orally, or by virtue of any omission or inaction within six (6) weeks prior to the start of the Sports Carnival for any year of their intention or otherwise to field a football and/or netball team, the Host Committee must, in collaboration with the State Carnival Committee advise that team or community that they may have forfeited their right to participate in the Sports Carnival for any particular year and may be substituted with another football and/or netball but only for the Sports Carnival in question (and not for any longer period). 3. Where any team or community ‘not mentioned’ in the 14 regions mentioned on page 4 and they seek permission to ‘add’ any football and/or netball team by gaining the necessary authority and approvals to enter a team in the Sports Carnival may do so whereupon the Host Committee and the State Carnival Committee expressly agree to this addition. The State Carnival Committee must not unreasonably withhold its consent. 7 South Australian Aboriginal Football & Netball Sports Carnival (An un-incorporated Aboriginal sporting association) (Version updated July 2017) (CARNIVAL HANDBOOK) • The Host Committee in partnership with the State Carnival Committee shall determine the total of football teams to participate in the Sports Carnival. • In relation to football it has been decided that there will be fourteen (14) football teams for the 2017 Sports Carnival. • The total number of football teams for future Sports Carnivals shall be determined on year-by-year basis. • Each team will consist of a maximum of twenty-five (25) players (including emergency players) and five (5) team officials. • Eighteen (18) players and seven (7) interchange players are able to participate in every game. • Any Aboriginal male person is entitled to play for any team competing in the Sports Carnival, except where any of the following applies: • where any person or player is currently suspended by any football club and/or football sporting code, and/or • where any person or player during the year of the carnival is currently listed and/or a contracted and/or professionally employed and drawing an annual sporting
