Yellow Fever Outbreak in Angola, 29 August 2016 YELLOW FEVER OUTBREAK WEEKLY SITUATION REPORT, INCIDENT MANAGEMENT TEAM—ANGOLA YELLOW FEVER OUTBREAK IN ANGOLA INCIDENT MANAGEMENT Vol: 8-03 SITUATION REPORT W34, 29 August 2016 I. Key Highlights ¨ A total of 2,761,104 (93 %) individuals 6 months and above have been vaccinated in the 22 most recently vaccinated districts as of 29 August 2016 ¨ The campaign concluded on the 28 August and supplementary vaccination activities were initiated in ive districts to achieve the goal (80% coverage) ¨ The IMS supported the campaign with surveillance, social mobilization and logistic staff from the various partners totalizing 42 professional from UNICEF, CDC, Cuban Cooperation and WHO (HQ-AFRO-GOARN) as well as 30 volunteers from IRC ¨ Preparation of the next vaccination phase (1.98 M doses pending to from the last ICG approval) and a coverage survey ¨ Ongoing support for surveillance, border health, risk communication and research Table 1: National Summary of Yellow Fever Outbreak Yellow Fever Outbreak Summary 19 Aug — 25 Aug 2016, (W34) II. Epidemiological Situaon as of 25 August 2016 Reported cases 57 Þ Week 34 statistics (11 to 25 August): Samples tested 54 Confirmed cases 1 · Of 57 suspected cases reported, 54 samples were tested by the Reference La‑ boratory. One(1) case tested positive for yellow fever with a date of onset on Total Deaths 2 23 June 2016 from Cuanhama, a delayed result to be audited Total provinces that reported cases 11 · Two (2) deaths were reported among the suspected cases during this period. New provinces with confirmed cases 0 Total districts with reported cases 27 · Twenty seven (27) districts in 11 provinces reported suspected cases of yellow New districts with confirmed cases 0 fever. No district reported new conirmed cases or local transmission. New districts with documented local transmission 0 Þ Cumulative statistics since 05 December: Yellow Fever Outbreak Summary from 5 Dec 2015— 25 Aug 2016 · A total of 884 laboratory confirmed cases have been reported out of 4041 suspect‑ Total cases reported to central level 4,041 ed cases and 3516 laboratory samples tested Total Samples Tested 3,516 · Overall, 371 (CFR = 9.2%) deaths were reported among suspected cases and 121 Total confirmed cases 884 (CFR 13.7%) among confirmed cases Total deaths 371 Total deaths among confirmed cases 121 · Laboratory confirmed cases have been reported for 16 out of 18 provinces in 80 out of 132 districts.     The Luanda to Ambaca Railway as a pioneer case of the transfer of technical engineering knowledge overseas to Africa. Bruno J. Navarro Interuniversity Center of Science History and Technology On 31 October 1886, three years after construction work had started on the Tua Line, the official launch ceremony was held for the Luanda-Ambaca railway, the first inland railway that the Portuguese state planned in its vast overseas space. It was the culmination of a long process of reorganization of the Portuguese colonial empire, marked out between the independence of Brazil and the defining of an agenda for the promotion of the African provinces, due to the urgent necessity to promote effective occupation of those territories, just as they had been imposed, by the major European powers at the 1885 Berlin Conference. To politicians and especially the professional class of Portuguese engineers, the railway emerged as a prodigious symbol of modernity and development, an indispensible tool for strategic territorial ownership (of a region where lines of communication were practically inexistent). It was as well directed to its population, a systematic implementation of the Portuguese state’s administrative machinery, economic use of natural resources – in domestic and foreign trade – , agricultural and industrial revitalization, and above all, the affirmation of Portugal (a small country in peripheral Europe, but in the political center in extensive colonial rule) in the community of nations that disputed influence and power in Africa. The first stretch, with a distance of 45 km linking Luanda to Funda, was open to exploitation on 1 November 1888. The connection to Ambaca appeared to be, in the spirit of its ambitious mentors, the first stage (353 km) of a more extensive project, whose ultimate goal would be the link to the opposite shore of the continent in Mozambique, in the Zambezi region.

A zona sul de Angola onde se situam as três provincias visitadas (Cuando Cubango, Cunene e Huila) ao longo do inquérito foi severamente afectada pela seca. Como resultado, nota-se a fraca produção agrícola, perda de animais, escassez de água para o consumo humano e abeberramento do gado, perda de bens, deslocamentos de pessoas e animais, tendo afectado os modos de vida. No período actual (Julho a Setembro de 2019), cerca de 422 000 pessoas sao classificadas em IPC fase 3 e 4. As familias en essa fase estão a enfrentar dificuldades no acesso a alimentos ou são capazes de satisfazer apenas as necessidades alimentares mínimas por meio de estratégias de crise e emergência. No período projectado (Outubro de 2019 a Fevereiro de 2020), estima-se que cerca de 562 000 pessoas estarao em IPC fase 3 e 4, e as familias enfrentarão dificuldades no acesso a alimentos ou serão capazes de satisfazer apenas as necessidades alimentares mínimas por meio de Insegurança Alimentar estratégias de crise e emergência.

Key Highlights A total of 2,807,628 (94 %) individuals 6 months and above have been vaccinated in the 22 most recently vaccinated districts as of 01 September 2016, 15 districts out of 22 achieved 90% or more of vaccination coverage. 4 districts achieved between 80-90%. Three districts did not reach 80% coverage and the vaccination campaign was extended there for another one week : Dirico, Namacunde and Sumbe in Currently the IM System is supporting the Ministry of Health in the preparation of the upcoming campaign in 21 districts in 12 provinces. The total population targeted in this new phase is 3,189,392 and requires 3,986,019 doses of vaccines. Is expected the arrival of 1.98 M doses from the last request approved by ICG. Relatório da Visita a Angola i O Programa do Grande Ecossistema Marinho da Corrente de Benguela (BCLME) visa a gestão deste ecossistema único de afloramento costeiro que acompanha as costas de Angola, Namíbia e África do Sul. Financiado pelo portfólio de Águas Internacionais do Fundo para o Ambiente Mundial (GEF), o Programa é implementado pelo Programa das Nações Unidas para o Desenvolvimento (PNUD), sendo o Gabinete das Nações Unidas para os Serviços de Apoio aos Projectos (UNOPS) a agência executora. Os três países membros asseguram financiamento adicional através de contribuições em espécie. Ao longo dos 4 000 km de costa vivem comunidades que dependem, a diferentes níveis, dos recursos naturais deste ecossistema, desempenhando um papel importante na gestão e saúde dos recursos costeiros. Ainda que o envolvimento das comunidades costeiras não seja o foco principal do Programa, é cada vez mais aceite que as actividades ao nível comunitário podem contribuir significativamente para o sucesso global do Programa, ao mesmo tempo que criam oportunidades para desenvolvimento comunitário. Foi neste contexto que a EcoAfrica Environmental Consultants realizou um estudo de ‘primeira paroximação’ para analisar como as comunidades costeiras podem contribuir para a gestão do BCLME e posicionar-se de modo a obter o máximo proveito dos recursos costeiros, bem como para recomendar qual o papel que o Programa BCLME pode desempenhar para atingir este objectivo.
