Actores Clave Procedentes De Todas Partes Del Mundo Se Dan Cita En El 10º Aniversario De Las Jornadas Europeas Del Desarrollo COMUNICADO DE PRENSA Actores clave procedentes de todas partes del mundo se dan cita en el 10º aniversario de las Jornadas Europeas del Desarrollo Bruselas, 14 de junio de 2016 Las Jornadas Europeas del Desarrollo se celebran en Bruselas los días 15 y 16 de junio con el fin de generar nuevas ideas, pasar a la acción y configurar el futuro y cuentan con la participación de dirigentes mundiales, jóvenes dirigentes y cientos de oradores, organizaciones de la sociedad civil y organizaciones internacionales. Las «Jornadas Europeas del Desarrollo 2016» (JED) abren mañana oficialmente sus puertas a un número récord de más de 6 000 profesionales del ámbito del desarrollo de aproximadamente 150 países que asistirán en lo que se ha convertido en el principal foro europeo sobre el desarrollo y la cooperación mundiales. El comisario de Cooperación Internacional y Desarrollo, Neven Mimica, afirmó: «El 10º aniversario de las Jornadas Europeas del Desarrollo se centra en los resultados: pasar de los compromisos a la acción por lo que respecta a los objetivos de desarrollo sostenible de las Naciones Unidas. Europa hace una invitación abierta para que el resto del mundo reflexione con nosotros sobre cómo sacar el máximo provecho de nuestras políticas, asociaciones y recursos para apoyar el desarrollo mundial, erradicar la pobreza de una vez por todas y encarrilar nuestro planeta por una senda sostenible, inclusiva y próspera». Esta edición es especialmente importante, ya que representa el décimo aniversario de las Jornadas Europeas del Desarrollo. A menudo denominadas el «Davos del desarrollo», las Jornadas llegan en un momento crucial para el futuro del desarrollo internacional, poco después de que en septiembre de 2015 se adoptara la «Agenda para el desarrollo sostenible», que constituye un marco internacional para erradicar la pobreza y lograr un desarrollo sostenible de aquí a 2030. Las Jornadas Europeas del Desarrollo se centrarán en el cumplimiento de los 17 objetivos de desarrollo sostenible basándose en los siguientes elementos, vitales para el desarrollo sostenible: alianzas, paz, prosperidad,planeta y personas (en ingles, cinco «P»: Partnership, Peace, Prosperity, Planet and People). Antes de iniciar las Jornadas, el presidente de la Comisión Europea, Jean- Claude Juncker, se reunirá con el primer ministro de Etiopía, Hailemariam Desalegn, para firmar la declaración conjunta «Hacia un compromiso estratégico UE-Etiopía», que refleja las sólidas relaciones de la UE con Etiopía y hace hincapié en el papel fundamental de Etiopía en África y en la comunidad internacional y en su importante desarrollo socioeconómico. La UE y Etiopía conferirán así un mayor nivel estratégico a sus 40 años de colaboración. Otro momento clave previo a las Jornadas será la adopción de una declaración conjunta de Jim Yong Kim, presidente del Banco Mundial, y la Comisión Europea, representada por su vicepresidenta, Kristalina Georgieva, y el comisario Mimica, el 14 de junio. Esta declaración representa un compromiso conjunto por el refuerzo de la acción para el mantenimiento de la paz y el aumento del impacto del desarrollo en situaciones caracterizadas por la fragilidad, el conflicto y la violencia. Antecedentes Las Jornadas Europeas del Desarrollo se han convertido en el acto emblemático de la cooperación internacional al desarrollo en la UE. Durante los últimos nueve años, el «Davos del desarrollo», como se le suele denominar, ha reunido a nada menos que 2 670 oradores, 100 líderes mundiales, 514 expositores y 42 000 participantes de 154 países y 4 500 organizaciones. La edición de este año de las JED quiere subrayar el valor de la juventud como fuerza motriz de los esfuerzos de desarrollo mundiales y hace hincapié en la importancia de implicar a los jóvenes en la senda de la sostenibilidad. Al invitar a jóvenes de 21 a 26 años de todo el mundo a participar en el debate sobre el futuro de la cooperación internacional para el desarrollo, la Comisión Europea tiene la intención de implicarlos en la configuración de las futuras políticas de desarrollo. Se ha invitado a dieciséis jóvenes dirigentes de los países socios para que aporten ideas nuevas al debate sobre las políticas de desarrollo y la cooperación internacional. La delegación de la Comisión Europea estará formada por la vicepresidenta y alta representante de la Unión para Asuntos Exteriores y Política de Seguridad, Federica Mogherini, el vicepresidente responsable de Fomento del Empleo, Crecimiento, Inversión y Competitividad, Jyrki Katainen, el vicepresidente responsable del Mercado Único Digital, Andrus Ansip, la comisaria de Comercio, Cecilia Malmström, el comisario de Desarrollo y Cooperación Internacional, Neven Mimica, el comisario de Acción por el Clima y Energía, Miguel Arias Cañete, el comisario de Medio Ambiente, Asuntos Marítimos y Pesca, Karmenu Vella, comisario de Migración, Asuntos de Interior y Ciudadanía, Dimitris Avramopoulos, y el comisario de Ayuda Humanitaria y Gestión de Crisis , Christos Stylianides. Las Jornadas Europeas del Desarrollo 2016 contarán con la presencia de más de 500 oradores e importantes responsables políticos, incluidos representantes de organizaciones internacionales como Ban Ki-moon, secretario general de las Naciones Unidas, Jim Yong Kim, presidente del Grupo del Banco Mundial, Phumzile Mlambo-Ngcuka, directora ejecutiva de ONU Mujeres, y de numerosos jefes de Estado como Uhuru Kenyatta, presidente y comandante en jefe de las Fuerzas Armadas de la República de Kenia, Bibi Ameenah Firdaus Gurib-Fakim, presidente de la República de Mauricio, Roch Marc Christian Kaboré, presidente de Burkina Faso, Faustin- Archange Touadéra, presidente de la República Centroafricana, Tuilaepa Lupesoliai Sailele Malielegaoi, primer ministro de Samoa, Hailemariam Desalegn, primer ministro de Etiopía, y Rui Maria de Araújo, primer ministro de Timor Oriental, entre otros muchos.     13 July 2020 OPEN LETTER TO G20 FINANCE MINISTERS Global business, workers and civil society call for comprehensive emergency debt relief to enable developing countries to combat the COVID-19 pandemic Dear Finance Ministers, We are writing further to our joint letter sent on 10 April 2020, which called on G20 Governments to take international debt out of the equation in the fight against COVID-19 ahead of the Spring Meetings of the World Bank Group (WBG) and International Monetary Fund (IMF). On behalf of business, workers and civil society throughout the world, we would like to take this opportunity to thank you for your leadership in establishing the Debt Service Suspension Initiative (DSSI)—and, moreover, applaud the commitment made by several governments to replenish the IMF Catastrophe Containment and Relief Trust (CCRT) and Poverty Reduction and Growth Trust. For the real economy and society at large, this package of measures was a welcome signal of the G20’s overarching commitment to eliminate any risk of disorderly sovereign debt crises compounding the human and economic toll of COVID-19. It is increasingly clear, however, that your leadership is urgently required to decisively deliver on this imperative. With the global economy facing an even deeper downturn than projected in April, decisive and comprehensive action is now needed to ensure that debt service does not prevent developing economy governments from protecting the lives and livelihoods of their citizens in the face of the pandemic. We are especially concerned by the growing number of countries already facing or at risk of debt distress—including many countries that are not currently within the scope of the DSSI, whose economies have been highly exposed to the external shocks precipitated by COVID-19.

It confronts questions including: What will effect will the manner of Juncker’s appointment have on the perceived legitimacy of the Commission? Will Juncker claim that the strength his mandate gives him license to run a highly Presidential, centralised Commission along the lines of his predecessor, José Manuel Barroso? Will Juncker continue to seek a modest and supportive role for the Commission (as Barroso did), or will his Commission embrace more ambitious new projects or seek to re-energise old ones?     The Lisbon Treaty and Commonwealth Developing Countries: Implications for ACP‐EU trade and trade negotiations Christopher Stevens and Paul Goodison1 The Lisbon Treaty which came into force on 1 December 2009 alters institutional arrangements and the distribution of responsibilities within the European Union. Despite being an internal EU change it is certain to produce external effects. Although neither the scale nor precise nature of these effects can yet be predicted clearly, this issue of Commonwealth Trade Hot Topics offers a preliminary guide to the potential areas of change and an assessment of how these might impact upon Commonwealth developing countries in general (including least developed countries and small vulnerable economies) and on members of the ACP group in particular. Less a turning point than a staging post The Lisbon Treaty is the latest in a line of agreements (from Maastricht to Nice via Amsterdam) that modify the basis of the EU’s trade policy process. Addressing aspects of the Nice Treaty that created a degree of confusion and uncertainty it: • changes the Union‐level institutions responsible for external relations; • creates a European External Action Service (EEAS); • changes responsibilities for policy on trade and investment; and • gives new powers to the European Parliament. The broad thrust is to enhance the responsibilities and powers of the Union institutions relative to those of the European member states and to redistribute influence between the former. The Common Commercial Policy, for example, has been extended explicitly to apply with a few exceptions to trade in services, protection of intellectual property rights and foreign direct investment.
